00:20House Committee on Appropriations Chair Mikaela Swan Singh strongly denied former ACOBICOL Partilist Representative Saldico's allegation that there are still supposed insertions in the 2026 budget proposal.
00:35According to Swan Singh, on the part of the lower house, the proposed budget went through deliberations and she can confidently say that no irregularities happened.
00:44She added that even the allocations for local flood control projects have already been removed.

01:08Last October, the House passed on third and final reading, the P6.793 trillion proposed national budget for 2026.
01:17In the coming days, the Senate is also expected to approve its version of the proposed budget.
01:22Swan Singh said they are already preparing for the Bicameral Confidence Committee or BICAM.
01:27Just as the House upheld transparency, the Appropriations Chair assured that they will also implement an open BICAM or the live-streaming of the entire process.
01:36From what was relayed to me by the Chair of the Senate Committee on Finance, they are targeting to finish the deliberations on second and third reading, I believe third reading by next week.
01:52So given that, we'll probably do the BICAM the week after that. So week of December 8th, yun ang target for the BICAM.
