00:00:00these are the current services through whatsapp and this is a snapshot
00:00:10services start json 2.2 crore transaction technology wise now this
00:00:18has stabilized as you can see the the failed session is hardly 0.02%
00:00:25historically so it's a very stable platform but manum the inni effective
00:00:30wadkuwali more services definitely have to come

00:01:07Now, let's talk about this concept in this concept.
00:01:15How do you integrate yourself?
00:01:20If you want to explain yourself, then you will come for discussion.
00:01:35As I was saying,
00:02:04The platform is available. It's a robust platform.
00:02:08The people who are watching the WhatsApp YouTube channel,
00:02:12we also have a large proportion of population.
00:02:16Use this every day.
00:02:18There is no other platform.
00:02:20We have to request to all the secretaries to bring as many services.
00:02:26Otherwise, in fact, sir,
00:02:30we will try to find out what are the more possible services.
00:02:38We have collected for each department.
00:02:40And the numbers who are there, we have told the departments how many new services can be added.
00:02:48All the officers from RTGS will be coordinating with you.
00:02:52In the next 45 to 60 days,
00:02:54We are also discovering that there is a large number of certificates which are no longer relevant today.
00:03:08In the next 60 days, we should complete everything, nothing should remain offline.
00:03:26Paper-based transactions.
00:03:40If you feel that we should bring into WhatsApp which are not there,
00:03:48which may not be there manually also.
00:03:50Today, Leni service will be more than happy to do it.
00:03:54So, the resources are available.
00:03:56Request all the secretaries and HODs to ensure that it is done.
00:04:02Next, WhatsApp service, generally,
00:04:06citizen service, WhatsApp messaging,
00:04:10End of the service.
00:04:12We have been sharing this feedback with all of you.
00:04:22Of course, there has been a consistent improvement across all the departments,
00:04:26with a rare exception.
00:04:28So, if you continue to see,
00:04:30we have a rating on the 0-10 basis.
00:04:36So, we request that, you know,
00:04:38the feedback,
00:04:40when you find the feedback,
00:04:42when you find the feedback,
00:04:44when you find the feedback,
00:04:46when you find the specific feedback,
00:04:48when you find the problem,
00:04:50when you find the feedback.
00:04:52So, if you can work on that specifics,
00:04:54then I think,
00:04:56we can bring it to 10.
00:04:58So, this is the general department.
00:05:00So, this will continue to do.
00:05:02In fact, I will explain simply,
00:05:04complicated procedure,
00:05:06departmental workflow is a little complicated.
00:05:14It is going through too many steps.
00:05:16That is why.
00:05:18Service is not working.
00:05:20in the data system,
00:05:22electronic workflow,
00:05:24there is a problem.
00:05:26And there are some,
00:05:28where there is a departmental process.
00:05:30For example,
00:05:32they have to go and do a local inquiry.
00:05:34For example,
00:05:35they have to do some kind of a local inquiry.
00:05:40for example,
00:05:41they have to choose to make.
00:05:42That is a little bit of a delay.
00:05:44That is the feedback.
00:05:46There is a feedback.
00:05:48There is a feedback.
00:05:50There is a feedback.
00:05:52So, that is one feedback.
00:05:54Delay and message response is purely technical.
00:05:56That is a server bug problem.
00:06:00I am just trying to explain what these mean.
00:06:09So this we are being sending out every week to the departments.
00:06:15If you can spend a little time sitting with your IT team and as well as with your own
00:06:20non IT team also.
00:06:22Somebody who is good in your department who knows the workflow.
00:06:25I think definitely we can improve that.
00:06:28This is a significant improvement.
00:06:30I think the idea is that we should reach at least 9.5 if not 10 in this because this is
00:06:38all doable.
00:06:39This is all purely electronic process.
00:06:41We can definitely do it.
00:06:44Next expectations from the department we have collected we have the list of all the services
00:06:53which we need to add to this.
00:06:55If anything more is there please give it to us and then in the next 45-60 days nothing
00:07:01should remain physical or online.
00:07:05Sir all online services we have converted into whatsapp sir.
00:07:08But we think that there are still some physical services being given at some places and all.
00:07:15That definitely has to come into whatsapp.
00:07:17So that is a request to all the departments to ensure that.
00:07:21And service delivery also on time Tandaraga and then all departments request to attend during
00:07:29your administrative process please do not insist on a printed certificate or a printed pro forma.
00:07:37Because now as per law even an online downloaded certificate which they print on a white paper or if they otherwise also send
00:07:48it to you through an electronic means is legally valid.
00:07:52We should accept that and not make the citizens again go back and get a print out.
00:07:57In fact if you want to check the validity of certificate each certificate which is given through whatsapp is basically is having a proper qr code with the entire blockchain built in.
00:08:15The most secure way of checking the validity of certificate.
00:08:22Every certificate has blockchain.
00:08:23Every certificate has blockchain.
00:08:24Every certificate has blockchain.
00:08:25Every certificate has a process.
00:08:26The entire thing can be checked.
00:08:31So there cannot be better process than this.
00:08:33We would request not to ask them to bring a printed certificate.
00:08:39Because it actually defeats the purpose.
00:08:41whatsapp download jaskunman office kochi print this equivalent again we are making them go around one more loop which which may not be you know really ideal in this present day and time we request all of you to do that and awareness the the platform is there more awareness has to be there so that you know citizens can use the services request all the departments to this thing now with through swarnandra functionaries we are doing the campaigns every month
00:09:11we request all the collectors to review whether this campaign is going on whether it is effective whether everybody is participating and whether there is a change in the the particular area in terms of usage of whatsapp these are the tasks ahead as we have clearly pointed out physical touch point we have discussed data lake is where all the data sets of the government digital data and also GIS data
00:09:40of course it's a six peta dates data is available our data and for coda now on a different sources in chi after working with all the department for the last six months we were able to get the access to all the data sets now the data analytics will be built on that but we need not wait for the entire data lake to become structured data
00:10:10what it means to be what it means to be what it means to a department now is to be able to access your website and i am using your department data now since your data data shows up straight at all the data collection data
00:10:22If you want the best location for putting up a school or an Anganwadi, today you have
00:10:44the best location for a school based on the population, based on these parameters, we
00:11:01will be able to give you.
00:11:03So your decision making will become better beyond your departmental database.
00:11:08You will have access to all departmental databases which will help us in taking better decisions,
00:11:14which will help us in having a better planning, where the resources can be used effectively,
00:11:19the outcomes can be better.
00:11:20So there is absolutely sky is the limit for doing any kind of this thing, even today any
00:11:30application that you require because now we have access to all the data sets, and the department
00:11:35will thank to all of you, we have got access to all data sets today.
00:11:38If you ask us to develop an application, we will be happy to immediately do it for your
00:11:43decision making.
00:11:44In fact, the entire team is there.
00:11:48We will be happy to make that available for you.
00:11:49This is what I have done.
00:11:50These are the data sets that we would require.
00:11:53Of course, access . Now the next layer is . We are going to structure it and make layers
00:11:55of data.
00:11:56So that process is now going on.
00:11:57So that process is now going on.
00:11:58So, but we need not wait that process of making the unstructured or semi-structured data into
00:12:00a structured data.
00:12:01So all applications to build build the code.
00:12:02My name is all of you.
00:12:03My name is RRB and my name is RRB and my name is RRB and my name is RRB and My name is RRB.
00:12:04That is how we will be able to make it for us.
00:12:05We have been able to make it for us.
00:12:06So that process is now going on.
00:12:07So, but we need not wait that process of making the unstructured or semi-structured data into
00:12:08a structured data.
00:12:09So, I will try to get my applications to build the code of mobile bed coach.
00:12:10So, these are the one that actually will be available for you.
00:12:11This is what I have done.
00:12:12So, these are the other data sets that we would require.
00:12:13Of course, access . Now, the next layer is .
00:12:14make layers of data so that process is now going on so but we need not wait
00:12:20that process of making the unstructured or semi-structured data into a
00:12:24structured data so I'll open a lot of applications so one will just go to
00:12:29mother bed coach so there's a little bit I think I already got access to the
00:12:34health data which is in the rest of the data also your promise that in one or
00:12:38two days we will get sir at this week we'll close it next sir RTGS lens so
00:12:44RTGS lens is basically a real-time dashboard for decision making uses a
00:12:49natural language already almost 360 data flows watch me we can get in fact
00:12:55mana reviews key what key RTGS lens is a tool to review the departments to review
00:13:01your subordinate subordinate offices to look into what is happening in the
00:13:07departments across departments for example if me
00:13:11I want to see how many parts of this world are in this world and how many parts of this world are in this world
00:13:16I want to see if those workflows can be shared with us RTGS lens
00:13:23the beauty of RTGS lens is that I want to see in nature language
00:13:28so you have to do a table create so you have to create a table in the world
00:13:37gone are the days when when the data centers are not able to study the structure of the world
00:13:43that can be done now the additional thing that we have done is that we have to review in the RTGS lens
00:13:45additional thing that we have done is that, RTGS lens in the review, PPTL, PDF documents
00:13:52and Word documents, you can download directly, so that is also there, but the thing is that
00:13:58we feel that the number of processes, schemes in RTGS lens is very low, 360 is quite low,
00:14:06it should be many times that, of course, if 360 code department, but there is a requirement
00:14:15to do more, everything that you require for your review, or for analysing department work,
00:14:23the basic work is done, now it is only adding more, it is not very difficult to add more,
00:14:32360 are added, we can go up to couple of thousands also, we request the departments to use this,
00:14:40and then do that,
00:14:41this will be real time, at any point of time, when we are travelling, when we are going from
00:14:52one place to other place, just want to have a snapshot of what is happening in the department,
00:14:56so that will be done only if all the processes and all the schemes that of the department come
00:15:07into the RTGS lens, so this is what RTGS lens, in fact, the usage also current is very low,
00:15:15low, because, you know,
00:15:16it is on a very low level, we would request all the departments to use it, if we stop asking
00:15:29our people to prepare a physical PPT, and ensure that whatever we are reviewing is part of the
00:15:37RTGS lens, I think that would be the trick by which everything would be online, which would
00:15:42help everybody, and if you have data flows, you will have any other department's data flows,
00:15:49it will give a very good analysis of what is happening, so our request is that, as far as
00:15:55possible, all your workflows, data flows, it will help everybody, this is what we are requesting,
00:16:07all, already government in chief memo issue, that facility is available, of course, when
00:16:20you start doing it, you will find that there are certain areas, RTGS lens, which if you can
00:16:27bring to our notice, we will immediately add it, so that is how it is, because we don't
00:16:31know the entire universe, so the universe can be extended by, you know, all of you as letting
00:16:37us know, what is required, we will be happy to do it, and it doesn't take a lot of time
00:16:42for us also to do it, it's now, because we have done 316, it's a very straight forward process,
00:16:46we can do it.
00:16:48KPI dashboard, basically, when, every section, Winks, Districts, Mandals, even Inka down below,
00:17:01to understand, what kind of work they are doing, judging them, rating them, this is what KPIs
00:17:09would help, key performance indicators.
00:17:11Today, there are 958 key performance indicators in department, which are available on a real-time
00:17:23basis.
00:17:2427 are, on which we take the feedback from public, almost every month, we have feedback
00:17:31to 20 KPIs, so 27 are available on a real-time basis.
00:17:36264, we have RTGS lens, they are very good enough to treat as KPIs.
00:17:42Collectors conference, we have to choose extractors, and prepare KPIs.
00:17:49264, we have 634, we have 634.
00:17:54These 634 are used by the planning department to understand the Swarna Andhra achievements,
00:18:02as well as the GSDP growth and contributions.
00:18:06So, we still feel that there could be a large number of more KPIs.
00:18:13So, Ikada Koda, like RTGS lens, whatever you require to do your review, understand your
00:18:20departments up to the field level, you can do that.
00:18:24In fact, RTGS lens and KPI, these are all arranged state level, district level, Mandal
00:18:29level, and to the secondary level, as long as the data is available at that level.
00:18:35Constituency is also there.
00:18:36I am sorry.
00:18:37Constituency is Koda is there.
00:18:39You can do Constituency wise also.
00:18:42We would request that more KPIs can be defined.
00:18:46It is up to us to define what is a KPI.
00:18:48If you can define it, we can add it, and then it would become more robust.
00:18:52This is what we are requesting the support from the departments in integration.
00:18:57And review your own KPIs.
00:18:59If you want to change it, we will be happy to change it.
00:19:02If you want to add it, we will add it.
00:19:04Targets and all, we can, you know, ensure that they are there.
00:19:08This is what we are requesting.
00:19:10And aware.
00:19:11We come to aware.
00:19:12Aware is one platform which is designed for three things.
00:19:16One, save the lives of people, and save the property of people.
00:19:21And third agenda of the aware.
00:19:24It is an automated platform which is built basically to start with, we have built it for weather related activities.
00:19:33But it is now expanded to include economic development activities like, you know, agriculture, fisheries and other sectors.
00:19:43There are 42 parameters which we are currently aware.
00:19:50But, now the platform is fully done.
00:19:53So, if 42, we will be able to do this.
00:19:57We will be able to do this.
00:19:58These are the three things which I have said.
00:20:02Save lives.
00:20:03For example, lightning strike.
00:20:04We are able to send the message.
00:20:05Ping point three.
00:20:06Where is lightning strike?
00:20:07Where is lightning strike?
00:20:08Where is the nearest cell phone tower?
00:20:09Location.
00:20:10There is a second one.
00:20:11We have to send messages.
00:20:12Till recently, we were sending SMS messages.
00:20:13Now from the last 10 days, the system has improved.
00:20:21Where a message is.
00:20:35system has improved where there is a message from the phone to vibrate a screen from red
00:20:41color to 20 a little bit advanced version has also now is available and then the response
00:20:48is cyclone or high winds or rough seas or anything like that economic losses and advisories
00:20:55if there is going to be a moisture stress if there is going to be moisture stress rainfall
00:21:00prediction low on the reservoir low water low on the ground water sensor dhwara water
00:21:07low on the so we collect data from all these sources and now our algorithm will tell that
00:21:13in this particular village, if there is no ground water, if there is no moisture stress
00:21:20in the next few days, there will be moisture stress in the next few days, so we will make
00:21:24supplementary effect on the 25 advisory we are able to you know we will be able to give
00:21:30you through the the aware platform this basically helps them you know to to have a better control
00:21:36over the this thing and it economic productivity increase of productivity
00:21:40we will be able to give advisories to the marketing and other departments to ensure that you know
00:21:52they they take care of the procurement and also the management of the procurement and then actionable
00:21:58alerts to government official which we already have started from some time back field functionaries
00:22:04we have the phone numbers of all the government functionaries, we have the phone numbers of all the citizens
00:22:11so we are able to send whatsapp messages and already collectors also you know that you have all been trained during the cyclone
00:22:16the access what you can do you can use that to send these kind of messages to the targeted people so that you can save lives and increase the productivity so these are the few of the things that we can do I would request particular
00:22:23the field people collectors collectors to use this to use this aware it's an open platform there are no passwords and usernames and usernames and usernames and usernames and usernames
00:22:30please use it and they are very detailed in fact you can go up to a
00:22:58a MI tank basin also in terms of MI tank basin low
00:23:03water and the ground water and the what is the likelihood of that MI tank you know actually breaching or you know how much water would be there in that MI tank also can be you know is possible and it's done on a real time basis in data we are getting through sensors and satellite data
00:23:21the regular we find the usage to be on a little lower side please use this to plan
00:23:28in fact the predictions that we have seen the compared to any other you know system that we have the prediction is reasonably well in fact we are also showing on the website
00:23:40what is the deviation that also we are showing it on the website so that citizens can also get comfortable with the predictions and all so these are the different types of
00:23:52these things 28 are already done another 13 to 14 we want to complete this 13 14 particularly belong to agriculture department
00:24:02fisheries department to a small extent to a small extent of municipal and panchait raj regarding the drinking water quality
00:24:09so we are working with the departments and we hope that you know and city water clogging
00:24:14currently DEM modeling is available for 3 ULBs starting the POC on these 3
00:24:20once it is successful our model we will try to extend it to the all the urban local bodies depending on the DEM modeling available
00:24:27this is our support required from this thing
00:24:31AW stations who and groundwater sensors who repairs who of course tender is done
00:24:39and we request that can be expedited in the next 3 to 4 weeks if that work is completed
00:24:46the report that we are giving the would be more better
00:24:50we could give the predictions if those 40 percent sensors are also available this would become better
00:25:00we are also taking data from all the neighboring states like Telangana, Karnataka and other neighboring states
00:25:07and doing our modeling regarding the rainfall and other predictions
00:25:11once we have all our sensors in place it would become more better
00:25:15more better
00:25:16so we request you know departments to cooperate with us
00:25:20Alert Broadcast System 181 and first time cyclone law we have implemented
00:25:24so this is a system through which from RTGS headquarters
00:25:29we are in a position to send very specific messages
00:25:34there would be pre-recorded messages in the system
00:25:37and even in the worst cases when the cell phone signal is out
00:25:43we should be able to send a signal using the ISRO system
00:25:48a short burst of message goes and activates the voice
00:25:52the message pre-recorded message
00:25:54we record some 30-40 messages
00:25:57this small message goes and hits the machine
00:26:00say 21 message and 21 message could be that
00:26:03there is going to be a lightning strike please take care
00:26:06at all these all pre-recorded we can make
00:26:09and we have put a solar base to it
00:26:12so that current like when I say
00:26:13two and a half
00:26:15uses very less battery
00:26:19use a very good message
00:26:20so I request collectors particularly to just understand how it is working
00:26:27and you can also use it to broadcast local messages
00:26:31you can also keep on using the messages
00:26:37we are asking this for two things to validate this thing
00:26:40second
00:26:41so that we will also use two messages to carry the battery
00:26:44to the battery
00:26:48to the battery
00:26:49the emergencies come only once in a while
00:26:51cyclone does not come every day
00:26:53and then it should work every day
00:26:55so that on the cyclone day also it is working
00:26:57request all the collectors to keep on ensuring that
00:27:01everyday some public broadcast message at a specific time is given
00:27:05given to all the villagers so that you know the the working of this system can be checked
00:27:12and then we can see how we can improve the system.
00:27:17This is how it's fairly manakki a secretary at parislo onna 20 entire area manakki venupaduthandhi
00:27:24works on a solar system so there is sufficient you know thing it works on power but it is
00:27:31also work on solar so that's how we made it in ensure that it is done.
00:27:36Next we come to the district RTG centers of course almost for four and five years nothing
00:27:43was done in five years no work was done we recently restarted so please ensure that all
00:27:48these RTG centers are fully functional because it would help you to monitor lot of events
00:27:54like the way the temple events then other standard events you get the one.
00:28:00You can see CCTV feed on the real-time basis you can see specific events you monitor just
00:28:07connected to go on to the manakko pushkaral goda raabutun hai those two three districts i think
00:28:13where pushkarals will happen this you can do a lot of trial runs on this we would request
00:28:22you to do that.
00:28:23RTG center sanni khoda mid of December these are what contractor has told if you take personal
00:28:30interest please complete them and then ensure that the usage is also monitor if you can go
00:28:35and go and sit there you are SP gharu roju oka afen or aly mire akadu koochun ni akkada
00:28:42edo subject you review jeskoon tu chooskoon tu sarupo thamde cctv analytics now 14,000 cctvs
00:28:47are paathwaani repair jesipetthyaamu what we request is that particularly from SPs me cctv loo ee location loo
00:28:56miki ee analytics ka wali there would be some location where you would want face recognition
00:29:01some you would want you know traffic violations some places you would want something else adhi
00:29:06mere specific decide cheskoon te akadu analytics manu mo overlai cheshi mika specific alerts
00:29:13os thai so collectors and SPs may review this for all the cctvs that you have please dai cheshi
00:29:19porsche indi roondadi request to the electricity department continuous uninterrupted power even
00:29:26the sometimes you know the bill payments and all gets slightly delayed this and that so
00:29:30but please bear with us and of course APFSL is also with us only to ensuring that the internet
00:29:36connectivity is 24 into 7. urban area slow traffic lights to junction slow adhi kunchom
00:29:43apropadu repairs avi ostha onte that we are bringing it to the notice of the consent municipal commissioner
00:29:49they may take care of that same with PR and RD some rural areas loo koda same ostha onte
00:29:55and then we are also would be sending alerts ekarana garbage dumps unna in the camera kanpi cche area loo
00:30:02camera kanpi cche area loo garbage dumps unna laak bote erana edana problem unnan te we will be sending alerts
00:30:08recently also during the cyclones water stagnation areas we could identify the same model so otherwise
00:30:15regularly also alerts would be sent so we can do that and transport department request is that vehicle
00:30:21and license database real time basis may let it be shared with us and this is what we are responding
00:30:30so we don't intend request to police department is that at least for the 5 to 10 times first violations
00:30:37let us not penalize the citizen because they are not get used to the system where every minute their violations are being captured
00:30:46it takes some time to get to that same thing happened in Kerala Kerala sir almost 10 times continuously
00:30:53they just sent a message and said that be careful only from the 11th time they started sending a chalaan
00:30:58so manam goda adai basis medha not to chalaan immediately but give them enough time to adjust to the new system
00:31:05because sir it will continuously track them
00:31:08so ok wikchi ok wikchi dada bak aare edu pulsar loo koda he might be caught
00:31:13so we need to keep on educating people and then go to penalizing only later this is the request to the police department
00:31:20in terms of drone mart the usage in the drone mart districts may please monitor and ensure that you know
00:31:28there is a wide variation there are some districts in which the usage is high there are some districts the usage is low
00:31:34there are certain use cases like pesticide spraying and you know even in fact you know transportation planning
00:31:41you know even real estate companies are using it for you know crop monitoring they are using it
00:31:47there is a need to improve the usage so
00:31:51so mei jillaan la unna to wantti private drone operator sandar ni koda kachitanga drone mart loo register jnd
00:31:58so that they also have this benefit of getting more clients
00:32:01individual goa operate shaitan kande nand loa pete te like
00:32:04like the way uber operates
00:32:06if they are on the drone mart they have more clients
00:32:08when there are more people operating the service we have seen in the long run that when uber came
00:32:13the pricing comes down because the efficiency increases
00:32:17so otherwise the initial cost
00:32:20request to all the collectors to ensure that every drone
00:32:23in your district is part of the drone mart
00:32:26it works helps both the parties
00:32:28so this is what the drone hours we have shown the district wise also
00:32:32and use case wise also
00:32:34so the HACD
00:32:36and also to the SERP and you know to the agriculture department
00:32:41so if possible the farmers when we are giving any beneficiary program
00:32:46drone purchase and drone operation also can be made one of the programs from all the welfare
00:32:52programs that
00:32:54OSC welfare, BC welfare, tribal welfare
00:32:56all welfare programs lo goda
00:32:58because this is a viable
00:32:59this thing
00:33:00oka
00:33:01oka
00:33:02oka
00:33:03oka
00:33:04oka
00:33:05oka

00:33:26oka
00:33:27oka
00:33:28oka
00:33:29oka
00:33:30the idea is that using the drones we should be focusing on you know spraying activities
00:33:35more in those very specific areas so these read maps are possible for any kind of activities
00:33:42so not only for human health but also for maybe the plant pests and all so we can we
00:33:49can keep on doing this kind of analytics and then doing a focus kind of spraying so that
00:33:54it helps everybody and drone portal this is what we have set the expectation from the
00:33:59department single search bar in fact this is this is I don't think any state or anybody
00:34:06has done sir in fact money can all have a website so for everything citizen has to go either
00:34:12have to go to google and then go to those website and then search in the 450 websites to get a
00:34:18relevant information now we have worked with google itself to bring all 450 website into
00:34:24one place in fact we can ask for any query regarding andhra pradesh in fact it will give
00:34:31the very specific information without having to go through the all 450 websites this is
00:34:37already live ap.goe.in andhra pradesh official website law this is launched and it has an ai
00:34:45chatbot built into it so multi language support code on the so this citizens are using our
00:34:52request to department is that me me you you can put somebody to keep on checking whether
00:34:58whether you keep on searching checking and let us know so that we will improve our ai analytics
00:35:13so that it becomes more relevant because the idea is that after some point of time all the
00:35:19information is that we can see the single search bar have it works is that it gives the synopsis
00:35:34of all the information the way today chat gpt works it gives it not only that it gives all
00:35:39the references where they can go for that information and then all the news articles other things relevant
00:35:45to that it combines everything and gives a snapshot i request all the departments to keep on checking
00:35:52the single search bar for all your departmental information whether it is doing it perfectly or not
00:35:58let us know because this can only be improved by your feedback we request you to help us with this
00:36:06the expectations validation and any new websites that you are opening please let us know so that we
00:36:13we bring it into that we will do that agent space is what is like a chart gpt and all for the government as a whole
00:36:22in the agent space already 1.18 crore documents this includes almost 23 lakh geos almost 3 lakh memos
00:36:315 lakh circulars notifications letters acts rules policy documents resolutions this over a period of last 3 months we have built
00:36:41now using all these documents our AI agent is reasonably able to produce a geos memo or everything for us
00:36:50but this is far from ideal
00:36:52all the geos in geos issue register is already connected everything we have generated so far in e-office all documents everything is already connected
00:37:00materials
00:37:12al the documents everything is already connected
00:37:15manual paat informeachnamta koda all documents can't upload just this will become better
00:37:22Now sir, we are also working with the NIC e-office to make it a part of e-office itself.
00:37:28So that the note file you can just ask it to summarize the entire note.
00:37:34Every page to summarize it will be able to give it to 6-7 lines what the entire note file in the last 20 pages means.
00:37:43And then based on it, you can make your own note.
00:37:46It will make the note for you.
00:37:47It will also make the draft zero for you, which you can correct.
00:37:51And then issue the DIGIO.
00:37:54So that process is going on.
00:37:57It will take us about another 3 weeks to issue that part also.
00:38:01And then we will incorporate it into the e-office itself, internally into e-office, so that these things can be generated within the e-office system itself.
00:38:10So AI use cases, in fact, a large number of AI use cases request when we are interacting with you had come.
00:38:20So we worked with the departments, finalized this, the first round of AI use cases.
00:38:26In fact, the sky is limited for AI, but about 98 of these use cases we have finalized for the first round.
00:38:34And half of them we have already gone for hackathons, rest, some we are covering under data lake, some doesn't require hackathon, can be done through a simple MOU because there are no financial involved.
00:38:46Some not-for-profit agencies are willing to do them at no cost to anybody.
00:38:51And one case will already POC, so stage gocchesam.
00:38:56Request with all the departments to, that departments can own this up and also provide for some prize money.
00:39:03Hackathon is a little bit.
00:39:04The expectation from all these start-ups and the youngsters is that there would be some small prize money.
00:39:09So please provide for the prize money and for doing the POC, we are trying to tie up with India AI mission as well as the Bill Gates Foundation to take care of the POC.
00:39:22Once the POC is successful, large-scale implementation across the state, we can, you know, look at doing through budgetary support and all.
00:39:32But we would request all of the departments to actively get involved in the AI use cases.
00:39:37There are some good AI use cases, so I would request all the departments to get, HODs particularly, to get fully involved in this.
00:39:46So the ENY has a PMU working within RTGS to help with this.
00:39:52So I would request you to interact with them and do that.
00:39:55And hackathons we have already released, so we request you to popularize the hackathons and do it.
00:40:00So these are the list of the things.
00:40:03And this is the support required from all the departments.
00:40:06Incident management system, like bus accident that has happened and all.
00:40:10What we are doing these days is that a lot of collectors and secretaries might already be aware.
00:40:15We are not doing an app or anything.
00:40:18It's very simple using WhatsApp.
00:40:20Any incident happens, it comes to our notice.
00:40:22Immediately in the small WhatsApp group, we are adding the consent secretary, HOD, collector and SP.
00:40:28And immediately decisions are being taken there on to manage, you know, sending people to hospital, maybe, you know, from there to even compensation to the, till the issue is closed, like bringing back people from in Bangladesh and all those.
00:40:45A lot of incidents that we have covered here.
00:40:47So this is a very immediate response in ensuring that information flow is very quick and people are responding to that.
00:40:56So we would request that, you know, this could be effectively used by all of us.
00:41:00So any, any secretary or any, anybody feels that there is some issue which immediately has to be taken care.
00:41:09That means this is an emerging issue in the next half an hour.
00:41:12It could become a big issue that can be brought here and we would be, you know, taking it forward and ensuring that it goes to a logical conclusion.
00:41:19And this, this covers all, all, all, all emerging issues, which could be a, uh, issues, uh, office performance tracking system, not an individual performance, but each office performance tracking, we are building a system in which, uh, there are certain objective indicators like, you know, some attendance,
00:41:35e-office, e-office, uh, performance, and, you know, what is public perception, um, both from IVRS or from QR code, some subjective indicators like, you know, Swarnandra KPIs and, you know, other KPIs and also, uh, skill upgradation.
00:41:50So, uh, these are the indicators we are using, uh, for ensuring that each office performance is tracked, large amount of work is done.
00:41:59In fact, uh, employee capacity building tracking, in fact, out of 180 departments, 30 departments we have completed, sir.
00:42:05So the idea is that, sir, each employee, uh, under the IGOT platform, at least 12 courses, one per each month, we are tagging to each employee, sir.
00:42:15So that he can complete those, uh, 12 courses in a year, so that he is, he is continuously upgrading his skills.
00:42:22We started with understanding the skill requirements of each of the functionary, then started tagging the IGOT courses to each one of them.
00:42:30That part is done, sir, uh, 30 departments we have done, another 150 to go.
00:42:35We hope that in the next 15-20 days, we will also complete this, sir.
00:42:38So that each employee gets at least one course a month in IGOT, so that he continuously, he keep on, uh, doing the courses and all.
00:42:47So, akkada, course complete, you see, course completion certificate upload just, uh, in the office, uh, performance tracking logo, what, uh, the office is getting better mark.
00:42:55We have completed the digital ergonogram, sir, secretary at level ninchy, mandal level dhaka, who reports to whom, and who is that particular person, his name, his, his, his, his, uh, other, uh, his, uh, CFMS ID, his, e-office ID, uh, all, uh, for each of the employees, we have completed, sir.
00:43:16And, uh, Swarnandra KPIs also, uh, already 18,000 offices key, we were able to do it.
00:43:22So, attendance and public perception, uh, I think we thought that we'll do a lot of discussion before doing that.
00:43:29And then, uh, non-Swanandra KPIs also, we have done, sir.
00:43:32So, this is almost ready to roll out.
00:43:35So, each office, so, on a scale of, uh, 1 to 10, we should be able to give a numerical grading, sir.
00:43:40This is available for offices to use.
00:43:43This is how we have done the digital organogram.
00:43:46This is our e-office updation also.
00:43:48Each employee, e-office ID also, we have updated against that person.
00:43:52CFMS ID also we have updated, sir.
00:43:54So, this is how it looks, sir, of performance of your department.
00:43:58Dashboards for each department.
00:44:00And then drop-down, uh, district office, mandal office, and also to the lower level offices.
00:44:05This is what the, the system has been built.
00:44:08We will, we will complete, sir.
00:44:09Regarding positive public perception, sir, these are the crucial government public touch points we have been doing every week.
00:44:16And, uh, this has been divided into four blocks.
00:44:18Every week, on Google, CM, sir, we use, uh, one block, uh, like each round.
00:44:23So, that in a month, we, we complete all these departments.
00:44:27Uh, this has been going on for, uh, a few months.
00:44:29And, uh, now, sir, I am just, uh, uh, showing that how, uh, from the, the last one year, uh, what is the, the, the, the, the perception regarding, uh, different departments.
00:44:43Uh, I think we need not go into details, uh, but just to have a flavor that, uh, this is being done.
00:44:48RTC, RTC, and, uh, ration, panchayat services, hospital services, Anna canteen, temple facilities, seats, municipal services, electricity, crime against women, ganja, drugs, registration services, revenue services, pollution control board, revenue services, sand, energy, NMI.
00:45:07So, now, what we have done, sir, after taking your feedback, Praty department, tono, kuchu, ni, sir, a question, so, asking the feedback of the department, we have now done, reflecting what the department feels is the realistic, uh, uh, question that we should ask.
00:45:25All the questions in consultation with the department, we have rephrased, or in many cases, we have added questions also, then department felt that they wanted some more questions to be added, we have added.
00:45:35The department felt that question is slightly vague, we have refined the question, sir, and then, sir, intak mundu, Praty question ke equal weightage unde, sir.
00:45:44Now, we have, again, based on the importance of the question, the weightage has also been now redefined.
00:45:50So, the entire, the, uh, PPP questions that we are asking through IVRS and QR code, entire thing has been, uh, rehashed and, you know, brought into this, sir.
00:45:59So, this is what, uh, after sitting with the concerned departments, uh, we have done that.
00:46:05So, red color, no, chupishin, you need to go to change any question, so, slide to come modified, or a new question that has come, sir.
00:46:11And, rating for each question, among the entire department rating also, in consultation with department, we have done.
00:46:17All department that we are reviewing, we have done, sir.
00:46:21You put, say, say, we, even, sir, these questions and all.
00:46:25So, now, we, we have that rating.
00:46:27Depending on this entire scoring, though, uh, for the entire state as a whole, now, we, we, we, we will be able to, we, we, we are giving a numerical grading, sir.
00:46:37Uh, next thing, sir, uh, uh, already campaign, just, no, departments, no, Matladam.
00:46:42There are, uh, almost, uh, uh, another 20 departments, which are not part of the campaign.
00:46:49So, we'll be sitting with those departments, and also finalize these questions, if required, and we'll do that, sir.
00:46:57Sorry, the cyclones, sir, uh, uh, mantra, just a small case study.
00:47:01We'll quickly, uh, do, uh, the way it was approached.
00:47:05The traditional approach, and, uh, the, uh, the approach in which we tried to use disaster management through a, a new system, where, uh, it was a data-driven.
00:47:14When, it was, uh, absolutely, like, real-time, where, the attack of the cyclone, the rainfall, everything, on a real-time basis, we kept on sending it to the field, and ensuring that they all, uh, are there.
00:47:26The five principles are basically to monitor, continuously monitor through the, the, uh, the alerts that we are getting through IMD, through our own ECMF, uh, other sources.
00:47:37Then, keep on sending alerts, any problem coming, we're rescuing them, and then, rehabilitation, and bringing them back to normal, sir.
00:47:44So, these are, again, the, the five RTGS officers, the activities that they have done, the subjects that we've been assigned to them, and the, the entire thing was monitored, monitored through this.
00:47:54We used WhatsApp governance.
00:47:56We had real-time dashboards put in.
00:47:58We had a GIS-based navigation reports for all the assets, like, Pokk Lane, JCBs, anywhere they are, so that they are deployed on a real-time basis.
00:48:07Usage of drone, and then, machinery and vehicle tracking, and using of AWARE was this thing, and AWARE, as we have indicated, these are the, the advanced warnings that, uh, we were able to give.
00:48:17This, AWARE, uh, helped as a proof of concept, where continuously, we are tracking, we are doing, in fact, the, the modeling that we have done, was very fairly accurate, uh, not very far from the place, it has crossed the, the, the, the land, and also, the velocity of wind was also, uh, of course, too, too close to the,
00:48:37the, uh, the, the speed by around 4 to 5 kilometers only kmph difference, so, and then, the villages also, we kept on changing, uh, as the, the predictions came to us, uh, and then, we keep on adding more villages, sending advice to them, withdrawing advisories from some other villages, so that, it's, uh, absolutely real-time, and, uh, villages impacted, you know, three days, real-time, we kept on, uh, monitoring this, you can see that, you know, uh, Nilu,
00:49:07when, uh, when we trained heavily in Nilu, uh, this, this prediction also, we could do, and send messages to, through WhatsApp, to all these citizens in that place, the wind speed alerts, we could give, and, uh, sea state, and, you know, storm surge alerts, we could give, and, uh, this time, we didn't have a single case, where a fisherman was in sea, or, you know, he has to be rescued, uh, uh, at the time of cyclone, because, all of them, we could predict earlier, and, everybody was brought to shore,
00:49:37during the, during the course of, as the rainfall progressed, which mi tanks, or, which reservoirs would be in problem, that, we kept on giving to the irrigation department, so, they were taking action, and, then, reservoir monitoring, we are doing all the reservoirs, on a real-time basis, how much water is coming in, how much they have to empty, how much water they have to keep, so that, you know, uh, we are in a safe zone, uh, we could do these alerts, and, this is the monitoring, as, this location, in fact, uh, uh,
00:50:07our location prediction, was off by 23 kilometers, speed was off by only 2 kilometers, so, that, that's the kind of modeling, which was possible, using all the data, and, then, rainfall, uh, and, groundwater, forecasting, we could do, and, we used, we used WhatsApp, to send messages, to all the citizens, in the affected areas, and, we opened WhatsApp, for getting, crowdsourcing, of, you know, uh, information, lot of people, had sent, information, and, grievances, or issues, also, information, uh, to us, we used, that,
00:50:37we had a, uh, dashboard, on a real-time basis, which was showing, all the assets, what was happening, you know, how many pregnant women, where, target versus achievement, was thing, how many vehicles, to be mobilized, how many mobilized, how many women, were shifted to hospital, against the total women, we were tracking them, on a dashboard, so, that, it was, uh, could be done, GS navigation, of all the vehicles, was available, and, machinery vehicle tracking, we have put, and, drone based, also, uh, we placed drones, so, that, you know, areas, which, can't be,
00:51:07reached, by vehicle, or food, drones, were sent, and, then, information, gathered, and, actions, were taken, by the, uh, district administration, so, we, also, placed, the, drones, for supplying, food, and, medicines, but, not, uh, the, situation, did not, come, to, that, extent, that, we, had, to, use them, but, they, were, they, were, placed, at, uh, different, location, being, tracked, on a, real-time basis, this, is, the, where, we, have, placed, the, drones, sir, and, communication, network, we, ensure, that, you know, CCTV, network, was, up, and, running, everywhere, power, was,
00:51:35available, wireless, wireless, communication, was, up, and, running, the, entire, system, of, police, wireless, system, was, up, and, running, right, through, the, cyclone, uh, even, where, the, cell, uh, network, was, supposed, to, be, affected, because, power, was, shut, down, because, of, the, high, wind, we, ensure, that, the, uh, diesel, generators, were, available, so, entire, uh, cyclone, management, the, communication, was, continuously, up, and, running,
00:52:00and, uh, this, was, the, coordination, with, central, government, on, a, real-time basis, sir, that, was, done, and, then, a, citizen-centric, approach, in, the, sense, that, we, uh, in, the, path, of, the, cyclone, everybody, was, elected, everybody, was, activated, uh, we, identified, higher, grounds, where, the, rehabilitation, center, can, be, put, two, days, prior, and, uh, put, men, there, and, you, know, the, collectors, and, everybody, had, planned, their, uh, activities, there, to, ensure, that, rehabilitation, can, be, done,
00:52:28and, these, are, the, principles, on, which, the, department, coordination, has, happened, electricity, department, uh, uh, action plan, with, almost, a, huge, number, of, people, they, have, put, on, the, field, to, ensure, that, power, was, up, and, uh, in, no, time, and, department, of, swarnandra, uh, conducted, awareness, programs, everywhere, we, took, feedback, from, public, whether, they, are, aware, about, the, cyclone, and, where, the, cyclone, shelter, is, there, where, the, rehabilitation, center, is, there, send, the, data, back, to, them, ensure, that, everybody, is, aware, of, that,
00:52:57and, municipal, administration, in, fact, uh, very, quick, to, clear, all, the, the, water, from, inundation, and, get, the, all, the, drinking, water, supplies, up, and, running, and, they, had, the, evacuation, plan, and, and, done, it, meticulously, and, then, these, are, the, satellite, based, crop, damage, analysis, we, we, we, got, at, in, a, every, day, the, satellite, imagery, we, got, and, we, shared, with, the, collectors, to, show, where, the, water, is, stagnating,
00:53:22so, that, they, could, you, know, send, their, teams, to, ensure, that, water, can, be, cleared, from, that, area, and, on, ground, the, the, women, and, share, welfare, and, health, department, could, do, INPR, was, getting, the, data, from, all, the, different, channels, and, we, were, sending, this, to, the, the, the, unit, in, the, village, so, that, they, can, react, quickly, and, sir, based, on, the, recent, this, thing, for, crowd, management,
00:53:49we, have, come up, with, some, SOPs, based, on, the, Kasi, Buka, this, thing, so, the, idea, is, that, we, need, to, shift, from, a, reactive, crowd, control, to, product, to, crowd, intelligence, so, most, of, the, crowd, should, be, predict, should, be, known, so, that, you, know, we, can, react, so, that, 99, percent, of, the, cases, wherever, crowd, gathers, there, should, be, a, calendar, of, events, in, the, districts, firmly, done, up, so, that, these, events, are, properly, planned, and, in, the, worst, case, scenario, where,
00:54:19a, crowd, is, building up, because, of, some, incident, or, something, see, technology, should, be, used, like, CCTV, and, drones, to, get, that, information, and, it, can, take, action, so, most, of, the, cases, it, should, be, pre-planned, but, we, can't, plan, everything, sometimes, you, know, things, are, not, in, our, control, use, our, CCTV, network, and, drone, network, to, ensure, that, that, also, is, captured, and, then, you, know, we, can, do, that, so, these, are, the, some, of, the, SOPs, that,
00:54:45we, we, have, indicated, using, a, CCTV, aware, platform, and, and, also, getting, the, data, from, GIS, and, also, from, electronic, media, and, you, know, social, media, social, media, is, one, big, source, for, us, where, people, are, gathering, people, quickly, send, messages, to, each, other, congregate, at, one, place, and, all, that, should, be, automated, and, we, can, get, automated, so, we, should, be, in, a, position, to, send, an, automated, message, using, the, CCTV, and, drones, to, the, nearest, person, on,
00:55:15on, the, ground, that, a, crowd, is, building up, so, that, what, we, should, aim, at, and, we, anticipate, that, in, the, next, coming, two, three, months, we, should, be, able, to, get, to, that, position, once, the, crowdsourcing, of, the, private, CC, cameras, and, our, cameras, and, the, drones, are, fully, integrated, we, should, be, able, to, get, that, in, that, one, percent, case, where, a, sudden, crowd, is, building up, but, otherwise, the, SOP, for, the, the, the, regular, you, know, thing, has, to, be done, there, is, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we,
00:55:45we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we, we
00:56:15planned apparel i should have an sop sir those sops clearly with the departments will be
00:56:21issued with the help of the departments to ensure that all the planned events are done
00:56:26properly unplanned events we we get the alerts and send to the the consent field people so that
00:56:32they can react for the the unplanned events this is what we want to use drones drones can fly
00:56:40over the course of day once twice or three or four times in the area and get data intelligence data
00:56:45use the cctv sir mobile cctv analytic vans for accidents sir based on the karnurva strategy
00:56:51we have come up with what could be the issues how to do this thing some of soupies we have worked
00:56:57out we'll fine tune them sir we'll ensure that their soupies are issued and does also be monitored
00:57:02on a real time basis for the accident sir um we have covered not only physical but also behavioral
00:57:08issues speed and driver behavior fitness compliance two-wheeler safety helmet informants accident
00:57:15detection and response because our accident can be detected by the the cctv network that we have
00:57:21but we need to increase the number of cctvs because they are at very specific location we need to put
00:57:27them on the uh some highway locations also and also take data from the national highways authorities
00:57:32also to integrate into a response system ambulances sir uh all our government ambulances
00:57:38are in the system we found that during the last two events private ambulances have also to be
00:57:43brought into the system they just need to put one uh app in the the driver's mobile phone and
00:57:48they will be part of our system so that force multiplication can be done so manganargu ambulances
00:57:54under 108 we sent but when the hospital killed there would be private ambulances which we can track
00:57:59them on a gps we can also direct them immediately to come and pick them up and send to the hospital
00:58:05so that you know we can save more lives that's what we wanted to do sir hospital readiness dashboard
00:58:10we want to have how many beds available doctors and all so that we send the victims to the the best
00:58:15facility not to the nearest facility there may be a case where there is nearest facility doctor is not on
00:58:21duty there you may be able to send two kilometers away where a doctor is available we can save that
00:58:26we want to work on those things sir integrating and rmb fix are very straightforward we want to
00:58:31work with the departments to ensure that these are done institutional strengthening also we have
00:58:36to done there already a system in road safety uh meetings have to be held have to be done properly
00:58:41and with seriousness and then also ensure that these are all taken care and then we know the black
00:58:46sport where accidents happen the data set has to be built and then uh we need to work on that so
00:58:52so and in terms of law and order crime same sir uh how it can be done these are the basic sops our network
00:58:59can be used once uh you know cctv network can be used a base risk scoring can be done for individuals
00:59:06and also for areas for each 500 to 500 area we can do a risk scoring for each that area where patrolling
00:59:13you know drone usage would be higher some preventive deployment and then uh strengthening criminal
00:59:19identity and record integration is one thing that needs to be done facial recognition has to be used
00:59:24in a big way and then said drone surveillance also we need to improve sir and uh we need to have a
00:59:30real-time unified response uh dashboard where cctv frs drones aware 112 irad health transport everything
00:59:41has to be coming together into a single uh kind of a response system where which we want to keep it in
00:59:47the district rtgs centers so that the command control is there uh where on a real-time basis all these
00:59:54assets are being used so that you know uh we respond you know better uh in terms of any kind of emergency
01:00:00sir sir sir thank you sir from myself
