00:42complaints against President Ferdinand Marcos Jr. are sufficient in substance. The panel completed
00:47its discussions on the substance of the complaint endorsed by Jet Nisai on Tuesday but deferred the
00:52vote to Wednesday, February 4. It is also set to deliberate on the Makabayan-backed complaint.
00:57Batanga 2nd District Representative Jervil Luistro says the delay would give members time to review
01:03the extensive discussions and approach the second complaint with a fresh mind. The panel also voted
01:0824 to 21 to reject a motion by Mamamayang Liberal Representative Laila De Lima to exclude questions
01:14on the authenticity of the complaint's attachments from the panel's review of its sufficiency and
01:19substance. Luistro says the committee was not looking into the truthfulness of the attachments yet,
01:24as this would be done during the hearing proper.

02:18job. Another example was a photo of Frasco in Lake Cebu, South Cotabato, which also circulated online.

02:49Senator Risa Ontiveros files a resolution seeking a probe into the national solid waste management
02:54framework. This after the tragic Binalio landfill incident in Cebu City that killed 36 individuals.
03:01Ontiveros specifically mentions the sanitary landfill in San Mateo Rizal and the communities
03:05near landfills regularly exposed to foul odors, fly infestations, and toxic fluids polluting waterways.
03:11The resolution says, quote, the landfill model in particular cannot fix the mounting trash problem,
03:16as lands dedicated thereto are reaching their maximum capacities, a reality seen in the city of Cebu.
03:22But Ontiveros also warns against waste-to-energy models, saying they could worsen environmental
03:27and public health problems by incentivizing excessive dumping instead of sustainable alternatives.
03:33Environment Secretary Rafael Dottilia says, among the possible amendments to the Ecological
03:37Solid Waste Management Act of 2000 is allowing new incineration technologies. He adds,
03:42new technologies have been developed that can meet environmental standards.
03:48Soldiers and swarms of snowplows battle in Japan to clear record-breaking
03:52snowfalls Tuesday, February 3. Japan regularly receives some of the highest snowfall in the world.
03:57Troops from the self-defense forces were tapped to help in the city of Aomori to clear
04:01a nearly two-meter pileup of snow, the biggest seen in four decades. About 1,000 snowplows began
04:08trying to push snow off 3,800 kilometers of roads in Sapporo, the largest city in the Hokkaido region.
04:14The scale of this year's snowfall temporarily closed Hokkaido's main airport last week,
04:18stranding hundreds of passengers. Train services were also delayed and highways were forcibly closed.
