00:00A Michigan conservation officer in District 7 and another in D9 check on waterfowl hunters in
00:10November and to look at the state's efforts to provide public
00:16areas for hunters to pursue ducks and geese on lands they've deemed wetland wonders. Two
00:22Michigan conservation officers, one in District 1 and the other in D3, monitor deer hunters on
00:28the opening day of deer season. Conservation officer, anybody inside? Open the door back
00:33here. And they both encounter situations in which they work closely with other
00:37emergency response agencies. Have you had anything to drink or smoked any marijuana
00:42today? And to look at a dedication for a new DNR facility that's named in honor of
00:47two fallen conservation officers. Wild animals and wild places, they're more than
00:54a picture, their inspiration, excitement, and adventure. Patrolling and protecting these
01:01natural resources is a first-class band of peace officers. These are the Wardens,
01:07dedicated to the preservation of our great outdoors.

01:20Autumn in Michigan can feel like there's just too much to do for the dedicated outdoor enthusiasts.
01:24White-tailed deer can be hunted throughout various seasons from the 1st of October through the 1st of January.
01:29Bear and elk can be pursued by hunters who are fortunate enough to be granted a tag through a draw system. Many species of fish are also readily available. Other animals that many people are passionate about trying to bag are ducks and geese.
01:44Michigan is typically one of the national leaders for number of Canada geese taken each year and also has several duck species available to its hunters as well. In the state's District 7,
02:05Conservation Officer Carter Woodwyke is checking on waterfowlers set up on state land.
02:26Morning.
02:27Morning, how are you?
02:28Good.
02:29First bird of the morning it looked like?
02:33Yeah.
02:35Nice.
02:36State Conservation Officer obviously.
02:38You guys had a pretty good mess of that flurry come in there.
02:41Eh, I don't know how we didn't kill these men.
02:43Yeah, we should have had a lot more.
02:45Been doing pretty good out here this year.
02:47Yeah, we got quite a few ducks this week.
02:49Did you?
02:50Mm-hmm.
02:51I got five last night.
02:52Nice. Very nice.
02:54You want to check my gun?
02:56Yeah, I'll check his license here first a second.
02:59You want to throw the dinner out of it?
03:01You can pull them out.
03:02There's some here.
03:03Did you forget to plug this one?
03:04No, it's plugged.
03:05It better be.
03:06It's just a plastic unscrew the cap once.
03:07Well, let me grab three.
03:08Oh, yeah, why?
03:09Because it's only about this big around.
03:10What is?
03:11Let me show you.
03:12Let's start with three of your shells at least.
03:13Hold on, I'll show you the plug.
03:14I thought it was going right around it.
03:15See right here?
03:16That's your plug.
03:17Oh, so my checker.
03:18Oh, I see what you're saying.
03:19The checker's just going right around it.
03:20That makes sense.
03:21I've never seen a plug like that before.
03:22Yeah, I see.
03:23Perfect.
03:24That works.
03:25Good.
03:26Good.
03:27I figured with you guys being out in your spread, I'd try and quick do a check.
03:28before more geese can move.
03:29I'm going to see what happens.
03:30I'm going to see what's going on here.
03:31I'm going to see what's going on here.
03:32I'm going to see what's going on here.
03:33I'm going to see what's going on here.
03:34You see right here?
03:35That's your plug.
03:36Oh, so my checker, oh, I see what you're saying.
03:37The checker's just going right around it.
03:38That makes sense.
03:39I've never seen a plug like that before.
03:41I see.
03:42Oh, perfect.
03:43That works.
03:44Good.
03:45Good.
03:46I figured with you guys being out in your spread, I'd try and quick do a check before more geese
03:57before more geese keep coming in i almost had one of those ducks it looked like yeah the ducks
04:02have been just playing they're not nice this year i'll trade you you ran her dry that time too
04:16get that back first use this morning awesome well congratulations
04:21miss his but those two we dumped i got my who knows how many of them
04:27kielb got his first out of that one so congratulations cool morning on the other
04:32side of southern michigan from where ceil woodwick is working in the state's district nine
04:40officer joe devin is also checking on hunters pursuing ducks and geese how'd you guys do out
04:45there you got any ducks no we got none not at all real quick uh just you got your id uh
04:54licenses on you i'll just check the firearms and you're all set all right
05:02put that one away perfect all right i'm gonna take a look at your bag real quick just look at your ammo
05:06you got a sandwich huh yeah you're not baiting are you no
05:32no life jackets what are you guys gonna do if you follow the boat
05:36i didn't realize he keeps it on the island here so
05:41you ever fall out of the water on waders what's that have you ever fallen out of a boat
05:44into the water wearing waders no it is it's not fun so i want to talk to you about the
05:49registration numbers and then the lack of life jackets all right unless they're somewhere hidden
05:54that i can't find them there's the ducks right there all right do you have any life jackets for
05:59the boat or no there's life jackets in there okay now hiding in the bag all right yeah yeah
06:05it wasn't sure it's the first time you're looking in here
06:09there's one and then there should be four in there there's another one two there okay
06:14favorite want them all out nope thanks to those two you're good to go you put on your hull id
06:18don't you don't need to put all that um so when you get home just scratch those off put those
06:23new numbers on there and you'll be all set okay i was like that's way too many numbers but
06:26it's not too big of a deal all right thank you sir yep no problem although ceo deppen is primarily
06:31keeping an eye on waterfowl hunters on this day the day before which was the first saturday of
06:36the state's firearm deer season he was checking on people chasing deer later in his shift after the
06:42sun had set officer deppen encounters a man who tells him that he shot a deer and is about to go
06:47recover it but hasn't tagged it yet since it's it's untagged at this point you've already gutted
06:51it and everything i'm gonna go back there with you just take a look at it there's a little bit
06:55of concern why the deer's not tagged yet after it's really gutted i had it with me and i said oh
07:02i'm walking up here to get this and i'll take it as soon as i go back okay is the firearm back
07:06there with your wife there's a firearm here they're both there okay you can just that's right just you
07:14hand me the whole side i'm gonna go back there with you just take a look at the deer if you don't
07:16mind michigan conservation officer carter woodwick is working on the last saturday of november and
07:23closely monitoring waterfowl hunters he started his morning by checking on hunters on public land
07:28and continues to do so state conservation officer i'm just going to check licenses and firearms here a
07:34minute you need the pad farm there yeah if you got the permit right there cool looks good i appreciate it
07:46it take care guys good luck thank you yep
08:16that's good
08:28nice let's see more many people out here with a 10 gauge you don't
08:33not anymore no not anymore nope it's all 12 gauge let you load up and we'll get out of your hair
08:40not a problem take care good luck thank you you too always have a good day out here some days just better
08:45than others
08:56within the elegant state game area which encompasses over 50 000 acres is the fenville farm unit a 4 100
09:05acre area that's managed specifically for waterfowl there are seven managed waterfowl hunt areas located in
09:11southern michigan another managed waterfowl area is the neaquin point state wildlife area
09:18to bring attention to what's available and welcome hunters back prior to the season the dnr
09:23holds open houses at some of its sites including neaquin point neaquin point state wildlife area is a special place in my heart i grew up in the area not too far from here and had many opportunities to recreate throughout my teenage years and i knew that i always wanted to be a part of this game area i just didn't know what part i wanted to play so i went to college went to michigan tech i came back to the area and started out as a state worker four and then progressed into a seasonal wildlife
09:27assistant position and then became the technician and then became the technician and i've been the technician for about 15 years andothen and i was a veteran and then became the technician for about 15 years and what's happening to the state as well as a state worker four scene and then
09:41I just didn't know what part I wanted to play so I went to college went to Michigan Tech
09:46I came back to the area and started out as a state worker for and then progressed into a seasonal
09:52wildlife assistant position and then became the technician and I've been the technician for about
09:5715 years now we are situated on the western shore of Saginaw Bay in Bay County nice let's
10:11many public areas that DNR works closely with other agencies to improve the area including
10:17volunteer groups we have work days here where their staff are unable to do it so we take it over
10:25and we'll get a crew of 15 people and we'll work all day on something there's different projects
10:32where we put up snow fencing we put up coyote decoy silhouettes and we move them around we do other
10:40projects or maintenance wise doing some stuff to the fields and the other areas our main focus is
10:46waterfall and waterfall hunting but we also have spring migration for waterfowl so our area is open
10:52to bird watching bird watching is probably the second largest activity at Neonquin Point we have
10:57the largest population of yellow-headed blackbirds which people come from all over the world to see
11:02these birds they're they're just spread throughout the area they've also migrated into some of our
11:07agricultural crops so it makes it really easy for people to access those areas to see them we
11:12provide other recreational opportunities in the way of hunting deer hunting we also allow trapping
11:18they're great for duck hunting waterfowling and they have draw systems a lottery type system where you
11:29come in to hunt so that you're limited on the amount of hunters and they're real quality areas to hunt
11:35where you can really have a really good hunt and have a substantial number of birds that you can
11:42harvest the staff at areas like Neonquin Point works hard to make the area appealing to the game that
11:48hunters would like to pursue there we do intensive farming on some of our units and that is for to
11:55provide a high energy food source for migrating waterfalls so we put in all of our own agricultural
12:00crops we do a mixture of corn buckwheat millet and then the corn serves also a secondary purpose to
12:06conceal hunters for hunting in the fall so after all of that work it's done in the summer then we use
12:13on large volume pumps to flood the area so that they have flooded corn to hunt out of these areas here
12:19are really unique especially Nioquan it offers a very easy physical hunt you don't need a lot of
12:28equipment you can walk into a lot of areas with just a tub a dozen decoys and your gun so the access
12:36is real real easy compared to some areas and a lot of older sportsmen water followers like to hunt this
12:46because it's a lot easier this is a great gem it's a rural community but I think you know coming off
12:53the beaten path you know from your town or your school or your little subdivision in pinconning which
13:00is not very big but when they come out here they feel like they're secluded they feel like this is like
13:05wilderness and I think a lot of people don't really know that it's here and I feel like that's one of the
13:12things we want to focus on just letting people know that there's more to this area than just
13:17waterfowl hunting Michigan conservation officer Carter Woodwike is checking on waterfowl hunters
13:24on the last Saturday of November he's been steadily busy throughout the morning as he goes from one
13:30hunting party to another to ensure that they have the proper licenses and federal waterfowl stamp as well
13:36as making sure that their firearms can hold no more than three shells and that their shells do not
13:40contain lead hello state conservation officer good how are you having any luck over here
13:49shot at some high birds but no I haven't anything yep we're just going to check licenses and firearms here
13:56a couple hundred birds just piled up behind us right out the refuge out there yeah I see that I'll give you your firearm back there
14:10I'll give you that I'll give you that and then do you have any other shots by you in a bag or in your pockets or something we have chosen our pockets pockets and double checked the couples same ones awesome same ones all the same stuff yep looks good very good that works I'll leave you guys to it then maybe a couple of these will
14:40venture on over but hopefully we'll see good luck later in his shift after checking waterfowl hunters
14:46throughout the day officer Woodwike shifts his focus to monitoring deer hunters he's aware of some hunters
14:53who utilize boats to head to some public hunting land so he waits at the spot where he sees the boat trailers
14:58parked to await their return how real good
15:03got a little buck
15:06nice
15:09state conservation officer you guys able to make it quite a ways up
15:15we made it down
15:16down okay start it up and work your way down
15:20nice very nice
15:23very good
15:25firearms are all cased up
15:28wonderful
15:29I'll start I guess with hunting licenses
15:32start from right and go left

15:38whose boat is this

18:24yeah
18:24so why'd you put his tag on it
18:26it's mine sitting on my table
18:27okay
18:29I know why
18:30do you have your driver's license with you
18:32so I can see if you actually have licenses
18:34in this case
18:35I did issue a citation
18:36for using the kill tag of another
18:37it's the Allegan District Court
18:39it's their address and their phone number
18:40you got three to ten business days
18:41to get that taken care of
18:42no problem
18:42whether it's pleading guilty
18:43not guilty
18:44setting up a court date
18:45whatever the case is
18:46not a problem
18:46this woman took her citation
18:48to a bench trial
18:49and the judge utilized his discretion
18:51to dismiss the charges
18:52based on her testimony
18:53under oath
18:54that she was lying
18:55to Officer Woodwyke
18:57in the field
18:57when he asked her
18:58who shot the deer
18:59she told the judge
19:01that her dad
19:02did actually shoot the deer
19:03and she simply had it
19:05in the back of her truck
19:06all right
19:06take care
19:07be safe
19:08Michigan Conservation Officer
19:10Joe Deppin
19:11is also working
19:12during the month of November
19:13but he's in the state's District 9
19:15he's located a man
19:20who shot a deer
19:20and didn't tag it immediately
19:22he was also hunting over bait
19:24that's the one you shot a deer with?
19:25it's a 450
19:26all right
19:27it's on safety
19:28all right
19:31I can do that one
19:32all right
19:34all right so
19:36man this is yours?
19:38that's right
19:39okay
19:39so when hunting hours
19:41are finished up
19:42you gotta unload
19:42I'll be throwing them
19:44in the sled here
19:45all right
19:49we can pull back around
19:50the blind here
19:51and we'll talk about
19:51what's going on
19:52we've got a couple
19:53things going on here
19:54so
19:54initially
19:56you're out there
19:57you took the deer
19:58we didn't initially tag it
19:59number two
20:00taking the deer
20:01over a bait pile
20:02you know the bait is prohibited
20:03yes
20:05yeah
20:06bait is prohibited
20:06okay
20:06the fact that you're honest with me
20:09I do appreciate that
20:10I'm not gonna dig into any further
20:13as far as if the deer your wife shot
20:16was over bait or not
20:17but as far as this one
20:19this one's gotta come with me
20:20okay
20:20he was shot
20:22well
20:23you can be waiting for him
20:25but
20:26he's gotta be taken legally
20:27yep
20:28and so
20:31like I said
20:31I gotta seize the deer
20:33I gotta write a report
20:34and
20:37essentially
20:38you're shooting over bait
20:38it's in legal deer
20:40it's done by legal methods
20:41so
20:41I'm gonna take the 12 gauge
20:43I'm gonna document it
20:45as part of it
20:45that's gonna be up to the court
20:48I've just gotta document it
20:49as the weapon
20:49that shot the animal
20:50I'll give your wife a warning
20:51on the loaded after hours
20:52I can understand
20:54that can be an easy mistake
20:55you know
20:56people get excited
20:57but
20:57as far as
20:58the deer
20:59and the tagging
20:59and the bait is concerned
21:00I'm gonna deal with that
21:01directly with you
21:01okay
21:02in this case
21:03for illegally taking a deer
21:05since he shot it over bait
21:06in an area that's closed to baiting
21:08this man paid a court ordered fine
21:10of $2,000
21:11which was restitution
21:12to the state of Michigan
21:13for the buck
21:14you can continue to hunt
21:15as long as all that is cleaned up
21:17well I was gonna ask you that
21:18if I get all that bait out
21:19if I run this out tomorrow
21:20clean up all the bait
21:22as long as all the bait is gone
21:24from all parts of the property
21:26no
21:26nothing
21:27left in this oil
21:28nothing dug in the mud
21:29then you can continue to hunt
21:30most Michigan conservation officers
21:33usually start out
21:34with a plan for what they want to do
21:35each day
21:36both to follow up on information
21:38they already have
21:39as well as to gather new information
21:41however
21:42they are also all too aware
21:43that their priorities
21:44can shift quickly
21:45and they need to focus
21:46on something else
21:47this holds true
21:49even during the last 16 days
21:50of November
21:51when the state's firearm deer season
21:53is underway
21:53and when there are typically
21:55more hunters in the woods
21:56than any other time of the year
21:58in the state's district 1
22:00officer Alex Van Wagner
22:04is checking deer hunters
22:05on the firearm deer opener
22:07it's the opening day
22:08of firearm deer season
22:09in the UP here
22:10it's probably the biggest day
22:11of the year up here
22:11we're in Iron County
22:13in the UP of Michigan
22:15we're at the Crystal Falls
22:17field office right now
22:18and we've got a couple
22:20things lined up
22:20and we're just gonna
22:21check what's out there
22:22and see what we can find
22:23there is a guy
22:27in this vehicle here
22:28so I'm gonna go up
22:29and contact him
22:31morning sir
22:35conservation officer
22:36how are you doing

25:58since the first
26:00Michigan conservation
26:01officer went on
26:02the job
26:03in 1887
26:0316 officers
26:05have lost their
26:06lives in the
26:06line of duty
26:07the state of
26:08Michigan has a
26:09memorial to these
26:10fallen officers
26:10at the Ralph A.
26:11McMullen Center
26:12in the northern
26:13lower peninsula
26:14where all present-day
26:15COs regularly
26:16attend training
26:17exercises
26:18two of these
26:1916 fallen officers
26:21died during the
26:22same incident
26:22almost 100 years
26:24ago in Marquette
26:25County
26:25when Michigan's
26:27DNR held a
26:28grand opening
26:29for the first
26:29shooting range
26:30in the upper
26:31peninsula
26:31it was the
26:34initial opportunity
26:35for the public
26:36to see the range
26:37that was named
26:38in honor of
26:39two officers
26:39that were killed
26:40approximately
26:41three miles
26:42from the site
26:42of the range
26:43Michigan conservation
26:44officers
26:45Arvid Erickson
26:46and Emile
26:47Skogland
26:47were working
26:48together on
26:49September 29
26:501926
26:51when they
26:52encountered an
26:52unlicensed hunter
26:53identified as
26:54Roy Nunn
26:55during the course
26:56of the arrest
26:57Nunn pulled a
26:58hidden revolver
26:59and killed
26:59Officer Erickson
27:00with two shots
27:01in the back
27:02of the head
27:02Officer Skogland
27:04raced to the scene
27:05to assist
27:05and was killed
27:06with two shots
27:07to the face
27:08the evidence
27:09eventually led
27:10to Nunn
27:10who confessed
27:11to the crime
27:12the officers
27:13bodies were
27:14recovered
27:14having been
27:15weighed down
27:15with bricks
27:16and dumped
27:17into Lake Superior
27:18from a pier
27:19in the city
27:19of Marquette
27:20Nunn was convicted
27:21of first degree
27:22murder
27:23and sentenced
27:23to life in prison
27:25never knew
27:25my grandfather
27:26I knew a lot
27:27about him
27:28but not all
27:29the details
27:30I saw
27:31Roy Nunn
27:32the guy
27:34that shot
27:34Arvin
27:36and Emile
27:36in prison
27:38he used to play
27:39a lot of hockey
27:40and softball
27:40out there
27:41and one of the
27:42guards pointed
27:42him out
27:43he was a
27:45small
27:46small guy
27:47but
27:48never
27:49I saw him
27:50or had a chance
27:51to talk to him
27:51you've heard
27:52the saying
27:52that freedom
27:53isn't free
27:54well
27:55conservation
27:56isn't either
27:57conservation
27:58does mean
27:59the wise
28:00use of a
28:00natural resource
28:01but it's
28:01the term
28:02wise
28:02that
28:04recognized
28:05years and
28:06years ago
28:06that there
28:07had to be
28:07regulations
28:08there had
28:08to be
28:09controls
28:09to sustain
28:10our natural
28:11resources
28:11and these
28:13officers
28:13were pioneers
28:14back in the
28:15day
28:15fighting the
28:17same fight
28:17that our
28:18men and women
28:18do today
28:19big deal
28:20for DNR
28:21it's a huge
28:21part of our
28:22mission here
28:23part of the
28:23mission of course
28:24is having folks
28:25be able to use
28:26firearms safely
28:27and places like
28:28this allow that
28:29to happen
28:30and also
28:31a lot of these
28:32places house
28:33our hunter safety
28:34classes throughout
28:36the state
28:36and I'm sure
28:37that this one
28:38probably will too
28:38on the field days
28:39that we offer
28:40for hunter safety
28:41there are so many
28:42reasons that shooting
28:43ranges are important
28:44to the public
28:45to law enforcement
28:46community
28:46to our
28:47groups that
28:48need to have
28:50the ranges
28:50to come and
28:51shoot
28:51so for us
28:52shooting ranges
28:53is an opportunity
28:54to give back
28:54to the community
28:55of archers
28:57firearms purchasers
28:59folks that go out
28:59and purchase
29:00ammunition
29:00give back
29:02to that
29:02community
29:03and give them
29:04a place to come
29:05and recreate
29:05and enjoy
29:07a safe spot
29:08to target shoot
29:08relatives of the
29:09fallen officers
29:10were the first ones
29:11to utilize the
29:12pistol and rifle
29:14ranges at the
29:15new facility
29:15I think it's
29:17beautiful range
29:18it'll be used
29:20for many years
29:21many generations
29:22and a great way
29:24to honor these
29:24two great men
29:25I was born and
29:26raised in Marquette
29:27so I always knew
29:27this was a place
29:28where people came
29:28to shoot
29:29not legally
29:30so it's
29:32the amount of
29:33garbage out here
29:33that you could find
29:34was more than
29:35you could ever
29:36imagine
29:36so then being able
29:37to team up
29:38with local
29:39organizations
29:39to get it cleaned
29:40up and get it
29:40a safe place
29:41for people to shoot
29:42speaking with DNR
29:43representatives
29:44it's taken over
29:4410 years
29:45to finally get this
29:46to come to terms
29:48so it's really
29:49cool to see
29:50this project
29:51completed
29:52it's nice to see
29:53a facility like
29:54this and a
29:54turnout like this
29:55something Marquette
29:57County has needed
29:58for a long time
30:00and I think
30:02they did an
30:02awesome job
30:03it's been quite
30:05cool to work
30:05in the same county
30:06that he did
30:06although I didn't
30:08know him
30:08it's played a
30:09large role
30:09in my career
30:10choice
30:10thank you to the
30:11DNR for getting
30:12this going
30:12I know it's been
30:13a long time
30:14coming
30:14so big shout
30:15out to you guys
30:16so I appreciate
30:16it thank you
30:17very much
30:17it's hard to
30:18explain what
30:19that means to
30:19us
30:19it's a very
30:21cool way of
30:21honoring the
30:22family
30:22tradition of
30:23law enforcement
30:23and honoring
30:24the fallen
30:25officers
30:26Michigan conservation
30:43officer Alex Van
30:45Wagner is working
30:46on the opening
30:47day of the
30:47state's firearm
30:48deer season
30:49I can slowly
30:52move up and
30:53see I know
30:54where Stan is
30:55so he obviously
30:57drove in here
30:57and made his
30:58own trail in
30:59here on the
31:00state land
31:00so we're just
31:01going to see
31:01what's up and
31:02see and maybe
31:03back out but
31:04wait for him
31:06but we'll see
31:07what we can
31:07find
31:07he's not
31:17sitting so I'm
31:19just going to
31:19back out
31:20he is hunting
31:21in there so
31:22we'll contact
31:23him when he
31:23comes out
31:24CO Van
31:26Wagner has
31:27located an
31:27off-road
31:28vehicle in
31:29an area where
31:29ORV use is
31:31prohibited
31:31he intends to
31:32catch up with
31:33this hunter
31:33later to
31:34address several
31:35potential
31:35violations
31:36while officer
31:38Van
31:38Wagner is
31:39waiting for
31:39this hunter
31:40to emerge
31:40from the woods
31:41he receives a
31:42call to respond
31:43to a more
31:43pressing issue
31:44so we got
31:45requested by
31:46the local
31:46dispatch
31:46there's a
31:47traffic crash
31:49on one of the
31:49county roads
31:50and all the
31:51other units are
31:52tied up in the
31:53county so
31:53myself and my
31:54partner in my
31:55county are
31:56heading to this
31:56traffic crash
31:57together
31:57they were coming
32:13this way
32:13yeah
32:14okay
32:14he was driving
32:16she's complaining
32:19of back pain
32:20there's an infant
32:21in the car as
32:22well
32:22they don't think
32:23the infant was
32:24hurt
32:24who's in the
32:25driver's seat
32:25oh

32:28who saw the
32:28accident
32:29or saw
32:30that you were

32:31so
32:32you need to
32:35go in
32:36darling you
32:38get car
32:38insurance
32:39that's what

33:13down there I
33:14didn't know if
33:15it was parked or
33:15coming towards

33:17trying to get
33:18back into my
33:18lane safely and
