00:00As emotions ran high and social media lit up with backlash, authorities urged the public to take a step back
00:06and let the chips fall where they may.
00:08They emphasize that investigations must run their proper course, reminding everyone that due process is there to keep things on
00:16an even keel for all sides involved.
00:18Ryan Lesigas tells us more.
00:23Fairness in all investigation is upheld for the benefit of both the accused and complainant.
00:28This is the response of the Philippine National Police or PNP after being flooded with curses and bashing on social
00:35media on the Quezon City Police District or QCPD's insistence that the driver of the car, which hit a student
00:41who jumped from Light Rail Transit 1 on February 11, could face charges.
00:46Some even describe the loss of the Philippines as useless.
00:49For some, the driver had no fault in the student's act of jumping and did not intentionally hit the student
00:55with his vehicle.
00:56The QCPD explained that bringing the driver to Persink for a statement is merely part of law enforcement procedure.
01:18Then after how many minutes, sumampa siya.
01:21Actually may nag-attempt pa nga na pigilan siya.
01:24But tumalon po yung bata.
01:26According to QCPD Director, Police Brigadier General Randy Glenn Silvio, the video circulating on social media claiming that the driver
01:34may face a charge of reckless imprudence resulting to homicide is incomplete or intentionally cut.
01:48Sa investigation report, makikita natin yung chronology of events.
01:53Kung paano, sino ang unang nag-responde.
01:57Ang unang kasi pong nag-responde yung Station 15.
02:18After their investigation, the driver was also released the following day.
02:23PNP Public Information Office Chief Police Brigadier General Randolph Tuanyo also said that based on the backtracking of the CCTV
02:30footage,
02:31no negligence was found on the part of the driver in the incident.
03:03He also said that the victim's parents are convinced that driver has no liability on what happened to their child,
03:10which is why they will no longer file a complaint.
03:13The NAPOLCOM said police traffic procedures need to be reviewed.
03:17NAPOLCOM Chairperson Rafael Kalinisan questioned how there could be reckless imprudence resulting to homicide
03:23if the victim came from above. Kalinisan added that the NAPOLCOM and the PNP have started studying traffic procedures aimed
03:30at implementing reforms.
03:32Ryan Lisiguez from the National TV Network for a new and better Philippines.
