00:35At the threshold, I wish to re-emphasize the critical importance of the office of the Chairman Rajasabha

00:47which the Constituent Assembly had intended.

00:52Chairman Sir, on your rest, the heavy responsibility, smooth conduct of the proceedings of the August Council of States

01:04which goes a long way in maintaining the dignity and brutal relevance of the House.

01:14In this context, I consider it apt to quote the following says words of Dr. Sarwapalli Radhakrishnan

01:26which in a different way our Deputy Chairman has spoken

01:32but this is a relevant portion I am reading from Radhakrishnan's speech.

01:39So the first Vice President and Chairman of Rajasabha, during his acceptance speech

01:46on 16th May 1952, I belong to no party.

01:54Why I am saving, because many people claimed that you belong to their party.

02:01So, I belong to no party and that means I belong to every party in this House.

02:11It shall be my endeavour to uphold the traditions, the highest traditions of the parliamentary democracy

02:21and act towards every party with fairness and impartiality.

02:28With ill will to none and good will to all, a democracy is likely to degenerate into a tyranny

02:40if it does not allow the opposition groups to criticise fairly, freely and frankly the policies of the government.

02:52This is Sarwapalli Radhakrishnan's speech.

02:57So, I am quoting this and this is the occasion to remind all of us in these circumstances.

03:09Sir, the value observations made, the valuable observations were made by Dr. Sarwapalli Radhakrishnan

03:20way back in 1952 are still very relevant and pertinent.

03:28Sir, incidentally, you have not only assumed the same office of Dr. Radhakrishnan, but also

05:45as completely unexpected and sudden exit from the office of Chairman Rajasabha, which is unprecedented in the annals of parliamentary history.

05:58Chairman Rajasabha, being custodian of the entire House, belongs as much to the opposition as to the government.
