00:01Bureau of Internal Revenue Commissioner Charlito Mendoza says all letters of authority will now require his approval before they are issued.
00:09This as part of ongoing audit reforms to prevent its misuse.
00:13The BIR is under scrutiny following reports that LOAs were used to extort bribes from businessmen and other taxpayers.
00:21Senators JV Ejercito and Erwin Tulfo claim that BIR personnel kept as much as 70% from these collections.
00:28Before the announcement, LOAs, which signaled the start of a tax audit, were issued at the regional level.
00:34Right now, when it comes to the issuance of letters of authority by the regional directors,
00:40they have absolute authority to issue letters of authority.
00:44And it will not be taken to the commissioner for approval or prior clearance.
00:50Mendoza also says the BIR plans to limit the number of LOAs the taxpayers can receive to prevent its misuse.
00:57These improvements, many of which can be enabled with the help of an integrated digital system,
01:05will reinforce the checks and balances between enforcement and oversight.
