00:00The Department of Public Works and Highways filed separate criminal complaints before the Ombudsman in connection with flood control projects in Davao Occidental and La Union.
00:10It is based on the recommendation of the Independent Commission on Infrastructure.
00:15DPWH Secretary Vince Dizon says both complaints involve malversation of public funds and fabrication of documents which are non-bailable offenses.

00:27The first complaint was about a P96.5 million flood control project in La Union given to Silverwolves Construction Corporation.
00:35The DPWH adds the project was fully paid.
00:39During an inspection last September 16, Dizon and Baguio City Mayor Benjamin Magalong discovered that fake tubes were attached to the flood control project.
00:47Dizon described these tubes as mere props.
00:50Ombudsman Boying Remulia says the person of interest in the Silverwolves case is former Axis Representative and now Vinget Congressman Eric Yap.
00:59He is believed to be the company's beneficial owner.
01:03The second complaint stems from two projects in Davao Occidental worth P89.73 million each or a total of P179.5 million.
01:11The two projects were awarded to St. Timothy Corporation, a company linked to controversial contractors Sara and Curly Descaya.
