01:33My name is Jacques Vallée. I'm speaking at the request of Mr. James Fox because a few years
01:44ago I initiated the system of multiple databases used by a DIA-sponsored program at Bigelow Aerospace
01:55as a cleared member of a scientific team charged with study of UFO, UAP phenomenon. The data warehouse
02:07system contained data about 260,000 screened reports of anomalous objects in flight and hundreds
02:20of reports of reports of creatures, live or dead, associated with crashed or landed vehicles of unknown
02:32provenance, including some similar to those in Virginia, thus providing useful multinational
02:41and historical context. My current research is taking us to deeper levels with new
02:50on-site analytical and physical research on historical cases such as the 1945 case in San Antonio,
03:02New Mexico, the 1964 case in Socorro, New Mexico, and the 1965 case in Valenzol, in France. In those
03:17and several others, new physical and environmental data was collected. The observations involve a total of seven
03:28creatures, generally similar in size and a general body shape to those described by the witnesses in Virginia,
03:41Brazil, and by Mr. Fox, providing both context and statistical support for current and future findings. In particular, all the creatures just mentioned breathed air normally.
04:01Beyond this, I currently serve in a private capacity on the Scientific Advisory Board of the French Government National Center for Space Studies, CNES. That unit has actively researched the UFO problems since 1975, including national cases of close encounters,
04:29the UFOs with the presence of occupants, a number of which I have also studied on site. It should be clear, however, that I do not represent any of these government organizations in this or any other context.
04:50The Virginia incident of 1996 in Brazil, research and documented by James Fox, fits within cases already known in scientific and medical records, many of which have remained classified.
05:11Relaxing the classification requirements while preserving security of essential facilities such as the nuclear labs would make it possible to inform and enlist the scientific community at a higher level.
05:31Action by the executive branch to allow more open exchange would be world-changing.
05:40As the Virginia case proves, allowing more open contact at an international level would yield better understanding of the global issues.
05:54The current segmentation of the data hinders any serious research into what appears to be an extraterrestrial phenomenon empowered by advanced artificial intelligence.
06:11Open archives do exist to some extent describing the physical and biological environment of the crafts and their occupants.
06:24Socorro and Valenzol in particular, two unclassified cases officially deemed unidentified by multiple government agencies,
06:38have yielded evidence of traces, recovered materials and environmental effects.
06:46But we know that much more is available.
06:51The Virginia case presents exceptional new knowledge beyond what was already known.
06:59It improves our information in two fundamental ways.
07:05First, in the ability to reconstruct what happened to the craft and its occupants from beginning to end.
07:17And second, in the professional description of the anatomical and behavioral features of the live creature recovered by authorities
07:30within a short time of the crash and to the point of its death.
07:39By this achievement, James' long and perilous project has opened up an entirely new field of research.
07:49I served for 37 years on the staff of the Senate Armed Services Committee, the Senate Intelligence Committee and the House Intelligence Committee,
08:03retiring from government service almost two years ago.
08:07I was among the staff from the Senate Armed Services Committee and the Senate Intelligence Committee,
08:14who collaboratively investigated the UAP issue on behalf of the senators from both parties on both committees,
08:22after the seminal articles from the New York Times in 2017 that Karin mentioned and that I'm sure all of you are aware of.
08:31As extraordinary as the claims sound of the witnesses that you will be hearing from today about a crash retrieval
08:39and the recovery of non-human beings from Virginia in 1996,
08:46behind the scenes, similar reports have reached senators and staff conducting the investigation that I referred to.
08:54Many of you in attendance today or tuning in to this event are familiar with the public statements of now Secretary of State
09:03and National Security Advisor Marco Rubio, who has been very outspoken on this matter.
09:10As vice chairman of the Senate Intelligence Committee, he clearly conveyed how seriously he takes these allegations.
09:19He and other senators held meetings and interviews in so-called sensitive compartmented intelligence facilities, SCIFs,
09:27over a period of years with very credible sources reporting both direct and secondhand knowledge
09:34of the reality of highly intelligent non-human beings.
09:38Government retrievals and reverse engineering of craft not made by human beings
09:45and the recovery of bodies of non-human beings.
09:49These reports alleged hidden government activities like those you will hear about today stretching across many decades.
09:58So what these folks are going to tell you today in person and remotely are astounding,
10:08but they're not the only credible testimony about such events.
10:16And he's like, oh, I'm actually a retired United States Air Force colonel and I'm also a fighter pilot
10:22and I had a pretty dramatic UFO encounter back in 1980, which coincidentally was covered up.
10:28Oh, okay. That explains it. So he eventually came forward to share publicly his UFO encounter.
10:38But today he's here to talk about something I feel is extremely significant.
10:42And that is this potential flight that came in from the United States of America in January of 1996.
10:49So without further ado, Colonel Clausen, thank you so much for being here today.

11:08My name is Fred Clausen.
11:10I'm a retired U.S. Air Force bird colonel and fighter pilot.
11:16I have more than 4,000 hours of flying time in the F-15, the F-4, and I flew combat missions in the F-105 during Vietnam conflict.
11:29I was awarded the Distinguished Flying Cross twice and held a top secret SCI clearance.
11:39While flying the F-15, I intercepted a UFO.
11:45I took gun camera film, which was immediately confiscated.
11:51But that's another story for another time.
11:55Today, I am speaking on another matter, a matter that requires world attention.
12:04According to several Brazilian authorities, including air traffic controller Marcos Ferres, on or about the 20th of January 1996, a U.S. Air Force cargo plane, most likely a C-17, took off from a base in the U.S.
12:28And it flew secretly into Brazilian airspace without flight clearance from Brazilian government.
12:35And it landed at Vitacopos Airport in Capinas.
12:41While at Capinas, witnesses talked about loading an unusual cargo, then departing to an unknown location in the United States.
12:56If true, I am certain that 30 to 40 Americans had direct knowledge of this flight and its purpose.
13:09I will now walk you through a potential paper trail this mission could have left behind.
13:19In order to secure a cargo plane, a specific protocol must be adhered to.
13:27The tasking would be sent to Air Mobility Command at Scott Air Force Base, Illinois, who has command authority over all U.S. Air Force cargo aircraft and refueling tankers.
13:44The paper trail has begun.
13:50Air Mobility Command transmits a mission order to the Air Mobility Wing at Charleston Air Force Base, South Carolina.
14:02Another paper trail.
14:05At Charleston, a crew is selected for the mission and a C-17 cargo aircraft is made ready.
14:14The distance from Charleston to Capinas, Brazil is roughly 4,500 miles.
14:23The unrefueled range of a C-17 is about 2,500 miles.
14:30Therefore, air refueling by KC-135 would be required.
14:37More people in the know and another paper trail.
14:42An international flight plan to Brazil is required even if the mission is classified.
14:51Paper trail.
14:54On board the C-17 is a minimum crew of pilot, co-pilot and load master.
15:01But due to the nature of the mission, probably more, maybe CIA and a general officer.
15:14The C-17 lands at Capinas and must be refueled.
15:20Who pays for the fuel?
15:22And where's the receipt?
15:25Before departing Capinas, another international flight plan must be filed.
15:32Again, more paper trail.
15:36The C-17 flies back to the United States with tanker support and lands at an undisclosed location.
15:47As you can see from this possible scenario, I estimate that at least 30 to 40 Americans have direct knowledge of this mission.
15:59So here's my plea today.
16:02If you were a participant and have knowledge of the mission, come forward.
16:12You are probably retired now in your 70s, maybe a little older like me, and have languished for 30 years with this knowledge.
16:24Come forward.
16:27We know this mission happened.
16:29And you know it too.
16:32Come forward.
16:34The time is now.
16:40Wow.
16:41What a, what a stand up guy.
16:44That's extraordinary.
16:46And he's absolutely right.
16:48There will be witnesses.

17:04And that FOIA request is in the latest cut of the film.
17:07New revelations, moment of contact, new revelations.
17:10And interestingly enough, we filed it in 2022.
17:13We got a response back three years later.
17:17And it was from the CIA.
17:19It was like, essentially, you know, because of the 1949 National Security Act, blah, blah, blah.
17:27Your request is denied.
17:29We can neither confirm nor, you know, release information on the biologics.
17:34Now, we have a closing statement.

18:04Look, shortly after the film by Oliver Stone was released about the assassination of JFK, Congress took action and passed the JFK Disclosure Act unanimously.
18:18They wouldn't have done that had it not been for an outcry from the public that was demanding answers.
18:25And it's my hope that your film and others like it will create that kind of momentum and that outcry.
18:34Because the truth is, if there's any government that's holding information about the knowledge of whether or not we are alone or not alone in the universe, that is not for any government, no matter how powerful it is, to withhold from the rest of humanity.
18:51We are here to serve the people.
19:03This government belongs to you.
19:05You don't belong to the government.
19:08And never forget that.
19:10And so I'm here to serve you to try to get the truth to the people.
19:14We're working diligently to do that in the committee that I'm on.
19:17And I have a responsibility in that regard.

19:45I want to say thank you to Kirk McConnell. He is, he and others have been doing an amazing job at pushing this forward in a thoughtful way, helping people like me. I was a financial advisor and a software consultant. Had no idea when I ran for Congress that I would be doing this.
20:00But folks like him have been extremely helpful and I couldn't do it without you. Thank you.

20:34You're an inspiration for the rest of those who have served.
20:40You know, courage is contagious and you're an inspiration and hopefully you'll compel more people to come forward. Appreciate that.
20:48We have, we've been given marching orders. We have legislation that we need to pass. We, you know, we have seen, we've heard from a lot of witnesses. It's time for action.
21:02And it's time to get the receipts. So it's time to pass the UAP Disclosure Act.
21:09And it's time to pass whistleblower protection within that or a separate act.
21:24But I go back to my original statement. The reason why so much information is currently today being released consistently that the agencies of this federal government never wanted to see the light of day is because Congress took action because the people demanded it.
21:42And I'm asking you, everyone here and all the reporters here and Leslie Keen, thank you for the brave work that you did with the, with the report in 2017.
21:53You destigmatize that one story destigmatized this entire topic and made it so that people could come forward.
22:07We need more people like Leslie Keen. We need reporters that are brave, that are willing to publish stories.
22:13And we need, we need the social media warriors out there to, to, uh, to continue to spread the, the, that information act and push on members of Congress.
