00:00What's the significance of this backflip?
00:03Well, it's a really interesting one, actually, because I think you need to put it in the context of exactly how long it was in place.
00:09I mean, it was only at the end of May that the U.S. officials sent out these letters to leading chip design software firms
00:16and asked them to stop selling their technology to China.
00:19But just this morning, we had the announcement from Siemens.
00:22They led the charge, of course, the German company, but putting out a statement and saying that, in fact,
00:26they have been told that they could restart that supply of critical technology to mainland China.
00:32And now we're also hearing other leading companies like Synopsys, like Cadence, are in the process of doing so.
00:39The importance of this also really speaks to not only these U.S. efforts that we have seen to restrict China's advancements
00:46in making advanced semiconductor technology.
00:49The question is really, is there sort of any shift around the policy and the thinking of Washington,
00:53given you have had leading companies, particularly Silicon Valley?
00:57Jensen Huang, for instance, from NVIDIA, has been really front and centre with this one,
01:01but saying that if you do keep up those harsh clampdowns on China's access,
01:07it only continues to drive that push for self-reliance in the country as well.
