00:06Welcome Frank to Al Arabiya and this interview we are so delighted to have you with us today

00:12Thank you it's a pleasure to be here with you today

00:14Thank you so congratulations on 60 years in Saudi Arabia

00:17Yes

00:18That's a great accomplishment I mean six decades on

00:21What has لوكيد مرتن today and its presence here in Saudi Arabia grow into beyond just an office

00:28Well it's hard to believe but in 1965 when we first delivered C-130s I don't know that any of us envisioned

00:36That we would be doing as much as we are today in the kingdom

00:40And we just recently established a regional headquarters here

00:44We have our license from the Ministry of Investment

00:47And we're very pleased to use this now as a headquarters in the region

00:51For expanding not only deterrence capability delivery

00:55But also partnership with industrial companies in the kingdom

00:59So that we can you know expand their capabilities

01:03And improve talent development

01:07And just you know be a partner for the long term

01:10I'm glad you touched on that

01:12And I want to ask you about that really

01:13The manufacturing industry in Saudi Arabia

01:16How ready it is to welcome those new for example training

01:23To have that technology transfer

01:24To have that information and knowledge transferred into the Saudi market

01:29Well it's growing every year

01:31Every time I come back there's more and more appetite

01:34And more and more capability here

01:36And we are in the process

01:38We have purchase orders that we are letting with companies within Saudi Arabia

01:43I think it's about twice as many this year as we had last year

01:47And those companies are now starting to deliver

01:49We're now starting to get hardware into our supply chain

01:52And so we're seeing just year over year growth in the capability

01:56And not only just manufacturing

01:59But also things like software

02:01Things like electronics

02:02Things like even artificial intelligence

02:04Are becoming part of the offering here in the kingdom

02:07Well artificial intelligence

02:09It's such a trending hot topic

02:12Everlasting trending hot topic

02:13Yes it is

02:14AI

02:14So how are you implementing that in your systems and your platforms

02:18Is it to improve current systems and defense systems

02:22Is it to integrate it in new platforms perhaps

02:25Well it does come as part of upgrades to existing platforms

02:30But primarily when we think about it

02:31It's about the analysis of large quantities of data

02:35And we see that in things like command and control systems

02:38And so the artificial intelligence is used to analyze

02:42Rapid amounts of data very rapidly

02:44And provide decision aids to commanders

02:46And that artificial intelligence is different than what you might see

02:50Out in the commercial space

02:51The artificial intelligence we develop has to be very reliable

02:55It has to be very predictable

02:56And it has to be very trusted

02:58Because it's mission critical

03:00Exactly

03:01And that was going to be my next question

03:03But you already answered it

03:04So thank you

03:05All right

03:06So now on knowledge and tech transfer into Saudi Arabia

03:10Especially THAAD systems

03:11Mm-hmm

03:12Like we see in this beautiful picture here

03:14Yeah, yeah

03:15Co-production with Lockheed Martin

03:18What concrete milestones can be delivered

03:20Within the next 12 to 24 months let's say

03:24Well we're already seeing delivery of missile launch canisters

03:28And those are being delivered into the United States

03:31And then THAAD missiles are being integrated into those canisters

03:34Mm-hmm

03:35We're also seeing launchers being assembled and delivered out of Saudi Arabia

03:40And those are fulfilling requirements not only for the kingdom

03:44But also for other THAAD customers

03:46And over time we think that's going to expand into electronics capability

03:51Into command and control capability

03:53Just, you know, we're just getting started with the THAAD system

03:57And we think there's going to be more and more over time

03:59So the best is yet to come?

04:00Absolutely

04:01Absolutely

04:02The best is yet to come

04:03Well what about Saudi companies and their role in this

04:05When we talk about SAMI and GAMI

04:07What role do they play when it comes to that?

04:09Well SAMI is as you know

04:12Managing a lot of the industrial base for defense and deterrence here in the kingdom

04:16And so SAMI really is a conduit for us

04:19And they introduce us to companies like MEPC and AEC

04:24And AEC Steel

04:27And all of these different companies are all agreements that have been arranged through SAMI

04:32And we basically have a good relationship with them

04:36And they are a broker for us in that process

04:39Lovely

04:40Well now we've seen

04:43Especially us being in the news industry and all around the world

04:47We see the surge in drones and missile use, ballistic missiles specifically

04:53And the threats that comes with it

04:56So how do you assess the real world performance of counter unmanned aircraft systems, missile defense systems

05:05Now that we've seen it, you know, Russia, Ukraine, Iran and so on

05:08How do you assess the performance of it?

05:10So just recently over the last several months

05:13We've seen, for example, in the Iran-Israel war

05:17And also over the last couple of years in Russia and Ukraine

05:20That the missile defense systems

05:24Many of which the kingdom has acquired

05:27Are very effective

05:28Against ballistic missile threats

05:30Against cruise missile threats

05:32We are in the process of developing additional capabilities

05:36That are going to integrate those together

05:37They're going to provide longer-range detection

05:40And also provide capability to defend against small unmanned vehicles

05:46Those are also increasingly becoming a threat

05:49And so we see that as an integrated air and missile defense capability

05:55That we're looking forward to bringing to the kingdom in the future

05:58Were those immediate upgrades happened because of the lessons learned

06:01From the real-life performance that we've seen to those systems?

06:05Yes, and, you know, every day, every week

06:09We're getting more information on what the threat is doing

06:11And then we're responding with upgrades and capability

06:14To counter that and provide deterrence against that

06:17Well, looking ahead and beyond current regional operators

06:21That we have in the region

06:22Could we see additional deployments in the Middle East soon?

06:26Such as F-35, maybe?

06:29You know, those kinds of things are, you know, strictly government-to-government decisions

06:33And so while we're very interested

06:36And we're always very supportive of being able to provide capability

06:39We don't typically predict

06:43We just prepare

06:44So that we're ready if called upon to provide those capabilities

06:47So you wouldn't predict perhaps if Saudi Arabia could be one of the early recipients

06:51Let's say recipients of the F-35, maybe?

06:54Well, I think the F-35 is an outstanding platform

06:57And again, over the last several months, it's proven itself to be incredibly effective

07:02Against the most advanced threat environments

07:04So it would be high on the list for any country that was looking to raise its air dominance capability

07:11And deterrence capability

07:12Correct, and we've seen several countries requesting that

07:15Nothing confirmed from the Saudi government, but we've heard talks here and there

07:18Well, we have a recent visit to Israel and Ines coming to the U.S.

07:22Yeah

07:22And mid-November

07:23I know you're not part of any talks or deals happening

07:27But do you perhaps foresee anything?

07:29Do you know anything that you can let us know about?

07:32No, we're very excited that His Royal Highness will be visiting

07:36And we're looking forward to, just like you are, seeing what comes out of those government-to-government discussions

07:41And again, we're providing information when requested

07:45And we'll be ready to provide the capabilities that are agreed to coming out of those meetings
