KGB-Spion Nicolai Dalchimsky will nicht wahrhaben, dass sich der "Kalte Krieg" dem Ende zuneigt. Mit Hilfe einer Liste von 51 Topspionen der Sowjetunion, die in den USA als sogenannte Schläfer ein bürgerliches Leben führen, will er die alte Fehde erneut anheizen: Dazu ruft er die Agenten an und sagt ein Gedicht von Robert Frost auf, mittels dem die Menschen zu selbstmörderischen Killern mutieren. Bald geht eine Welle des Terrors durch die USA. Weil die Russen Angst haben, die Amerikaner könnten dies als Kriegsaufruf verstehen, setzt General Strelsky den Major Grigori Borzov auf den Fall an. Zusammen mit der undurchsichtigen Amerikanerin Barbara heftet er sich an Dalchimskys Fersen.
