00:00President Donald Trump's administration has asked U.S. colleges to sign a deal on some sweeping terms,
00:07ranging from foreign enrolment and diversity to ideological values of students and staff,
00:13to get preferential access to federal funds.
00:16That's according to a 10-point memo sent to schools Wednesday by the government.
00:21It demands that schools cap international undergrad enrolment at 15%,
00:25ban the use of race or sex in hiring and admissions, and freeze tuition for five years, among other measures.
00:33The White House says it sent letters to nine universities,
00:36including the University of Southern California, Brown University, and Massachusetts Institute of Technology,
00:42to solicit feedback and agreement.
00:44The memo urged viewpoint diversity, quote,
00:47transforming or abolishing institutional units that purposefully punish, belittle, and even spark violence against conservative ideas.
00:56It said foreign students should be supportive of American and Western values.
01:02It also says universities should share all known information about foreign students,
01:07including discipline records,
01:09upon request with the Department of Homeland Security and the State Department.
01:13Reuters interviewed students on Thursday from the University of Pennsylvania,
01:17one of the schools that received the memo.
01:20I feel like this is kind of sort of an attack on me, who I am, a lot of my family,
01:25and a lot of my friends here at Penn and, you know, throughout my life.
01:29And also, I guess I can kind of see where they're coming from,
01:33but to me it's coming from a very privileged standpoint of this doesn't directly impact me,
01:38this doesn't directly benefit me.
01:39So, I definitely think that Penn shouldn't accept this kind of offer.
01:47And I say this because I think it's considering the diversity here at Penn
01:55and just like the various ideas that are present,
01:59I think it would kind of be too polarizing.
02:03And at USC, students also said they weren't happy at Trump's attempt to control universities.
02:10And I have a ton of friends who are international students.
02:14And I really fear that this ruling will hurt their ability to stay at the school.
02:19It will hurt their ability to get the same opportunities as domestic students
02:24when they're suddenly forced into being othered,
02:26into being second-class students at the school, all because of this memo.
02:30Yeah, it's just a dumpster fire, frankly, from my opinion.
02:35Yeah, no, it's messed up, I think.
02:36It's a lot of, it's like an overreach of presidential power, in my opinion.
02:39You're just kind of being a bully to schools and saying,
02:42I won't give you what you want or what you need unless you bend your knee.
02:47Trump has in the past threatened to cut federal funding for universities
02:50over a range of issues, such as pro-Palestinian protests against U.S. ally Israel's war in Gaza,
02:57transgender policies, climate initiatives, and diversity, equity, and inclusion programs.
03:04However, the administration's threats to cut off federal funding to schools,
03:08such as Harvard University and the University of California, Los Angeles,
03:11for allegedly favoring radical left policies, have run into legal roadblocks.
