A major, multi-year report into the Northern Territory's alcohol policy has recommended further tightening restrictions on bottle shops, reintroducing a floor price on alcohol and altering the Banned Drinker Register. The partnership between government, researchers and the Aboriginal community-controlled health sector examined how health and justice outcomes changed in the Territory between two pivotal moments in alcohol policy.

00:00It's been eight years since the former Labor government introduced the banned drinker register and alcohol floor price and police checks at bottle shops to reduce the territory's extreme rates of alcohol harm.
00:13We saw substantial reductions between early 2018 and mid-2019. It was a really clear downward trend for most statistics.
00:23The figures worsened during the pandemic, but between 2015 and 2022, alcohol-related deaths more than halved.
00:31Cask wine sales also halved following the introduction of a minimum price.
00:36But there were problems reported in interactions with police auxiliary officers.
00:41I've seen them accuse a bloke of being intoxicated and he's bloody standing up there straight sober just because they didn't like his skin colour or didn't like his appearance.
00:49Since the study period, a lapse of federal restrictions and apparent subsequent spike in alcohol-fuelled crime triggered a fresh alcohol crackdown in remote communities and at bottle shops in Alice Springs.
01:03Then the country Liberal Party scrapped the alcohol floor price against expert advice.
01:09You see these measures flip-flop and it harms the whole community and our leaders need to lead.
01:17Some say little has changed.
01:19People aren't seeing any change in behaviours in all aspects of alcohol consumption.
01:29The report recommends tightening trading hours, improving supports for those on the banned drinker register and reviewing the role of police auxiliaries, including whether they should be able to carry weapons.
01:41The government is touting its own unreleased report, having already expanded the number of days police can place people on the banned drinker's register.
01:49The government is all in the banal drinker's register.
01:52The government is too much for the people to carry weapons while they're all talking about the people who are not using their own heart.
01:57The government is too much for the people to carry weapons.
