00:00The Philippine National Police deployed some 13,000 cops and officers of peace and order
00:05for the three-day rally for peace and transparency by the Iglesia Ni Cristo group that kicked off yesterday.
00:11A number just right and proportional to the half a million to 650,000 expected participants in Luneta and elsewhere.
00:19As Orion Lesigues reports.
00:23Not an overkill.
00:24This was clarified by the Philippine National Police or PNP after some questioned
00:29the strict security measures deployed by the PNP for the three-day protest action of the Iglesia Ni Cristo in Manila
00:35and the United People's Initiative at the People Power Monument.
00:39According to PNP spokesperson, Police Brigadier General Randolph Tuano,
00:43they deployed only over 13,000 police personnel to watch over those who would participate in the protest action.
01:09sa over-prepared tayo or over-preparations kaysa ma-under-prepared po tayo pagdating na kaguluhan.
01:14DILG Secretary Junvik Rimulya is also satisfied with a security arrangement yesterday.
01:20In fact, the first day of the protest action was reportedly generally peaceful.
01:25They said they applied the lessons learned from the chaos that occurred last September 21.
01:31The PNP will still implement maximum tolerance in case of any tension between the protesters and government forces,
01:38a situation the police are determined to avoid.
01:41The PNP will remain on alert especially since the protest action will continue until tomorrow.
01:45Napakagaling naman ang police natin kahapon. Excellent work.
01:49Nakita natin walang incidents, makayos ang traffic management, maka-peaceful ang kahit anong pinagsisigaw doon sa PPM,
01:57wala nagbe-react, makayos naman. Mindyola walang lumapit.
02:01As we were born, di pwede lumapit doon. So okay naman siya.
02:05In connection with this, the DILG will investigate some individuals
02:09who joined various protest actions calling for President Ferdinand Marcos Jr. to step down and for a military uprising.
02:17According to Rimulya, they may face charges of inciting to sedition.
02:21We will go for truth, accountability, and justice, and go through the due process kung sino man kailangan mahatulan dito.
02:26Rimulya explained that there is no place in civil society for such calls.
02:31With the freedom of expression comes a sense of responsibility.
02:33So calling an act of sedition is not furtailing, it's dangerous to the state.
02:39So yung mga ganyan, every citizen is accorded the right to free speech,
02:46but they must have the corresponding responsibility to behave in all civility.
02:51The DILG also issued a warning to groups planning to disrupt the peaceful protest action of the INC.
02:57In line with this, the PNP will also investigate fake news spread on social media such as old videos of alleged chaos in Mendiola.
03:06Acting PNP Chief Police Lt. Gen. Jose Melencio Narotates Jr. earlier ordered the anti-cybercrime group to intensify cyber patrolling.
03:15The PNP said it is not far-fetched that some content creators may use the three-day rally to post and spread fabricated information to provoke and incite the public to break the law.
03:27Narotates stressed that although the PNP respects the public freedom to express their grievances,
03:33this freedom has limitations especially when the intention is to deceive the public.
