00:56Republic, Prime Minister Keir Starmer of the United
01:00Kingdom of Britain and Northern Ireland,
01:05Chancellor Frederick Mertz, the Federal Republic of
01:09Germany, Secretary General Mark Rutte, the North
01:14Atlantic Treaty Organization NATO, President Ursula
01:20van der Leyen of the European Commission.
01:23And we spoke to all of those great leaders.
01:26They're all great leaders.
01:28And we had a great talk with them.
01:30After we were completed, we thought it was appropriate
01:33to speak with them.
01:35And our meeting was excellent.
01:37We covered, somebody would say, 95 percent.
01:40I don't know what percent.
01:41But we have made a lot of progress on ending that war,
01:45which is really the certainly the most deadly war
01:48since World War Two, probably the biggest war
01:51since World War Two.
01:53And I want to thank Steve Whitcoff, who's here.
01:56And I'd like to thank Jared, who's here someplace.

03:20First of all, I would like to thank President Trump
03:23for a great meeting at this amazing place
03:26in his home in Mar-a-Lago.
03:29And we had really great discussions on all the topics.
03:32And we appreciate the progress that was made by American and Ukrainian teams in these recent weeks.
03:39Special thanks to Steve Witkoff and Jared Kushner, and thank you for their engagement and full commitment.
03:48And also to our team, and first of all, to Rustem Omero and General Gnatov, and to all our teams.
03:55And we discussed all the aspects of the peace framework, which includes, and we have great achievements, 20-point peace plan, 90 percent agreed,
04:04and U.S.-Ukraine security guarantees, 100 percent agreed, U.S.-Europe, Ukraine security guarantees almost agreed,
04:11military dimension 100 percent agreed, prosperity plan being finalized, and we also discussed the sequencing of the following actions.
04:20And we agreed that security guarantees is a key milestone in achieving lasting peace, and our teams will continue working on all aspects.
04:31We also had a joint productive call with European leaders, like President Trump said already,
04:35and a lot of leaders, including NATO and EU.
04:39And we agreed that our teams will meet in the upcoming weeks to finalize all discussed matters.
04:46And we agreed with President Trump that he will host us, and maybe in Washington, European leaders, and Ukrainian delegation.
04:55Yes, in January, and Ukraine is ready for peace.
04:59And once again, we'd like to thank President Trump for a warm welcome and substantial discussion.

05:14The U.S.-Ukraine security guarantees, what number are we at right now?
05:19Well, I think we're — look, you know, you can say 95 percent.
05:23But I don't like to say percentages.
05:24I just think we're doing very well.
05:26We're very — we could be very close.
05:28There are one or two very thorny issues, very tough issues.
05:32But I think we're doing very well.
05:33We've made a lot of progress today, but really, we've made it over the last month.
05:36This is not a one-day process deal.
05:39This is very complicated stuff.
05:41But I think when the President says 95, I think,
05:44you know, it could be close to 95 percent.

05:49on the so-called free trade zone on Donbas,
05:53how to separate the sites, how to make the separation
05:58line, who will be responsible?
06:00The President- The word agreed is too strong.
06:01I would say not agreed, but we're getting closer
06:04to an agreement on that.
06:05And that's a big issue, certainly.
06:07That's one of the big issues.
06:08And I think we're closer than we're probably want.
06:13It's unresolved, but it's getting a lot closer.
06:16That's a very tough issue, but one that I think
06:20will get resolved.

06:22The Presser- Mr. President, we are receiving
06:23some mixed signals coming from Moscow, even after
06:25you spoke with President Putin.
06:27Can you assure us that you have received written or
06:29any formal response from them?
06:31The President- Well, what was the issue?
06:32You have to tell me.
06:33What did they say?
06:34The Presser- They are telling that Ukraine has to
06:37give up Donbas, just a very recent statement coming out.
06:40The President- Well, that's what they've been asking
06:41for, and, you know, there's a dispute about that.
06:45So they're going to have to iron that out.
06:47That's an issue they have to iron out.
06:48The Presser- It's- But I think it's moving in the
06:52right direction.
06:53The Presser- Can you be careful to delay the
06:55solution or peace agreement that you try to achieve?

07:29and I'm happy that really our teams very close to
07:33results, and I agree with President Trump that they-
07:36our teams work not one day and not one- not one week,
07:40more than one month, beginning from Geneva, then
07:43two meetings in Miami, and we had Berlin, and now we
07:46have Mar-a-Lago.
07:48So this is a very difficult question.
07:50You know our position, so it's- I mean, this- we have
07:54to respect our law and our people.
07:55We respect the territory which we control.
07:58And of course, our attitude is very clear.
08:02That's why President Trump said this is a very tough
08:05question, and of course, we have with Russians
08:07different positions on it.
08:09The Presser- Have you discussed referendum about-
08:11No, when we speak about referendum, we spoke that it's
08:14one of the key.
08:14We can have referendum on- on any kind of points of this
08:19plan.
08:20I said that we can use referendum, like for the plan, or we
08:24cannot use referendum.
08:25It's one of the key.
08:26We can use- I mean, this possibility of parliament to
08:29vote according to the law or to have referendum.
08:31It doesn't matter.
08:32It's- I mean, this referendum, if the plan will be very
08:35difficult for our society, very difficult, of course, our
08:39society has to choose and has to vote, because it's their
08:43land, the land not of one person, it's the land of our
08:47nation for a lot of generous- generations.
08:50We'll probably have to get their plan approved by parliament
08:53or by referendum of the people.
08:56You would think that they want- I know they had a poll
08:58that it's 91 percent in favor of ending this war, so they
09:02want to end it, like everybody wants- Russia wants
09:04it ended, everybody wants it ended, so- and we want it
09:07ended.
09:08I want it ended because I don't want to see so many
09:09people dying.
09:10We're losing, you know, massive numbers of people.
09:13The biggest, by far, since World War II.
09:16So we want to see it ended, absolutely.
09:18Yes.
09:19President Trump, you said at the top that you were- you
09:21planned to speak again tomorrow.
09:22Is that correct?
09:25I might.
09:27I mean, it depends on what happens tomorrow.
09:28If there's an additional something to add, otherwise
09:30there's no reason to.
09:31We're in the process.
09:32Jared and Steve are working very hard to get something
09:36done, and if there's something that comes up, I'd speak,
09:39but otherwise, I don't think there's any reason to.

09:42In your mind, sir, what are the thorniest issues still
09:44unresolved after that?
09:45Well, I think the land you're talking about, some of that
09:49land has been taken, some of that land is maybe up for
09:54grabs, but it may be taken over the next period of a
09:57number of months.
09:59And you're better off making a deal now.
10:01Look, let me tell you, they have been very brave.
10:03They fought very hard and continue to fight very hard
10:07and do tremendous damage.
10:10But Russia would like to see it end, and Ukraine would
10:14like to see it, and I think it's time to end.
10:16And a lot of very brave people, a lot of people
10:19that are dead right now, unfortunately, because I've
10:22said, and nobody's disputed it, that if the election
10:25weren't rigged and stolen, 2020, you wouldn't have had
10:29this war.
10:29It would have never happened.
10:30And it didn't happen for four years.
10:31Never was even thought to happen.
10:36And I spoke with President Putin.
10:37I got along with him very well, despite the Russia,
10:39Russia, Russia hoax, which was a total hoax.
10:42He used to say, what is going on over there?
10:44But it was a total hoax, as he knew and as I knew.
10:48But I spoke to him and would talk about Ukraine.
10:51I've said it before.
10:53It was the apple of his eye.
10:54But he wasn't going to do anything about it.
10:55He didn't do anything about it until I was gone.
10:58And then a lot of really bad statements were made by
11:02people, by a lot of people, I guess, but by a certain
11:06president that we had who was a disaster.

11:10Do you anticipate going to Ukraine if you can get
11:14to an agreement?
11:15And I know you said earlier.
11:17I have no problem with doing it.
11:18You know, I have no problem with doing it.
11:19We don't anticipate it.
11:22Would like to get the deal done and not necessarily
11:25have to go.
11:26I've offered to go and speak to their parliament.
11:29And, you know, if that would help.
11:31I don't know if that would help.
11:32I think it would probably help.
11:33But I don't even know if that's.

12:00The Parisian nuclear plant.
12:01Yeah, we discussed that at length today.
12:04As you know, it's in pretty good shape.
12:06It can start up immediately, almost immediately.
12:08And it's one of the things I discussed with President Putin.
12:17And they were talking about the nuclear plant.
12:19That's probably the biggest in the world.
12:22Just about the biggest anywhere in the world.
12:24Can you believe that?
12:26And President Putin is actually working with Ukraine
12:29on getting it open.
12:31He's been very good in that sense.
12:32He wants to see that open.
12:36And he hasn't hit it with missiles.
12:38He doesn't hit it with anything.
12:39It's a big danger to do that for everybody.
12:42But they're working together to try and get it.
12:44It can open very quickly.
12:46It's in pretty good shape.
12:48And the people there have been there for years.
12:50The people there running it.
12:51You know, they have 5,000 people in that plant.
12:53Can you believe it?
12:54I learned that today.
12:555,000 people.
12:56It's the biggest plant of its kind in the world.
12:59And they're working together to get it opened.
13:01They could maybe get it opened quickly.
13:05That's a big step when he's not bombing that plant.

13:10In the readout from Moscow, they talked about the
13:13creation of some working groups that would be set.
13:16Can you tell us about what those working groups would entail?
13:19And also, if you wouldn't mind, what is the message that
13:23you will give to Putin when you speak to him after your meeting?
13:26So the working group is going to be composed of Steve, Steve
13:30Woodcoff, Jared Kushner, General Raisin Cain, Marco Rubio, and a few
13:38other people that we're going to be putting on to it.
13:41I think Pete Hegseth should be in that working group.
13:44He knows the territory very well.
13:46He's been fantastic at what he's doing.
13:48And they may add one or two people.
13:50And likewise, Ukraine is going to have some very good people
13:53that were at lunch today that enjoyed the lunch today a lot,
13:56more than they thought, right?
13:58But do you want to say who may be on your working group?
14:01Yeah, we are now, as I said, that we work with Steve and Jared.
14:07We worked and worked our Ruslan Omerov and also Deputy Minister
14:14Gislitsa and also General Gnatov.
14:16And they will continue work in this group.
14:20And of course, if we will go further, and I hope that really
14:24we will have decisions in January, as I said, about all these
14:27documents, six documents.
14:28And of course, we will continue to work on this
14:32so they know what to do.

14:35And that working group, by the way, importantly,
14:37will also then be working with Russia, OK?
14:41Because to work with ourselves doesn't really solve much of a problem.
14:45So they'll be working with Russia.

14:48President, you said this morning you weren't a deadline guy.
14:50How long do you think it'll take to get this last little bit,
14:52as you say, finished?
14:53What are we talking about?
14:54So if it went really well, you know, maybe a few weeks.
14:57And if it went poorly longer, and if it went really poorly,
15:01it's not going to happen.
15:02That would be a shame.
15:04There's that chance also.
15:05You know, it's possible it doesn't happen.
15:07But, you know, in a few weeks, we will know one way or the other,
15:12I think.
15:12But if it went really well, but it could also go poorly.
15:18I mean, you know, we could have something where one item
15:21that you're not thinking about is a big item, breaks it up.
15:24Look, it's been a very difficult negotiation, very detailed.
15:28It's funny, I settled eight wars.
15:30Some were going on for 35 years.
15:33And we got them settled in a couple of days.

15:37One was going on for 37 years.
15:39I settled in one day.
15:41But this is a very complex one.
15:43Do you want to put odds on it, what the battle is?
15:46Well, I think we'll get it done.

15:50Mr. President, you in the past have suggested a trilateral
15:53meeting between both President Putin and Zelensky.

16:10He told me very strongly.

16:27But we weren't able to trade very much or any of that,
16:31which was a shame because, you know, a lot of success
16:34could have been had by trading with Russia.
16:36They have great land, great minerals and other things.
16:40And we have things that they want very badly.
16:42But the Russia, Russia, Russia hoax, which was a terrible,
16:46made-up fictional thing by Crooked Hillary and by Adam
16:50Shifty Schiff and bad people, sick people.
16:53They made it up.
16:54It was all a made-up hoax.
16:56But it kept us really from dealing with Russia, kept
16:59Russia dealing, you know, from dealing with us.
17:02So, but despite that, we got along.
17:07And I don't know, I think we're going to get there.

17:16Yeah, we're discussing a lot of things.
17:18You know, we — look, I was on the phone with them
17:19for almost, I guess, two and a half hours.

17:25We didn't talk about the weather.
17:27We weren't talking about how — what a beautiful day
17:29it is in Palm Beach, Florida.

17:32President Zelensky mentioned maybe a meeting with
17:34European leaders back in Washington.
17:35Would that be in the next few weeks?
17:37Well, in Washington or someplace, yeah.
17:39These leaders that I just read, these are great people.
17:42You know, they've spent a lot of money on helping Ukraine.
17:47Look, they're doing it for themselves also, meaning
17:49their country, because Ukraine's a very important
17:51country for them in particular.
17:55For us, it's very important.
17:57To me, it's the lives.
17:59You know, we're thousands and thousands of miles.
18:01We're protected by a thing called the Atlantic Ocean
18:05in lots of other places, to be honest.
18:07And they're not.
18:08You know, they're right there.
18:10But we're working together with them, as we should be.
18:12But I'm doing it to save lives.
18:14You know, we're not spending any money.
18:16Biden gave $350 billion away.
18:19And the president was nice enough to give us a contract
18:21to take out rare earth and things.
18:23So we'll see how that all works out.
18:25We have a contract, but we appreciated that.
18:29It was very good.
18:31But we'll see how that works out.
18:33But if you think about it, we're going to have —
18:37I really believe we're probably, Mr. President,
18:39closer than — by far, closer than ever before,
18:42with both parties.
18:44We had some times when he was close
18:45and President Putin wasn't.
18:47Then we'd have President Putin was close and he wasn't.
18:50You saw that in the White House, Mark.
18:53But I think they both want to see it happen.
18:57The Press Press, you're saying that you've said multiple times
19:02that you want to stop the killing.
19:03And nearly a hundred American citizens died in Ukraine
19:07on the battlefield.
19:08What's her message to their families,
19:10whose loved ones died fighting for them?

20:24and other things at very low prices.
20:27So a lot of good things came out of that call today.
20:29But they were in the works for two weeks with Steve
20:32and with Jared and Marco and everybody.

20:35Did Russia agree or did Putin agree to a ceasefire
20:39to allow a referendum to take —
20:41The President not a ceasefire.
20:43And that's one of the points that we're working on right now.
20:45No, not a ceasefire.
20:47He feels that, look, you know, they're fighting to stop.
20:50And then to — if they have to start again,
20:51which is a possibility.
20:53He doesn't want to be in that position.
20:54I understand that position.
20:57The President feels strongly about that or something.
21:01But I think we're finding ways that we can get around that.
21:04But I understand President Putin from that standpoint.
21:07You know, you have to understand the other side.
21:10And, you know, I'm on the side of peace.
21:13I'm on the side of stopping the war.
21:15So — but I think that's a problem that's going to get solved.

21:25the war be allowed to participate in the referendum?

21:41Referendum in the same of elections in the same way how people come and vote. They have rights for this and of course they have to come.
21:49That's why if we will come to referendum. Yes. If we will come to such decision people need infrastructure for this and it's not simple.
21:58And that's why we spoke about it. It can't be in one day very quickly. It's difficult because we need infrastructure when you have millions of people you have to build it in Europe.
22:07But mostly in Europe for today. President Trump I know you've sound an optimistic note here but what happens in a few weeks if things sputter what are you prepared to do.
22:18They keep fighting and they keep dying. No good. But if things don't happen they keep fighting and they keep dying. And we don't want that to happen. He doesn't want it to happen.
