00:00Thousands of petroleum sector workers marched through downtown Caracas to the National Assembly
00:05to show their support for partial reform of the National Hydrocarbon Law, which was designed
00:10to open up more space for foreign companies to operate in Venezuela while maintaining
00:15both the National Petroleum Company, PDVSA, and 100% of Venezuela's oil reserves under
00:22sovereign control.
00:23We, oil workers, are here to support the partial reform of the Hydrocarbon Law.
00:35Because through this law, we have the opportunity to protect our sovereignty.
00:38PDVSA has been a bulwark in all the struggles we had with the Empire.
00:45As workers, we have the power to remain firm and stand our ground for whatever may come.
00:50We are not afraid of anything that comes our way.
00:53In 2020, President Nicolas Maduro enacted reforms as part of his anti-blockade law, opening
00:58space for more foreign participation in the management of Venezuela's petroleum resources.
01:05The new reforms solidify those changes and guarantee that profits from the partnerships
01:09with foreign companies will remain under state control while earmarking profits for social
01:14spending and infrastructure.
01:16With the approval of the partial reform of the organic hydrocarbon law that just took place
01:29in the National Assembly, the building of the people, a new stage begins.
01:36After Congressional President Georgie Rodriguez announced the bill's passage in the National
01:41Assembly,
01:42The march continued to Mira Flores Palace, where Acting President Delcy Rodriguez signed
01:47it into law.
01:49I am truly thrilled this law carries the imprint of Commander Chavez and reaffirms sovereignty over
02:06our energy resources.
02:10This law expresses President Nicolas Maduro's visions for the future.
02:15There are those who think we dropped this law suddenly, but we were already planning this
02:21law and its reforms together with President Nicolas Maduro.
02:25I feel excited to be able to tell you from Caracas, in your native land, President Maduro, that
02:31we are fulfilling our commitment to you, we are fulfilling our commitment to the First
02:35Lady, and we are fulfilling our commitment to the people of Venezuela.
02:40Acting President Rodriguez emphasized that Venezuela will do business with companies from Asia and
02:45Europe, as well as the United States.
