08:32after a violent road rage incident with a knife several police cars have been pursuing two suspects
08:53on a motorbike for over 30 minutes after one eyes on high speed still overtaking while a police helicopter
09:02tracked them from above so he's heading to go contra now on the m56 tracking westbound in the eastbound
09:12carriageway but in a dangerous escalation the motorcycle is now heading onto a busy motorway in the wrong direction

10:05the police set a trap to try and stop the motorcycle at the next junction

11:22the chase has entered a critical phase the suspects are now heading for the heavily populated chester city center
11:35crossing its way through welcoming vehicles causing them to take evading action just coming up to the
11:40traffic lights now the lights are off red and it's straight through on red continuing straight ahead now
11:52so we can start looking at stinger points so we can be ahead of it rather than cheating

15:03are arrested for driving offenses and on suspicion of the earlier road rage incident however a
15:09background check on one of the individuals revealed a connection to a more serious crime

16:11the suspects were taken into custody at Blaken police station and the case passed to Ellesmere
16:21Port CID the investigation was led by DI Rupert Morrie these types of incidents don't happen on a
16:31regular basis especially in Cheshire the violence and the the actions that they took not only to put
16:38themselves in danger but other people was really really brazen the detectives began with detailed
16:44background checks on both men so Fagan's had the more considerable past record out of the two of them
16:53so he's known for for violent offenses but he's also known for for carrying weapons in comparison to
17:00him Connor Mitchell he's had no previous convictions at all he's had a few warnings of caution and
17:08reprimand for for theft and a public order offense we knew Fagan and we knew what he was capable of
17:15and the violence that he could use that we really wanted to remand them in custody we had 24 hours
17:20to satisfy the crown prosecution service that a we've got enough evidence that we're going to be
17:27able to convict them at a later date but also that they need to be remanded in custody for the safety of
17:32the public police obtained a statement from the motorist and victim of the first attack she could
17:42see at high speed a black motorbike which was traveling on her side of the road by past she's
17:48gestured with her arms and mouth what you're doing she said that she's looked in there in the mirror she
17:54could see the motorbike come into a stop after passing her the mail with the knife as run as run to the back
18:00of the car and began to hit the rear windscreen of the car which with the handle of the knife and
18:05after a second strike on the windscreen it shattered and fell through this is the image of the vehicle
18:14as you can see it smashed the whole windscreen God knows what could have happened if it was you know if
18:22things had taken a different turn then we could have been looking at something a lot more serious
18:27it must have been so scary and absolutely terrifying for the two people in the car
18:33so if it's so minor has turned into something so so serious and to the point where the victims
18:39actually said in a statement that she's so scared that she actually thought that her or her partner
18:43were we're gonna get stabbed or even killed so it must have been terrifying for them the team had to
18:55prove that Fagan and Mitchell were responsible for the road rage attack they investigated the motorcycle
19:01so when the bike was recovered we did some checks on it because it didn't have any number plates so what
19:09we do is we take the VIN number and any other numbers that are associated with it to find out
19:12the actual true identity of that motorbike once I was completed that came back as a stolen motorbike
19:22from the Manchester area and that was stolen some once earlier so the likelihood is that motorbike could
19:30have passed hands a number of times through different criminals or it could have been used as what we
19:35call it a pool vehicle so different criminals will use it at different times so they can change their
19:40vehicles vehicles on a regular basis the discovery suggested a more organized nature to their offending
19:49detectives also recovered and examined doorbell footage of the road rage incident so that was then
20:01the one that just went past this car here now is the victim's car so the passenger gets out and and so
20:13challenges them for driving like maniacs through the streets and that was a bus trying to get past and then
20:19they drive off the doorbell footage captured the moment the motorists window was smashed
20:29yeah you can see where he's damaged and he's holding something there in his hands the footage also revealed
20:41what the suspects were wearing the person that's caused the damage has got this distinctive and light
20:50colored sort of patch across the top of his shoulders and down the side of his jacket as well when you're
20:58then compare that to the mpass footage so here's the mpass footage next to it and you can see we know
21:05that fagan was the the rider the driver of the bike and he's got the distinctive clothing you can see
21:12there the patch is identical we know from the the fact that they've been on camera for over an hour that
21:20they haven't swapped clothes or anything the person that's caused that damage there is fagan yeah with
21:26Mitchell stood stood in the background so fagan had the implement that smashed the back window of the
21:33car as well if they were both wearing black would have been really difficult but because he's got that
21:42distinctive jacket on that's really helped us the evidence pointed to fagan being responsible for the
21:49attack on the motorist it's such a violent incident fagan's taking a knife and used it as a threat and
21:58then smashed the car window it just shows the violent nature of him and what he's capable of potentially
22:04doing at the end past base a review of flight footage revealed there was more to the motorbike chase
22:20right so that's where we've seen the member of the public that's when it goes under the footage showed
22:36that Connor Mitchell threw a small black bag underneath the car in the moments before his arrest he goes down
22:44at the front of the car and you just see it when he's back off again this helmet the footage was sent to
23:01detectives at Ellesmere Port CID Mitchell's hidden the bag underneath the car and straightaway our first
23:12thoughts were he doesn't want the police to see that bag he doesn't want us to find it there's a
23:20reason they don't want the police to see that and that's normally because there's there is evidence
23:25that's going to get them in trouble you've had many chances to get rid of that bag if he could have
23:31thrown it whilst we've been chasing him he wouldn't have known where to go find it again here he knows
23:37where that bag is so potentially he's hiding it so we can go back and get it later on he's on foot
23:43the helicopter's still there I remember a public's chasing him he knows it's only a matter of time
23:47before he gets arrested it's his last chance and that last chance to try and get rid of it before
23:52he's caught holding it we knew there's evidence in that bag so it's important for us to make sure we
24:00got the bag but what was Connor Mitchell trying to hide uniform six four he is hard shoulder
24:19heading westbound from 12 to 14 after a 90 minute high-speed chase Cheshire police arrested two suspects
24:27when they were arrested it was discovered that Fagan was already wanted for an assault
24:43that had happened several days earlier
24:45and police later discovered the other man Connor Mitchell had hidden a bag minutes before he was
24:55caught straight away our first thoughts were he doesn't want the police to see that bag he
25:02doesn't want us to find it officers at the scene were tasked with finding the bag while CID investigated
25:18the serious assault from a few days before the road rage incident they began with the call from the victim
25:28oh yeah there's been like an ongoing situation on my flat because I owe money out to drug dealers I went out today
25:41yeah and I've been beaten up um I've had a knife put through me and um I've been threatened if I don't have some
25:50this uh some money that I owe this right tomorrow that he's going to slash me and he's going to slash my mum
25:57do you know who it is that's beating you up yeah do you do and would you be happy to provide their details
26:03not not at this point because I still have to be in this flat and I feel my mum's at risk now in her
26:09in her own house I will provide the details to the people that did it to me once I'm away from my house
26:15and I'm somewhere secure but I mean I can't I can't stay here for for another minute longer because
26:21he said he's reluctant in that call to give us any details because he doesn't feel safe
26:29so from there we have moved him and got emergency accommodation to safeguard him and since then he has
26:37given us the suspect's details he told us that it's Fagan that that's held the knife to his throat and
26:46assault him it's very clear from the from the call more serious offenses have been happening for this
26:56one road raid incident there was an escalation of criminality
27:01the caller not only claimed Fagan was responsible for the
27:31attack but also other criminal activities the victim had told us that Fagan was a drug dealer
27:39and that he had a drug debt to Fagan however just that information isn't enough for us to make a
27:46charge for a drug offense so it's important for the police to make sure that we gather as much
27:50evidence as we can to show that that Fagan is dealing drugs
28:01when officers conducted door-to-door enquiries they recovered doorbell footage
28:06CCTV is pretty much as good as having an eyewitness and sometimes it's even better
28:13because eyewitnesses sometimes the the events can be distorted and what they remember about
28:18the events but if you've got on CCTV it's very much can't be disputed especially if it's as clear CCTV
28:24with distinctive clothing it's really good evidence that we can use in court the CCTV showed the victim
28:33speaking to his assailant moments before the attack
28:36so that's just before the incident has happened before the assault has happened because the victim
28:59goes down the alleyway and then they meet in the other side you hear him say his name there says his name
29:05Fagan's on the motorbike or on a motorbike and he's wearing the same
29:19the same jacket again the distinctive thing across the shoulders
29:23police also retrieved the bag discarded by Mitchell at the time of his arrest
29:38that bag there that's on the screen is this bag here that we've seized Mitchell then pushes the bag
29:49underneath the car so that is where we've seized this bag from it's underneath that car and inside
29:54the bag there was a knife and there was a knife used in the earlier incident where Fagan is smashed in the back of the window
30:04there was also some white powder individually wrapped there's another bag here which did have cannabis in it
30:16and there was also Mitchell's bank cards in the bag as well
30:25when you recover evidence like we did out of the bag which is the wraps of drugs a knife
30:34my first thought is that is a drug dealer sometimes I'll have weapons because it may be
30:40that other drug dealers might take umbrage to the fact that they're dealing on their patch
30:44or there may be other drug users who try and take those drugs from them so they have weapons to protect
30:50themselves and to threaten other people and then obviously the drugs themselves which they're using
30:54to to sell and to make money
30:56the development brought the police one step closer to being able to charge Fagan and Mitchell with drug
31:07offences we were originally investigating an assault and a public order offence of criminal damage
31:14once they'd been detained and we were able to recover the extra evidence we knew straight away that
31:19it would be important to try and get them charged with the possession with intent to supply offence
31:24in situations like this where they've been causing so much harm to members of the public it's
31:31important to try and take them off the streets for as long as we can
31:34possession with intent to supply carries a maximum sentence of life imprisonment we have to be able to
31:47prove to a jury that that person had those drugs not just for their own use but to sell on to other
31:52people the contents of the bag were sent for analysis along with two mobile phones seized from the suspects
32:02because it's really difficult sometimes to tie what's in that bag to the person we've taken it from
32:08we need to have forensic evidence that could be fingerprints or DNA
32:12would the forensics prove their involvement or were detectives forced to release them
32:21two suspects Jake Fagan and Connor Mitchell were arrested by Cheshire police on suspicion of multiple crimes
32:41they can take in a knife and use it as a threat and then smash the car window just said we really
32:50wanted to remand them in custody detectives pursue charges for serious assault driving offenses criminal
32:58damage and drug dealing there's enough bags there to show that it was for supply onwards it's not going to
33:05be for personal use we knew straight away that it would be important to try and get them charged with
33:12the possession with intent to supply offense and take them off the streets for as long as we can
33:16with only hours to go before they were due to be released the detectives finally had enough evidence to
33:26challenge them in interview okay so this interview is being audio recorded you just state your full name
33:34for me please no okay Jake Fagan was first asked about the road rage incident that led to the pursuit
33:42so what can you tell me about an incident that happened yesterday well that was just before you were
33:49arrested so there's been a bit of a road rage incident what can you tell me about that were you
33:58involved in that incident when he didn't respond they moved on to the assault that happened a few days
34:09earlier my colleagues gonna show you have some ring doorbell for the edge you wanted the males on the
34:20motor likes do you recognize the male just here of her jacket is that you talking
34:36next they asked about the discarded bag in that bag was a number of quite large wraps of white powder
34:58what can you tell me about them testing and things like that forensic testing is ongoing as we speak
35:08we've got our drugs experts having a look at that okay so they belong to you
35:15Fagan continued to remain silent so that blade that knife was inside the bag with the drugs and with the money
35:26okay and does that belong to you
35:29are we gonna find any DNA belonging to yourself on that knife

35:44over the course of the hour-long interview Jake Fagan refused to answer the questions

36:06I was just out chilling minding me own business
36:09well I met a couple of friends that mentioned names

39:43for a charging decision

39:51with the earlier serious assault
39:52and dangerous driving

40:01sometimes they wait until you've got the forensic evidence
40:05but on this occasion
40:07based on the weight of the evidence
40:09that we had managed to capture
40:10CPS were happy to authorise

40:14charge straight away

40:25were remanded into custody
40:27awaiting trial
40:28whilst they were on remand
40:31detectives received the results
40:33of the forensic
40:34and digital analysis
40:36to prove to a jury
40:38that that person
40:39had those drugs
40:40to sell on to other people
40:41we look for DNA evidence
40:43where the wraps of drugs
40:44have been tied
40:45and that proves that
40:46the person who's
40:47tied those bags
40:49is making those individual deals
