A 28-point plan for peace in Ukraine that the US has drawn up apparently behind closed doors with Russia and without Ukraine would require Ukraine to cede territory and accept curbs on its military.

Search teams in Ternopil are still looking for missing people on Thursday, after the
00:04
town was struck by a Russian attack that killed at least 28 people.
00:11
Meanwhile in Kyiv, US Army Secretary Dan Driscoll meets with the Ukrainian president to brief
00:17
him about a 28-point peace plan that the United States and Russia have reportedly been negotiating
00:23
behind closed doors without Ukraine.
00:26
And Kyiv expects deeper talks about the plan in the coming days.
00:32
And we agreed that the teams will work on these proposals to ensure it's all genuine.
00:38
We will not make any sharp statements and are committed to clear and honest work.
00:43
Ukraine, the United States and our friends and partners in Europe and the world.
00:52
According to the news agency AFP, the proposed plan would include Ukraine giving up the Donetsk
00:58
and Luhansk region, which Russia largely controls already, Kyiv not being allowed to join NATO,
01:04
but NATO fighter jets being based in Poland to protect Ukraine.
01:09
And Ukraine's army being reduced by around a third to 600,000.
01:15
The White House didn't comment on details.
01:18
The president supports this plan.
01:19
It's a good plan for both Russia and Ukraine.
01:23
And we believe that it should be acceptable to both sides and we're working very hard to
01:26
get it done.
01:28
And the European Union has its doubts about the proposal, once more expressing distrust in
01:33
the Kremlin.
01:34
Russia has repeatedly paid lip service for peace talks.
01:38
And previous talks fell apart because Russia never made any real commitments.
01:44
The pressure must be on the aggressor, not on the victim.
01:49
Rewarding aggression will only invite more of it.
01:54
Once again, tough weeks lie ahead for Ukraine and President Zelensky, who's currently under
01:59
pressure at home over a major corruption scandal within his administration.
02:08
He has previously dismissed similar peace proposals and it seems that a deal between Russia and
02:13
Ukraine is still a long way off.
