00:00A Merry Christmas and laid-back Thursday evening to all yours truly.
00:08Patrick DeSus here still soaking in the Yuletide spirit here and pleased to bring you PTV News Now.

00:18Despite nasty weather over the last four months, stubborn inflation and the biggest corruption scandal in government
00:25that has consumed the nation, most Filipinos see this year's Christmas celebration through a lens of joy and mirth.
00:32Results of a major pollster survey held from November 24 to November 30 show nearly 7 of 10 Filipinos or 68 percent
00:41had huge or moderate expectations of a happy or joyful Christmas celebration this year
00:47while a misly 7 percent of those poll believed otherwise.
00:51And a quarter or 25 percent said neither nor.
00:56The 68 percent mark for the positive-minded or optimist is 3 percentage points higher than last year's score.
01:03Surprisingly enough, the deep in this year's mark for the gloomsters or cynics of 7 percent
01:09is 3 percentage points less than last year's score of 10 percent.
01:15In addition, the record low for high hopes and happiness for Christmas celebrations was in 2020.
01:20When the COVID-19 was on a tear across the country and entire planet.
01:26Conversely, the all-time high for sad and solemn Christmas celebration was also in 2020
01:31during the country's first Christmas in the pandemic period.
01:36We live in a thirsty world where individuals and industries compete for a much supply they can get for their needs.
01:46And in the major rivers all over the planet, this fierce competition is made even more combative
01:51with the ravages of climate change.
01:54Our BOA Logan feature dwells on river water managers using computer simulation to help them make critical decisions.
02:01A series of dams, reservoirs, and legal agreements has turned the Colorado River into a highly complex water system
02:11supporting over 40 million people in the American Southwest.
02:15Seven U.S. states, two Mexican states, and 30 tribal nations all have rights to the river's waters.
02:22The system depends on precisely timed releases from the two largest reservoirs in the United States,
02:28Lake Mead and Lake Powell.
02:31Now the extremes of climate change are making river management even more challenging.
02:36Edith Zagona leads the University of Colorado team that developed RiverWare,
02:41a program that models how the river will function under different scenarios.
02:45We've zoomed in and we can see the very important Lake Powell and it contains the physical processes
02:55and then also all of the data associated with Lake Powell.
03:00Climate predictions, evaporation rates, power generation, and all the other factors that impact the river on its journey
03:07are included in the model.
03:08The federal agency managing the river uses RiverWare to run scenarios,
03:13such as how the river will perform in a bad drought year.
03:17What is the reliability of Lake Powell being able to release its water
03:21to those very needy water users downstream?
03:27Getting all the water users to agree on how to share can be difficult.
03:31Most stakeholders now use RiverWare, and the Common Platform has helped ease some negotiations.
03:37If we can at least agree to the facts, and that's what happened when we started working with Mexico.
03:42They had their system, we had ours.
03:44We started getting together, putting models together.
03:47It's important.
03:48The software is also helping decision makers on other rivers,
03:52from the Columbia to the Nile.
