00:00I just returned from a trip to China, where I discussed transport security and the minister's
00:07report. Considering that Trump recently literally stated that the United States is resuming nuclear
00:17weapons testing, members of parliament are asking questions, but overall, the situation
00:23is concerning because it's clear where the attacks may have been.
00:30Therefore, based on the fact that two years ago you said in your country that if the US
00:35resumes nuclear weapons testing, Russia has every right to do the same.
00:41Yes, indeed, this is a serious matter. Well, colleagues, let's hear from the Minister
00:50of Defense. These actions clearly indicate Washington's active buildup of strategic
00:58offensive weapons. First, the White House has consistently withdrawn from arms reduction
01:06treaties that have been in effect for many years. A telegram was received from the Ministry
01:13of Foreign Affairs, from our ambassador. The fact that the American side has not provided
01:21an official explanation for President Trump's statement regarding the resumption of nuclear
01:25testing does not provide grounds to believe that the United States will not begin preparations
01:30for, and then conduct, nuclear tests in the near future.
01:41The American country may continue to evade official explanations, but this change is nothing, because
01:47if we do not take appropriate measures now, we will miss the opportunity to respond promptly
01:52to the United States actions, as this implies that we must maintain our nuclear potential
01:57in readiness.
02:05Russia has always strictly adhered to its obligations under the Comprehensive Nuclear Test Ban Treaty.
02:16We have no plans to deviate from these obligations.
02:27At the same time, indeed, in my address to the Federal Assembly in 2023, I stated that if the
02:33United States or other states party to the relevant treaty conduct such tests, Russia will also be
02:38required to take appropriate retaliatory measures.
03:00I instruct the Ministry of Foreign Affairs, the Ministry of Defense of the Russian Federation,
03:05special services, and civilian agencies, as well as the relevant civilian agencies, to do
03:11everything possible to gather additional information on this matter, analyze it at the Security
03:16Council site, and submit coordinated proposals regarding the possible commencement of work on
03:21preparing for nuclear weapons tests.
