Finance Secretary Shona Robison has announced the government's draft Scottish Budget for 2026/27.The Scottish Government will institute a mansion tax and a private jet tax. Both policies had been touted by the Scottish Greens and Ms Robison said two new council tax bands would be brought in for homes worth more than £1 million, as well as an updated valuation by April 2028.
00:00To deliver even more for those with the least, we'll ask those with the most, the very wealthiest in our land, to contribute that little bit more.
00:08That includes the introduction, by April 2028, of two new council tax bans for the most expensive properties in Scotland,
00:18those worth over £1 million, on an up-to-date valuation, a measure that will bring greater fairness as well as increased revenues to councils.
00:28And from April 2027, the air departure tax will come into force and will shortly launch a consultation on a new Highlands and Islands exemption, continuing to exempt domestic flights.
00:42Through this new framework, we'll introduce a private jet tax.
00:46I can confirm that this year, while the others remain frozen, the thresholds for the basic and intermediate rates will increase by 7.4%,
00:56that is, by well over twice the rate of inflation.
01:00That is an increase in these thresholds of almost 11% in two years.
01:06And as a result, even more people in Scotland can expect to pay less tax than if they lived in England, Northern Ireland or Wales.
01:14That's over 55% of Scots set to pay less income tax because they live in Scotland and have a government led by the SNP.
