00:14Agriculture Secretary Brooke Rollins outlined the plan in an interview with
00:18Newsmax, describing it as an across-the-board eligibility review aimed
00:22at improving program integrity and addressing long-standing issues of
00:26fraud and outdated records. According to Rollins, the reapplication requirement
00:30is intended to verify that beneficiaries still qualify under federal guidelines,
00:35including residency, citizenship status, income eligibility, and continued need.
00:39She emphasized that the administration's goal is not to remove legitimate recipients
00:43from the program, but to ensure taxpayer-funded assistance reaches those who are actually
00:48eligible. Rollins said her team uncovered more than 186,000 deceased individuals who
00:55were allegedly still listed as SNAP beneficiaries, calling the figure evidence of systemic failures
01:01in federal and state oversight. She also stated that the Department of Agriculture had asked
01:06all 50 states to submit SNAP records, including Social Security numbers, to help identify potential
01:12cases of fraud, duplicate enrollment, or non-citizens receiving benefits improperly.
01:18The move has sparked criticism from Democratic lawmakers and some advocacy groups who argue that
01:24requiring all recipients to reapply could create administrative barriers for vulnerable families and could
01:30potentially delay access to food assistance. Critics also contend that the administration is
01:35overstating the extent of fraud within the program. Supporters of the overhaul, however, say the
01:41reapplication process is necessary to modernize SNAP and restore accountability. Several states,
01:47predominantly Republican-led according to Rollins, have already provided the requested data and
01:52signaled support for the effort. The SNAP review is part of the administration's broader push to
01:57tighten oversight of federal assistance programs. As Rollins described it, the goal is to ensure
02:03benefits are reserved for eligible Americans and to reduce waste within one of the country's largest
02:08social safety net programs.
