00:00armenia and azerbaijan surprised the world with a historic peace agreement after decades of tragic
00:08war but the secret ingredients to what was called an impossible peace have never been made public
00:14but now euronews has the opportunity to sit down with two of the key actors to discuss it further
00:20in this edition of eurasia talks we're joined by armen gregorian the secretary of the security
00:26council of armenia and hikmet hadjev the assistant to the president of azerbaijan
00:32gentlemen thank you for joining us on this episode of eurasia talks i wanted to begin by asking you
00:41how did your first contacts happen and what made it possible to unblock the standoff that we've been
00:48seeing hikmet thank you uh jane for the opportunity to talk and i remember our first good days when
00:55we come together and discussing our agenda of the peace it was right after the 2020 uh military
01:00engagement uh we in brussels had a good chance to meet and with the support and facilitation of our
01:06eu friends uh but since that time uh opens instruction of our leaders we had a one concrete agenda
01:11how we can advance the peace and also how we can put aside the disagreements that we had together
01:17and azerbaijan that time uh we over again demonstrated our good willingness and also uh initiative
01:23about on a peace agenda and with our mayamanian colleagues also through other channels as well
01:29we were discussing advancement of the peace agenda together armen obviously with those um discussions
01:35you know what was it that your leadership and yourselves you know how did you come to the
01:40conclusion that peace was possible both in year one in bako i'm sure the leadership have been
01:48thinking how to bring peace and stability to the region my prime minister have been publicly very
01:55intensively talking how how much our society needs peace and uh we have been seeing that there is the
02:03same will in bako and we have been intensively working to that direction and here uh i think the first
02:12meeting was 21 22 uh between me and hikmet and now we are sitting here and discussing how to
02:20institutionalize the peace how to move forward in that context so the the success is great and we are
02:27also celebrating that we're here at the doha forum and obviously i heard you talking earlier and i think
02:33hikmet you refer to each other as colleagues that's a bold step forward and a real positive thing to use
02:39that terminology with each other in this journey together yeah really indeed uh uh with an armenian
02:46uh side and azerbaijan system of washington we are working on the concrete uh elements of the peace
02:51agenda that we have agreed in washington and azerbaijan demonstrates in a full uh commitment that was
02:56an agenda that we have agreed one of the important topics on our agenda is about in a corridor and again
03:01we do hope that uh within a corridor from azerbaijan side is in a considered in a zengizur corridor
03:06and also not a trump corridor where we are working together for an implementation we think that it
03:11will change in a completely uh the uh transport uh map of the eurasian continent and also in armenia
03:18azerbaijan bring us together and working together and will also contribute to build a mutual uh economic
03:23dependence and in a broader sense it will also create uh the economic benefits of the peace agenda
03:30for uh both of our countries for our broader region but we also what we understood that and a peace
03:35is like a strategic commodity but we are delivering to the international community
03:39but in the meantime we cannot render ourselves as a comfort zone and we know where to uh institutionalize
03:45and solidify the peace on the ground and to maintain it and also uh to bring it to the future
03:51generations it requires a lot of hard work from both countries and also both societies but in the
03:56meantime what we see about a full uh commitment from our countries to work on that dimension what is
04:01the realistic timeline for finalizing this peace deal the peace deal uh in abu dhabi discussions uh
04:07this year in samma we had an open and broad discussion with an armenian side and my president
04:12and armenian prime minister and also uh delegations that we're attending uh we discussed an important
04:18competence including the uh elements uh that uh still on our agenda outstanding issues i think that
04:24we are on the right track towards in a complete uh you know signing of the uh peace agreement but
04:31more than that what i would like to highlight that we have a real peace on the ground what is an
04:35experience of international community shows that on many post-conflict situations and conflict
04:39situations there are agreements and arrangements on the paper but there is no real peace on the ground
04:44but we have a real peace on the ground de facto peace on the ground we should solidify it and we
04:49should strengthen it and also bring it to the future generations armen how would you describe the
04:53political relationship and atmosphere between the two countries all the agreements that we had
04:59anywhere all of them are in public and uh the peace process uh that uh have been in a process for a long
05:10time i mean bilater we have been working towards the peace and actually we will continue working on
05:17that direction uh with azerbaijan first of all to sign the peace agreement and ratify it uh at the same
05:25time we consider unblocking very much important the big beautiful deal that we reached reached in
05:32washington and now we are trying to implement is very much important and part of that deal is uh trump
05:40root for international peace and prosperity the connectivity project that will bring uh
05:46economic benefit to the region we are working on that direction i hope we are now intensively
05:52discussing with americans uh the project implementation of the trip uh as soon as we finalize we will start
06:02uh implementation project i hope it will be very soon uh and uh after that uh the whole technical
06:11process will start uh and we will work on that direction to unblock the region to open the trip
06:18which is a very huge and very important historical project in our region so we continue to work on that
06:25direction uh the armenia-azerbaijan peace agenda we are also not acting in a diplomatic limbo we are also
06:30uh looking at the international experience and international precedent and good friday agreement between the
06:36in 1998 united kingdom and republic of ireland it also paved the way uh with the current status of the
06:42good relations between the two countries we are also making certain precedent from that arrangements
06:47as well and looking forward for the resolution of one outstanding issue that's still matter of the
06:53concern of azerbaijan side i think that once it's resolved we will not have any longer any stumbling
06:58block on our agenda of the peace but nevertheless let me repeat it over the game that we have a real peace
07:03on the ground and currently working through the parameters of the strengthening of the peace
07:08with world powers competing for massive regional economic opportunities what are your strategies
07:16for each of your countries hikmet really our strategy is that not to make the region of the
07:21source caucuses as an arena of the competition or the confrontation our agenda is to make the region
07:25of the source caucuses as an arena of the cooperation and engagement and then a partnership
07:29think about armenia azerbaijan peace agenda in the global context of the conflicts and wars at least
07:35one success story one chapter of the conflict is closed there is a real peace on the ground and we
07:40are also inviting all our international partners including the global powers to support our peace agenda
07:46on the ground whether it's in a connectivity projects whether it's in a normalization
07:50between the two countries and also new economic partnerships and as armenia and azerbaijan
07:55we are working on the fundamental concept of the economic benefit of the peace i think with our
08:00international partners can also contribute to that look uh it's very much important that uh
08:06the the peace project is an inclusive process uh we don't try to exclude anyone in order to let them to
08:14fight it uh so this is very inclusive process uh in the context of the peace we have suggested the peace
08:21crossroad project which is about uh connectivity in the region and within that context by the way trip is
08:29part for for that project and uh in that context we are working to implement the project and see
08:36the regional uh partners engaging in that and seeing the unblocking of the region as an inclusive process
08:45that's that's very much important and uh i am sure that will bring more stability in the region and
08:52we don't see uh our region as a competing place because uh competition in a good sense of that economic
09:01from economic perspective it's good but from other perspectives sometimes it can very firstly damage to
09:08the countries that are living in the region so historically speaking the region of the sol's caucus is
09:14historically and unfortunately it was in a battle space of the big empires and big powers now uh
09:20it's not only related to the current state of the region but now azerbaijan at least from his side
09:25and i certainly see the same willingness from the armenian side as well to transform the region
09:29and to make it marketplace investment place for the cooperation of then everybody what guarantees can
09:34you give the people of your countries that this peace is going to last and their safety i think that
09:40uh our signature it matters a lot and it was in front of the international community in oval office
09:46my president and he declared azerbaijan's and over declared and azerbaijan's full commitment to the
09:52peace agenda for us wars and a conflict is over and sovereignty and territorial integrity was a must
09:57for azerbaijan it has been restored and therefore uh such a uh full commitment to the washington agenda
10:04uh that we have agreed as a demonstration of our important political will and it's also a message
10:09to our society and also uh we have received this in a message from our society as well right after
10:15zana washington's there was a huge jubilation jubilation and also a positive reverberation in
10:19azerbaijan society about zana peace and people also supporting that the political uh establishment
10:27both in yerevan in baku they have strong will for the peace uh that was demonstrated
10:33before washington but also uh reconfirming once more in washington showing that there is a political
10:39will uh we also see as my colleague hikmet mentioned uh both in the society in armenia
10:47and in azerbaijan there is uh support to the peace we are sure that implementation of the
10:53regional projects like uh trip and other ones will increase uh interdependency and strengthen the peace
11:01and also uh economic benefits that both societies will have uh it will have an input in the long run to
11:11sustain the peace and strengthen the peace we are seeing that we are moving towards that direction
11:17and the proof of that is also that me and hikmet in doha forum also sitting in in your uh studio yes
11:26sitting in your studio speaking about the uh economic benefits uh of the peace signals that uh we
11:35will have uh long term well you have both discussed the importance of that trip to washington and
11:42there's a very famous handshake in front of president trump what was the atmosphere like in that room
11:48could you have heard a pin drop you know what what was the feeling it was really i can as far as i can
11:54remember it was really jubilee's atmosphere yeah and for the uh you know last 30 years and both of our
11:59countries suffered from the conflict and the war and our peoples also now suffered and finally we put
12:04a final nail to the corner to the coffin of this conflict it's now over and it was also once again
12:10a demonstration of then a stronger political will and firm will and in this case we also highly
12:15appreciate the role of the president trump and american administration they also put in a political
12:20weight of the american government on their peace agenda in the same manner it also had a huge
12:25reverberation and spirit of the washington has a huge reverberation in azerbaijan society nevertheless
12:30there wasn't a time uh difference between the bakwa and washington this is that time but entire
12:35azerbaijan society uh was waiting for that and they were celebrating in a social media in media in
12:40azerbaijan in a sense it's coincided uh as in a public uh you know jubilation and also official uh full
12:47commitment of uh azerbaijan government it was on a peace agenda think about one chapter of the
12:52conflict on the international stage is over amen was it the same for armenia it was a celebration day
12:58and uh you know it's a big beautiful deal because everyone benefited from that armenia benefited azerbaijan
13:06benefited united states benefited and international community i'm sure in the long run will benefit
13:12that's why it's a deal because all sides benefited and it was a celebration as hikmet mentioned the time
13:20time difference between uh yerevan and washington is similar as in bako and people were staying late
13:27night in order to watch that and i would be very frank i have received so many messages uh in my whatsapp
13:34and other application people saying me thank you and celebrating that uh it was very much obvious also in
13:42social media as you can see that people are uh celebrating yes there are people who have been
13:47also skeptic yeah but the most important thing is that uh most of them most of the public have been
13:56celebrating and uh after that we are seeing that uh the continuation of the dialogue uh the continuation
14:04of the positive messages for example after the washington meeting both vice prime minister of armenia
14:12and azerbaijan visited both armenia to azerbaijan lately uh our vice prime minister gregorian visited
14:19to gabala region and had a meeting there so all of these are signals and public are are receiving it also
14:27positively and moving towards the peace and i'm sure in the long run people will also see the benefits of that
14:34economic benefits of the peace we're here as we mentioned in doha and the qatari governments have been very heavily
14:41involved in negotiations and mediations internationally you know how important and where do you see the
14:49future of that international involvement going in terms of you know the qataris the eu um and the us
14:58well we appreciate all international efforts that uh contributes to the peace agenda but what was in
15:03the beauty of armenia azerbaijan agenda is that it wasn't a bilateral process there wasn't a complete
15:09belief in the two capitals that first baku and yerevan we need a peace and we need a peace for
15:14our future generations for our peoples and we started our active bilateral diplomatic engagement
15:20it also brought us to the washington discussions and some other agendas that we have again we can
15:26highly appreciate the role of the international community all our partners but armenia azerbaijan i'm
15:31sure that based on the confidence that we are trying to build and based on the mechanisms of the
15:35interaction we will will continue advance on our bilateral peace building agenda we very much
15:41appreciate international community support but without that bilateral thing that was very strong
15:48and i'm sure that um abu dhabi leaders meeting paved way for the washington meeting and that was a
15:57very great success in that context and we very much appreciate also international communities
16:02uh engagement we are here in doha forum meeting with having panel and also sitting down in this studio
16:11speaking to the public and uh sending uh positive messages in overall uh that's also an effort coming
16:18from the qataris and they are very much helpful and we very much i'm sure i'm speaking on both of
16:24us that we very much appreciate that qataris gave this platform to us uh to speak also publicly and
16:32that's very much important it's been a real symbolism of hope what message do you think what you have
16:38achieved is giving to those around the world who are in war with at war with each other well it's always
16:45difficult to provide your own uh advice but we can provide our own uh example uh uh and here i think
16:53that both of the countries we demonstrated leading by example yeah and there wasn't a really difficult and
16:58blow the war between the two countries and last 30 years two countries suffered from the deficit of
17:03the security and the deficit of the peace but with a political uh will and demonstration of this firm
17:10and stronger political will peace is achievable and as a result of the just peace has been ensured
17:15between armenia and azerbaijan now is enough time and also work of the two governments and two two
17:20peoples to make an a long lasting and irreversible peace on the agenda on the global agenda and also
17:25regional agenda therefore peace is doable peace is achievable and it also requires uh full commitment
17:31to the norms and principles of international law and providing legality and legitimacy between the
17:36countries yeah it's very difficult to find two conflicts that are uh totally similar but you can
17:43find always some similarities and one of the important thing was that uh strong will both in yerevana in
17:50baku was very much helpful in moving towards the peace uh the leadership in both countries have been
17:57intensively working even though a lot of difficulties you can imagine and in all conflicts it's very
18:03difficult to move forward because uh of the problem also of trust in all conflicts sides don't trust each
18:11other uh but we have been working towards this uh as in uh famous music it said another brick to
18:20the wall uh in positive sense of that quote uh we have been working towards that trying to build that uh
18:28wall of trust uh trying to work to move in that direction that was very much helpful bilaterally
18:36creating that trust and then also international community support if you could send one message to
18:43the people of your neighboring country what would that be to continue working on strengthening the peace
18:52between uh armenia and azerbaijan yes we went through the conflict we went through the pain
19:00uh both of us and uh we need to understand also that there is a chance of peace we have uh both to work
19:10on this direction uh institutionalize the peace and work on that direction and also uh see the benefits
19:20of the peace pigment what would you send as your message to your neighboring people in armenia from
19:27afo azerbaijan war and conflict is over currently azerbaijan works on the peace and we are uh sure and
19:34hopeful that there will be irreversible peace between the two countries and it will be eternal
19:39for the future generations of the both countries and still we have a certain ones uh we understand
19:45that and we are adamant of the fact but we should look into the future hikman armen thank you so
