01:44Other Ukrainian officials have strongly rejected the proposal, calling it a capitulation that would
01:53give in to Russia's demands. They also criticize the plan for being unrealistic and for creating
02:00confusion. The proposal was reportedly drafted without consulting Ukraine's government,
02:06and many European diplomats say they learned about it only when it was made public.
