00:37as it pursues a nuclear arsenal close to that of the United States and Russia.
00:44This buildup is opaque and unconstrained by any arms control limitations.
00:50This is the crux of the problem and is emblematic of the change
00:56in the global strategic environment over the last 15 years.

01:07In short, a bilateral treaty with only one nuclear power
