00:40Many of you have already raised concerns about the deployment of the National Guard in U.S. cities,
00:47the militarization of law enforcement, the abuse of immigration crackdowns,
00:52and other serious setbacks in the protection of fundamental rights.
00:59And on behalf of the city of Chicago, I want to acknowledge your statements and expressions of concern.
01:05Your vigilance matters.
01:07Because it signals to our communities that the world is watching
01:11and that international standards of dignity and justice apply to all nations, including my own.
01:18We are here because the federal government under the Trump administration has failed to meet
01:23even the most basic expectations of transparency and accountability before this council.
01:29And by refusing to submit its universal periodic review report
01:34and declining to appear for its review,
01:37this administration seeks to evade scrutiny for its violations of human rights,
01:43just as it has sought to evade accountability for its actions in cities like mine.
01:49This refusal to engage in good faith with international mechanisms for accountability and oversight
01:55is a moral failure.
01:57In Chicago, we live with the consequences of that moral failure every day.
02:04Families torn apart by immigration raids, raids that have targeted daycare teachers,
02:10rideshare drivers, and restaurant cooks.
02:14Honest, hardworking, law-abiding people who contribute to the soul of Chicago,
02:20who literally make our city run.
02:22The federal government's immigration enforcement has been marked by violence
02:28and an assault on the dignity of all Chicagoans.
02:32Federal agents drag parents out of their vehicles in the pickup line for elementary schools.
02:39They throw neighbors supporting their neighbors to the ground and assault them.
02:44Right before Halloween, federal agents deploy tear gas on a children's neighborhood parade.
02:50This harm is not just concentrated on our immigrant communities, however.
02:57In Chicago's South Shore neighborhood, a proud, predominantly Black community,
03:03federal agents carried out what can only be described as a military-style raid
03:08designed for social media to be a spectacle for the world to witness.
03:15Helicopters circled overhead.
03:17Doors were kicked in.
03:18And homes were destroyed.
03:21Immigrant residents were detained in one van while Black families, including children,
03:26were held in another.
03:28On the West Side, federal agents placed a Black Chicagoan in a chokehold
03:32and forced him to the ground.
03:34Just steps from the doors of the West Side Center for Justice,
03:38a space meant to protect and uplift our people.
03:42Earlier this week, federal agents crashed into the vehicle of Diane Figueroa,
03:49a U.S. citizen who was on her way to get coffee before heading to work.
03:54The agents then took her into custody for no apparent reason.
03:58These are not isolated incidents.
04:01They are reminders that the fate of our communities, Black, Brown, immigrant, is bound together.
04:11An attack on one of us is an attack on all of us.
04:14And in Chicago, we stand united to defend our shared dignity, our safety, and our freedom.
04:22I call on this council to hold the federal government of the United States to the same standards of accountability
04:49you apply elsewhere in the world.
04:52No country should be above international law.
04:55Human rights are universal.
04:58Or they are meaningless.
05:01Chicago has long been a part of this struggle.
05:05From the 1950s, when the Civil Rights Congress brought the We Charge Genocide petition to this very body,
05:13to the young organizers who marched here decades later, demanding an end to police violence,
05:18to the courageous lawyers and survivors of the Chicago Police Department's torture scandal
05:25who compelled the U.N. Committee Against Torture to call for justice and reparations,
05:30our city's residents have long insisted that global human rights norms must be realized locally.
05:40We stand in that proud tradition today.
05:42And as I close, I invite the U.N.'s independent experts to visit Chicago to witness both our challenges
05:49and our progress firsthand.
05:52And I urge the Human Rights Council to consider additional measures of accountability,
05:56including a special session to examine the worsening human rights crisis in the United States.
06:04The people of Chicago and of this nation deserve a government that honors their dignity,
06:10not one that diminishes it.
06:13Thank you for your time, your attention, and your continued solidarity in the global fight for human rights.
