00:35Gentlemen, thank you for joining us on this episode of Eurasia Talks.
00:39I wanted to begin by asking you, how did your first contacts happen
00:44and what made it possible to unblock the standoff that we've been seeing?
00:49Hikmet.
00:50Thank you, Jane, for the opportunity to talk.
00:53And I remember our first good days when we come together
00:56and discussing our agenda of the peace.
00:58It was right after the 2020 military engagement.
01:01We in Brussels had a good chance to meet
01:03and with the support and facilitation of our EU friends.
01:07But since that time, upon the instruction of our leaders,
01:10we had one concrete agenda, how we can advance the peace
01:13and also how we can put aside the disagreements that we had together.
01:17And Azerbaijan at that time,
01:19we over again demonstrated our good willingness
01:22and also initiative about the peace agenda.
01:25And with our Mayamanian colleagues, also through other channels as well,
01:29we were discussing advancement of the peace agenda together.
01:32Armen, obviously with those discussions,
01:35you know, what was it that your leadership and yourselves,
01:39you know, how did you come to the conclusion that peace was possible?
01:43I'm both in Yerevan and in Baku.
01:46I'm sure the leadership have been thinking
01:48how to bring peace and stability to the region.
01:52My prime minister have been publicly,
01:55very intensively talking how much our society needs peace.
02:00And we have been seeing that there is the same will in Baku.
02:06And we have been intensively working to that direction.
02:09And here, I think the first meeting was 21-22 between me and TICMEC.
02:17And now we are sitting here and discussing how to institutionalize the peace,
02:22how to move forward in that context.
02:24So the success is great.
02:27And we are also celebrating that.
02:29We're here at the Doha Forum.
02:31And obviously, I heard you talking earlier.
02:33And I think, Hikmet, you referred to each other as colleagues.
02:36That's a bold step forward and a real positive thing
02:38to use that terminology with each other in this journey together.
02:42Yeah, really, indeed.
02:44With an Armenian side and an Azerbaijan system of Washington,
02:48we are working on the concrete elements of the peace agenda
02:51that we have agreed in Washington.
02:53And Azerbaijan demonstrates a full commitment to the agenda that we have agreed.
02:57One of the important topics on our agenda is about a corridor.
03:01And again, we do hope that within a corridor from Azerbaijan side
03:05is considered in a Zenggazur corridor and also in a Trump corridor
03:08where we are working together for its implementation.
03:11We think that it will change completely the transport map of the Eurasian continent.
03:17And also in Armenia, Azerbaijan bring us together and working together
03:20and will also contribute to building a mutual economic dependence.
03:24And in a broader sense, it will also create the economic benefits of the peace agenda
03:30for both of our countries, for our broader region.
03:33But we also, what we understood, that peace is like a strategic commodity
03:37that we are delivering to the international community.
03:39But in the meantime, we cannot render ourselves to the comfort zone.
03:43And we know where to institutionalise and solidify the peace on the ground
03:47and to maintain it and also to bring it to the future generations.
03:51It requires a lot of hard work from both countries and also both societies.
03:56But in the meantime, what we see, we have a full commitment from our countries
03:59to work on that dimension.
04:01What is the realistic timeline for finalising this peace deal?
04:04There's a peace deal in Abu Dhabi discussions this year in Samma.
04:08We had an open and broad discussion with the Armenian side,
04:12my president and Armenian prime minister, and also delegations that we are attending.
04:17We discussed an important competence, including the elements
04:21that are still on our agenda, outstanding issues.
04:24I think that we are on the right track towards a complete signing of the peace agreement.
04:30But more than that, what I would like to highlight,
04:33that we have a real peace on the ground.
04:35What is an experience of international community shows that
04:37on many post-conflict situations and conflict situations,
04:40there are agreements and arrangements on the paper,
04:42but there is no real peace on the ground.
04:44But we have a real peace on the ground, de facto peace on the ground.
04:47We should solidify it and we should strengthen it
04:49and also bring it to the future generations.
04:51Armin, how would you describe the political relationship
04:54and atmosphere between the two countries?
04:57All the agreements that we had anywhere, all of them are in public.
05:02And the peace process that have been in a process for a long time,
05:11I mean, bilaterally, we have been working towards the peace.
05:14And actually, we will continue working on that direction with Azerbaijan.
05:19First of all, to sign the peace agreement and ratify it.
05:24At the same time, we consider unblocking very much important.
05:28The big, beautiful deal that we reached in Washington
05:33and now we are trying to implement is very much important.
05:37And part of that deal is Trump's route for international peace and prosperity,
05:43the connectivity project that will bring economic benefit to the region.
05:49We are working on that direction.
05:50I hope we are now intensively discussing with Americans
05:54the project implementation of the trip.
05:59As soon as we finalize, we will start implementation project.
06:04I hope it will be very soon.
06:07And after that, the whole technical process will start.
06:13And we will work on that direction to unblock the region to open the trip,
06:18which is a very huge and very important historical project in our region.
06:23So we continue to work on that direction.
06:25In the Armenian-Azerbaijan peace agenda, we are also not acting in a diplomatic limbo.
06:30We are also looking at the international experience and international precedent
06:33and Good Friday Agreement between the 1998 United Kingdom and Republic of Ireland.
06:39It also paved the way with the current status of the good relations between the two countries.
06:44We are also making certain precedent from that arrangements as well
06:48and looking forward for the resolution of one outstanding issue
06:51that's still a matter of the concern of Azerbaijan's side.
06:54I think that once it's resolved, we will not have any longer any stumbling block on our agenda of the peace.
07:00But nevertheless, let me repeat it over the game that we have a real peace on the ground
07:04and currently working through the parameters of the strengthening of the peace.
07:08With world powers competing for massive regional economic opportunities,
07:15what are your strategies for each of your countries, Hikmet?
07:18Really, our strategy is not to make the region of the South Caucasus
07:21as an arena of the competition or the confrontation.
07:24Our agenda is to make the region of the South Caucasus as an arena of the cooperation,
07:28an engagement and a partnership.
07:29Think about Armenia-Azerbaijan peace agenda in the global context of the conflicts and wars,
07:35at least one success story.
07:36One chapter of the conflict is closed.
07:38There is a real peace on the ground.
07:40And we are also inviting all our international partners, including the global powers,
07:44to support our peace agenda on the ground,
07:47whether it's in a connectivity project, whether it's in a normalization between the two countries,
07:51and also new economic partnerships.
07:54And as Armenia and Azerbaijan,
07:59I think that our international partners can also contribute to that.
08:03Look, it's very much important that the peace project is an inclusive process.
08:10We don't try to exclude anyone in order to let them to fight it.
08:15So this is a very inclusive process.
08:18In the context of the peace, we have suggested the peace crossroad project,
08:22which is about connectivity in the region.
08:26And within that context, by the way, TRIP is part for that project.
08:31And in that context, we are working to implement the project
08:35and see the regional partners engaging in that
08:40and seeing the unblocking of the region as an inclusive process.
08:45That's very much important.
08:46And I'm sure that will bring more stability in the region.
08:51And we don't see our region as a competing place,
08:57because competition, in a good sense of that,
09:00from economic perspective, it's good.
09:03But from other perspectives,
09:06sometimes it can very firstly damage to the countries that are living in the region.
09:10So, a little bit historically speaking, the region of the South Caucasus,
09:14historically and unfortunately,
09:16it was in a battle space of the big empires and big powers.
09:19Now, it's not related to the current state of the region,
09:22but now Azerbaijan is from its side.
09:25And I certainly see the same willingness from the Armenian side as well
09:28to transform the region and to make it marketplace,
09:31investment place for the cooperation of everybody.
09:33What guarantees can you give the people of your country
09:36that this peace is going to last and their safety?
09:39I think that our signature, it matters a lot.
09:44And it was in front of the international community in all of this,
09:47my president, and he declared Azerbaijan's,
09:49and over-declared,
09:50and Azerbaijan's full commitment to the peace agenda.
09:53For us, wars and a conflict is over.
09:55And sovereignty and territorial integrity was a must for Azerbaijan.
09:58It has been restored.
09:59And therefore, such a full commitment to the Washington agenda
10:04that we have agreed,
10:05it's a demonstration of our important political will.
10:08And it's also a message to our society.
10:10And also, we have received with Sene a message from our society as well.
10:15Right after the Washington,
10:16there was a huge jubilation,
10:17and also a positive reverberation in Azerbaijan's society
10:20about the peace.
10:22And people also supporting that.
10:23The political establishment boasts in Yerevan and Baku.
10:29They have strong will for the peace.
10:30That was demonstrated before Washington,
10:34but also reconfirming once more in Washington,
10:38showing that there is a political will.
10:40We also see, as my colleague Hikmet mentioned,
10:44both in the society in Armenia and in Azerbaijan,
10:48there is support to the peace.
10:50We are sure that implementation of the regional projects
10:54like TRIP and other ones
10:57will increase interdependency and strengthen the peace,
11:02and also economic benefits that both societies will have.
11:07It will have an input in the long run
11:10to sustain the peace and strengthen the peace.
11:13We are seeing that we are moving towards that direction.
11:17And the proof of that is also that me and Hikmet,
11:20in Doha Forum, also sitting in your...
11:25Studio.
11:26Yes, sitting in your studio,
11:28speaking about the economic benefits of the peace signals
11:34that we will have long-term needs.
11:37Well, you have both discussed the importance
11:40of that trip to Washington,
11:41and there's a very famous handshake
11:43in front of President Trump.
11:46What was the atmosphere like in that room?
11:48Could you have heard a pin drop?
11:50You know, what was the feeling?
11:52It was really, as far as I can remember,
11:54it was really a jubileous atmosphere.
11:55And for the last 30 years,
11:58both of our countries suffered from the conflict and the war,
12:01and our peoples also suffered.
12:03And finally, we put a final nail
12:05to the coffin of this conflict.
12:07It's now over.
12:09And it was also, once again,
12:10a demonstration of a stronger political will
12:12and firm will.
12:13And in this case,
12:14we also highly appreciate the role
12:16of President Trump and American administration.
12:18They also put a political weight
12:20of the American government on their peace agenda.
12:22In the same manner,
12:24it also had a huge reverberation
12:25and spirit of the Washington
12:27as a huge reverberation
12:28in Azerbaijan society.
12:30Nevertheless,
12:30there wasn't a time difference
12:32between the Baku and Washington.
12:34This is a time,
12:35but entire Azerbaijan society
12:37was waiting for that.
12:38And they were celebrating
12:39in the social media,
12:40in media in Azerbaijan.
12:41In a sense,
12:42it's coincided
12:43with a public jubilation
12:45and also official full commitment
12:48of the Azerbaijanic government
12:49to the peace agenda.
12:50I think that one chapter
12:52of the conflict
12:52on the international stage
12:53is over.
12:54Amen,
12:55was it the same for Armenia?
12:56It was a celebration day
12:58and, you know,
13:00it's a big,
13:01beautiful deal
13:02because everyone benefited
13:03from that.
13:04Armenia benefited,
13:05Azerbaijan benefited,
13:07United States benefited,
13:08and the international community,
13:09I'm sure,
13:10in the long run
13:11will benefit.
13:12That's why it's a deal
13:13because all sides benefited
13:15and it was a celebration.
13:17As Sigmund mentioned,
13:18the time difference
13:20between Yerevan and Washington
13:23is similar as in Baku.
13:26And people were staying late night
13:28in order to watch that.
13:29And I would be very frank,
13:31I have received so many messages
13:32in my WhatsApp
13:34and other application,
13:36people saying me thank you
13:38and celebrating that.
13:40It was very much obvious also
13:42in social media,
13:43as you can see,
13:44that people are celebrating.
13:46Yes, there are people
13:47who have been also skeptic,
13:49but the most important thing
13:51is that most of them,
13:55most of the public
13:56have been celebrating.
13:57And after that,
13:59we are seeing that
14:00the continuation
14:02of the dialogue,
14:03the continuation
14:04of the positive messages.
14:06For example,
14:07after the Washington meeting,
14:09both Vice Prime Minister
14:11of Armenia and Azerbaijan
14:12visited both Armenia
14:14to Azerbaijan.
14:16Lately,
14:16our Vice Prime Minister,
14:18Grigoyan,
14:19visited to Gabala region
14:21and had a meeting there.
14:23So all of these are signals
14:24and public are receiving it
14:27also positively
14:28and moving towards the peace.
14:30And I'm sure
14:31in the long run,
14:32people will also see
14:33the benefits of that,
14:34economic benefits
14:36of the peace.
14:37We're here,
14:37as we mentioned,
14:38in Doha
14:39and the Qatari governments
14:40have been very heavily involved
14:42in negotiations
14:43and mediations internationally.
14:46You know,
14:47how important
14:47and where do you see
14:48the future
14:49of that international involvement
14:52going in terms of,
14:54you know,
14:54the Qataris,
14:55the EU
14:56and the US?
14:58Well,
14:58we appreciate
14:59all international efforts
15:00that contributes
15:01to the peace agenda.
15:02But what was in the beauty
15:03of Armenia-Azerbaijan agenda
15:05is that it wasn't
15:06a bilateral process.
15:08There wasn't
15:08a complete belief
15:09in the two capitals
15:10that first,
15:11Baku and Yerevan,
15:12we need a peace.
15:13And we need a peace
15:14for our future generations,
15:16for our peoples.
15:17And we started
15:18our active bilateral
15:19diplomatic engagement.
15:21It also brought us
15:22to the Washington discussions
15:23and some other agendas
15:24that we have.
15:25Again,
15:26we highly appreciate
15:27the role of the
15:28international community
15:28and all of our partners.
15:30But Armenia-Azerbaijan,
15:31I'm sure that based
15:32on the confidence
15:33that we are trying to build
15:34and based on the mechanisms
15:35of the interaction
15:36we built,
15:37we'll continue to advance
15:38on our bilateral
15:39peace-building agenda.
15:40We very much appreciate
15:42international community support,
15:44but without that bilateral thing,
15:46that was very strong.
15:48And I'm sure that Abu Dhabi
15:51leaders' meeting paved way
15:54for the Washington meeting.
15:55And that was a very great success
15:58in that context.
15:59And we very much appreciate
16:00also international
16:01communities' engagement.
16:04We are here in Doha Forum
16:06meeting with,
16:07having panel,
16:08and also sitting down
16:10in this studio,
16:11speaking to the public
16:12and sending positive messages.
16:15And overall,
16:16that's also an effort
16:17coming from the Qataris.
16:19And they are very much helpful.
16:21And we very much,
16:22I'm sure I'm speaking
16:23on both of us
16:24that we very much appreciate
16:26that Qataris gave
16:28this platform to us
16:29to speak also publicly.
16:32And that's very much important.
16:33It's been a real symbolism of hope.
16:36What message do you think
16:37what you have achieved
16:38is giving to those
16:40around the world
16:40who are at war with each other?
16:45Well, it's always difficult
16:46to provide your own advice,
16:48but we can provide
16:49our own example.
16:52And here, I think that
16:53also in other countries,
16:54we demonstrated leading by example.
16:56And there was a really difficult
16:58and bloody war
16:58between the two countries.
17:00And last 30 years,
17:01two countries suffered
17:02from the deficit of the security
17:03and the deficit of the peace.
17:06But with a political will
17:08and demonstration
17:09of the firm
17:09and stronger political will,
17:11peace is achievable.
17:12And as a result of
17:13which just peace
17:14has been ensured
17:15between Armenia and Azerbaijan,
17:17now is the time
17:18and also work
17:19of the two governments
17:20and two peoples
17:21to make a long-lasting
17:22and irreversible peace
17:23on the agenda,
17:24on the global agenda
17:25and also regional agenda.
17:27Therefore, peace is doable,
17:28peace is achievable,
17:29and it also requires
17:30full commitment
17:31to the norms
17:32and principles
17:33of international law
17:33and providing legality
17:35and legitimacy
17:36between the countries.
17:38Yeah, it's very difficult
17:39to find two conflicts
17:40that are totally similar,
17:43but you can find
17:44always some similarities.
17:46And one of the important things
17:47was that strong will
17:49both in Yerevan and Baku
17:51was very much helpful
17:52in moving towards the peace.
17:55The leadership
17:55in both countries
17:57have been intensively working.
17:59even though a lot
18:00of difficulties,
18:01you can imagine.
18:02And in all conflicts,
18:03it's very difficult
18:04to move forward
18:04because of the problem
18:07also of trust.
18:09In all conflicts,
18:10sides don't trust each other.
18:12But we have been working
18:14towards this.
18:15As in famous music,
18:18it's said,
18:19another brick to the wall,
18:21in positive sense
18:23of that quote.
18:25We have been working
18:26towards that,
18:27trying to build
18:28that wall of trust,
18:30trying to move
18:31in that direction.
18:33It was very much helpful
18:34bilaterally creating
18:36that trust
18:37and then also
18:39international community support.
18:41If you could send
18:42one message
18:43to the people
18:44of your neighboring country,
18:46what would that be?
18:47To continue working
18:49on strengthening the peace
18:51between Armenia
18:53and Azerbaijan.
18:54Yes,
18:55we went through
18:56the conflict.
18:57We went through
18:59the pain,
19:00both of us.
19:02And we need
19:03to understand
19:04also that
19:05there is a chance
19:06of peace.
19:08We have
19:08both to work
19:10on this direction,
19:12institutionalize
19:13the peace
19:14and work
19:15on that direction
19:16and also
19:17see the benefits
19:20of the peace.
19:21Hikmet,
19:22what would you send
19:23as your message
19:23to your neighboring
19:24people in Armenia?
19:26For Azerbaijan,
19:28war and conflict
19:28is over.
19:29Currently,
19:30Azerbaijan works
19:31on the peace
19:31and we are
19:33sure and hopeful
19:35that there will be
19:36irreversible peace
19:37between the two countries
19:38and it will be eternal
19:39for the future generations
19:40of the both countries.
19:42And still,
19:42we have a certain balance.
19:44We understand that
19:45and we are at the
19:46end of the fact
19:46but we should look
19:47into the future.
