00:32as the United States ramping up Russian rhetoric
00:35regarding possibly Washington taking control over Greenland
00:38and all the threats to Denmark.
00:40Donald Trump is in town here in Dallas,
00:42expected also to meet the European leaders.
00:45What's Belgium's strategy when it comes to protecting Greenland
00:47and supporting Denmark?
00:49We absolutely need to be united on this issue.
00:53Frankly speaking, the attitude of the US is incomprehensible
00:57and unnecessarily hostile if they have concerns
01:03because maybe they have identified some threats
01:07in the region of the Arctic.
01:10Okay, we are able to understand that
01:13and maybe we will discuss together
01:17in order to address those fears, those threats.
01:20And it already exists today, a partnership, an agreement
01:26between the US and Denmark
01:28in order to allow the US to deploy armed forces on Greenland,
01:34if necessary.
01:35They only have one military basis today.
01:38It is possible to have more in the future
01:41according to the current agreement.
01:43So it's not necessary to take on an aggressive manner,
01:47an hostile one, any square kilometers of Greenland.
01:52It is really a red line for the European countries.
01:56But how do you explain in this case
01:57why the United States and the US administration
02:00is not listening to this argument coming from Europe,
02:03from the European allies, NATO allies?
02:05There is no rational explanation, frankly speaking.
02:08It is possible to address together
02:11those potential threats in the Arctic region.
02:15So let's do it.
02:16But having some blackmail, some threats against allies
02:24within the NATO family, this is totally unacceptable.
02:28So we will take the opportunity of the Davos meeting
02:33in order to share this message.
02:37The King of the Belgians and my Prime Minister
02:40will have a meeting with President Trump.
02:43And I hope that it will be possible
02:45in the coming days and weeks
02:47to go back to a more reasonable way of thinking and acting.
02:53I think it's crucial.
02:55It's not only a crisis.
02:56It is really a turning point.
02:58And when you face a turning point,
03:01it demands action and certainly not hesitation.
03:05And the threats, the additional ones
03:08related to some European countries
03:12because they've decided to send some soldiers to Greenland,
03:16it's also something totally unacceptable.
03:19And it is crazy to listen to the US
03:25explaining that the fact that some European countries
03:29have sent soldiers to Greenland
03:32is a kind of anti-American act.
03:36It is the opposite.
03:37It is the manner to demonstrate
03:40that we intend to take into account
03:43on a better manner than in the past
03:46the different fears expressed by the US
03:50and that the NATO allies
03:53and especially the European countries
03:55have really the intention
03:57to take into account those fears
04:00and to secure in a better way
04:03the Arctic region in the future.
04:05Donald Trump started making the statements
04:07regarding Greenland on his first term since 2019
04:10and the European Union really engaged
04:12in the diplomatic dialogue ever since.
04:14It's why we absolutely need
04:16to take into account this moment
04:21and we cannot, in Europe,
04:24we can no longer depend blindly
04:28on the security provided by the US.
04:32We have a date with ourselves
04:35and we absolutely need to develop our autonomic strategy
04:40on military aspect,
04:42on energetic aspect,
04:44on technological ones also.
04:47Otherwise, we will have a week in Europe
04:51and Europe is more than a political united institution.
04:59It is also a big force
05:01with 450 millions of people
05:06with wealthy countries.
05:09We are not only one
05:11of the largest economic markets in the world.
05:14We also have the possibility
05:16to be a geopolitical power,
05:18but it means that we absolutely need
05:21to act on a united manner.
05:24and it is maybe the biggest challenge
05:26we are currently facing within the EU.
05:29The political unity in the EU.
05:30Of course, of course.
05:32And we need to react
05:33and also to prepare
05:34some potential countermeasures
05:37in order to send a clear message
05:40to the United States.
05:42It is not acceptable
05:43the way they are treated their allies.
05:46So we will, of course,
05:50use diplomacy, diplomacy in action
05:53in order to desescalate
05:56the current tensions we have.
05:59And I hope it will be possible
06:01to find a reasonable solution

06:42in order to act as a geopolitical power
06:45and an economical market,
06:47a reliable one,
06:49that we absolutely need
06:51to answer it firmly to the U.S.
06:54That's crystal clear.
06:55How is Belgium willing
06:57to treat the current situation?
06:59In the past,
07:00Belgium was among the countries
07:01with some of the lowest
07:02defense spendings, for example.
07:04Is this situation pushing the country
07:07to make rapid changes into that?
07:10Of course, of course.
07:11When you are on the crossroads,
07:15you have two choices.
07:18One, you follow the path
07:20to maybe a problem
07:23and not good issue and outcomes,
07:28or you lead another way,
07:30the way of the reforms.
07:32And it is really the way
07:33that Belgium has decided to follow.
07:35So we have increased our spendings
07:39for military equipment.
07:41It was time.
07:42Frankly speaking,
07:43we were one of the,
07:45let's say,
07:47the bad pupils in the classroom.
07:49So now we have achieved last year
07:51the 2% GDP,
07:53and we will continue
07:54to increase our spendings
07:56for the defense sector.
07:58And we absolutely need
08:00to be at the rendezvous
08:02of our own responsibility.
08:04You know,
08:06defending, for instance,
08:07the international law,
08:09it's crucial
08:09for medium-sized countries
08:12like Belgium.
08:14Not out of naïveté,
08:16but because that's
08:17the only way
08:19we can defend ourselves,
08:22our population,
08:23our prosperity
08:24against any kind
08:26of hostile temptation
08:28coming from abroad.
08:30So it's why it's so crucial
08:31for the European countries
08:33to defend the international law
08:34and the rules-based order.
08:37And according to this,
08:40we consider that
08:41the United Nations
08:42remains the best,
08:45let's say,
08:46reliable framework
08:49and the best
08:50reliable context
08:52for promoting
08:53multilateralism discussions
08:55for peace and prosperity,
08:57and certainly not
08:58an initiative
08:59such as
09:00the Board of Peace,
09:01for instance.

09:05here at Davos
09:06with Donald Trump
09:06meeting the European leaders.
09:08What's the Belgian position
09:09on that?

09:12to be part of this board.

09:19it is totally unacceptable.
09:20We have the opinion
09:23that through this initiative,
09:26President Trump
09:27is trying to replace
09:29the United Nations system
09:31and to create
09:33his own personal board.
09:36Because when you have
09:37a look on the status,
09:38it's not only
09:39the presidency
09:40of the United States,
09:41it's the presidency
09:42of Donald Trump himself
09:43with veto rights
09:45on any kind of decision.
09:48And it is not acceptable.
09:49we absolutely need
09:51to reform
09:52the United Nations
09:53and maybe
09:54to create
09:56new opportunities
09:56for permanent
09:58member states
09:59coming from Africa
10:00or Latin America
10:01or Asia,
10:03but certainly not
10:04to create such a move on.
10:05But you do agree
10:05that it has to be
10:05reformed, the UN?
10:07Of course, of course.
10:08That's why there is
10:09a void which has to be
10:10somehow filled in.

10:12a current process
10:13of reforming
10:14the UN
10:15called UN-80

10:20some agencies

10:23new opportunities

10:24more efficient.

11:44a reasonable solution
11:45that's a kind
11:47of escalation
11:48in threats
11:49from both sides
