A 28-point plan for peace in Ukraine that the US has drawn up apparently behind closed doors with Russia and without Ukraine would require Ukraine to cede territory and accept curbs on its military.

00:11Meanwhile in Kyiv, US Army Secretary Dan Driscoll meets with the Ukrainian president to brief
00:17him about a 28-point peace plan that the United States and Russia have reportedly been negotiating
00:23behind closed doors without Ukraine.
00:26And Kyiv expects deeper talks about the plan in the coming days.
00:32And we agreed that the teams will work on these proposals to ensure it's all genuine.
00:38We will not make any sharp statements and are committed to clear and honest work.
00:43Ukraine, the United States and our friends and partners in Europe and the world.
00:52According to the news agency AFP, the proposed plan would include Ukraine giving up the Donetsk
00:58and Luhansk region, which Russia largely controls already, Kyiv not being allowed to join NATO,
01:04but NATO fighter jets being based in Poland to protect Ukraine.
01:09And Ukraine's army being reduced by around a third to 600,000.
01:15The White House didn't comment on details.
01:18The president supports this plan.
01:19It's a good plan for both Russia and Ukraine.
01:23And we believe that it should be acceptable to both sides and we're working very hard to
01:26get it done.
01:28And the European Union has its doubts about the proposal, once more expressing distrust in
01:33the Kremlin.
01:34Russia has repeatedly paid lip service for peace talks.
01:38And previous talks fell apart because Russia never made any real commitments.
01:44The pressure must be on the aggressor, not on the victim.
01:49Rewarding aggression will only invite more of it.
01:54Once again, tough weeks lie ahead for Ukraine and President Zelensky, who's currently under
01:59pressure at home over a major corruption scandal within his administration.
02:08He has previously dismissed similar peace proposals and it seems that a deal between Russia and
02:13Ukraine is still a long way off.
