Denial of return by Israel to Palestinians in West Bank a war crime, HRW says
A new report by Human Rights Watch finds that Israel committed war crimes in its ground offensive in the West Bank earlier this year, after tens of thousands of displaced Palestinians were denied return after hostilities ended.

00:15In an interview with Euronews, the author of the report, Nadia Hardman, explains why.
00:20International law is very clear on this. People, once displaced, should be returned once hostilities in the area have ceased.
00:30Hostilities in the area have long ceased. There is no reason to continue blocking off these camps to the displaced population.
00:39Human Rights Watch also found that 850 buildings were destroyed across all three camps since military operations began in January, often without warning.
00:48This is the largest displacement in the West Bank since 1967.
00:55This is a case of mass and systematic displacement.
00:59The scope is just so huge.
01:01The way in which it was conducted, the violence of the forced expulsions and the widespread destruction that has now taken place,
01:09again, systematically within the camps, has led to this conclusion that many war crimes of forced displacement have been committed.
01:17It is underlined by state policy.
01:19The Israeli military justifies the displacement and destruction of homes as a necessity to root out terrorist activity.
01:26But Hardman says it is not sufficient under international law.
01:29The mere presence of fighters does not justify the displacement of 32,000 Palestinian refugees.
01:35And this is the this is what we have tried to engage the Israeli authorities on.
01:41We've asked questions, but the Israeli authorities have just repeated their justification being one of military necessity to reshape the camps because of their security needs.
01:52So they've not really engaged with the question of the right to return.
01:55The report calls on governments to put more pressure on Israel to end the forced displacement of Palestinian refugees.
02:02They want to go back to the lives that they were living before.
02:05And I think that that, you know, that desire to return cannot be extinguished.
