00:00Washington has relaxed rules on the export of advanced semiconductors to China,
00:05letting companies there legally buy NVIDIA's H200 chips.
00:10They can now be sold on a case-by-case basis with some conditions.
00:14Those include a ban on military use,
00:17the requirement that exports do not affect supply to U.S. customers,
00:21and third-party tests proving chip speeds don't exceed U.S. limits.
00:25This comes after U.S. President Donald Trump announced last month
00:29he would allow the chip exports to China in exchange for a 25% fee.
00:35The decision has raised national security concerns in Washington,
00:39as well as legal questions around the fees.
00:42It's still unclear if Beijing will allow imports of the chips,
00:45as it encourages tech companies to buy local ones instead.
