00:19The government has even created a dedicated AI ministry and research university,
00:24part of a broader push to make AI a national growth engine.
00:27Welcome to EastWestConnect.
00:31We're highlighting business and economic developments in Kazakhstan
00:34and the wider Central Asia region, connecting with Europe and beyond.
00:39Kazakhstan unveiled its first and largest supercomputer this summer.
00:42Powered by NVIDIA chips and built for AI research,
00:45it can perform two quintillion calculations per second.
00:48We sat down with Jaslan Madiev, Deputy Prime Minister,
00:51overseeing artificial intelligence and digital development
00:54to explore how the nation is shaping its AI ecosystem.
00:59We are opening other supercomputer clusters.
01:02We have a supercomputer GPU cluster in the U.S., in Silicon Valley, in Texas.
01:07Now opening another supercomputer cluster in Almaty.
01:10So this is the important computing infrastructure
01:14that will be available for startups, science centers, research and R&D centers,
01:22universities, Samruk Kazina holding company,
01:26and national companies, and government bodies.
01:28So this is for developing of AI agents, AI products,
01:33and embedding AI into the economy.
01:35On the top of that, we have built several Kazakh large language models,
01:40which will be used by those platforms.
01:43And from the digital sovereignty perspective,
01:46it's a very important step.
01:48We have our Kazakh LLM on meta,
01:52foundational models like LAMA.
01:55We have E-Lightning and DeepSeq, and it's open source.
01:58Beyond the first Kazakh large language model,
02:01should we expect any other game changers on the horizon?
02:04I-LM AI, International AI Center,
02:07is like a big funnel,
02:08starting from the general public,
02:10and going through the kids, students, startups, big techs,
02:16and the best solutions will be embedded into the economy sector.
02:20It's a big center of competence,
02:2220 plus thousand square meters building,
02:25eight floors.
02:27On the second and third floor,
02:28we will launch two more education,
02:30school kids of age of 12 to 18.
02:34We'll cover 11 areas,
02:35generative AI, robotics, 3D modeling,
02:40filmmaking, music making,
02:41so the creative industry also will be covered.
02:44On the fourth and fifth floor,
02:46we'll be having tomorrow school,
02:48launching it together with Nicolas Adirak,
02:50a famous entrepreneur from France.
02:53On the sixth floor,
02:55we will have AI campus for startups.
02:58With our acceleration programs,
03:01we are exclusive partner of Google for startups.
03:03We have acceleration program with Draper University,
03:07StarTex from Stanford,
03:09Alchemist B2B accelerator.
03:11We have our own homemade accelerator program,
03:15AIpreneurs,
03:16where people come as individuals,
03:18we give them data sets,
03:20GPUs,
03:22we give large language models,
03:24and they graduate as startups.
03:26So it will be like the factory of startups.
03:29On the seventh floor,
03:30we'll have big tech offices,
03:33R&D labs,
03:34AI centers.
03:35Mr. Deputy Prime Minister,
03:37thank you so much.
03:38My pleasure.
03:41Kazakhstan is positioning itself
03:42as Central Asia's gateway to global tech,
03:45connecting startups,
03:46investors,
03:47and policy makers
03:48under one roof in Astana.
03:52Over 20,000 innovators,
03:54investors,
03:55and startups
03:55gathered in Astana
03:56for the three-day digital bridge forum,
03:59Central Asia's largest tech event.
04:01Startups secured tens of thousands of euros
04:03in funding
04:04as Kazakhstan showcased
04:05its growing digital and AI ambitions.
04:08The goal was one,
04:09creating a collaborative collaborative environment
04:12where there are opportunities,
04:13education,
04:15business,
04:15government,
04:17big tech companies,
04:18venture.
04:19Among the startups
04:20driving this new wave
04:21is Neurobox,
04:22a compact supercomputer
04:23that can replace
04:24entire departments
04:25in finance
04:26and government
04:27with its multimodal
04:28AI agents.
04:30Running fully offline,
04:31it performs
04:32180 trillion operations
04:34per second,
04:35building AI models
04:36without cloud access.
04:38In this year's forum,
04:55President Tokayev
04:56announced plans
04:57to turn digital bridge
04:58into an AI bridge,
04:59linking Kazakhstan's
05:00technological ambitions
05:01with the global AI future.
05:03By 2029,
05:07Kazakhstan wants to see
05:08100 new startups
05:09every year
05:10and raise AI exports
05:12to more than 4 billion euros.
05:14Here to assess
05:15the effectiveness
05:15of the country's AI strategy
05:17is a venture investor,
05:19Marat Tolubay,
05:20CEO of Aktivat Venture Capital.
05:23Mr. Tolubay, welcome.
05:25So my first question is,
05:26what would convince investors
05:28watching us today
05:29to take a closer look
05:30at Kazakhstan's AI ecosystem?
05:32The venture market
05:33in the whole region,
05:35Central Asia and Kavkaz
05:36in the past few years
05:36is a very large time
05:38and Kazakhstan
05:40is the leader
05:41in this market.
05:43For example,
05:43in 2024
05:44in the start-up
05:47in all the region
05:49in the region
05:49more than 100 million dollars
05:50and of them
05:5170 million dollars
05:52are invested
05:53in Kazakhstan
05:54in the start-up.
05:56Now we have
05:57on the market
05:58about 20-25
06:00специализированных
06:01fonds,
06:02companies,
06:02which are only
06:03in start-ups.
06:04There are about 1500
06:06start-ups
06:07and this market
06:08is developing
06:09very powerful.
06:10Kazakhstan's start-up
06:11Hicksfield
06:12became the first
06:13one-on-one.
06:13He received more
06:14than 1 billion dollars
06:15in the USA.
06:16But there are a number
06:17of other
06:18start-ups
06:18that are
06:20coming to the international market.
06:21Do Kazakh
06:22start-ups
06:23attract any
06:25international
06:26co-investors
06:26or are they still
06:27largely dependent
06:28on domestic capital?
06:29We have a standard
06:30scheme that
06:30start-up,
06:31who showed
06:32good results
06:33on the local
06:34market,
06:34he gets
06:35investment
06:36from kazakhs.
06:36investors
06:37and goes
06:38on the international
06:38market.
06:40But we have
06:41a number of
06:41start-ups,
06:42who already
06:43got investment
06:44from foreign
06:45investors.
06:46The same
06:47Hicksfield,
06:47I'll mention
06:48Leaping.ai,
06:50Alma,
06:51this are
06:52start-ups,
06:52which got
06:53American investment
06:54from the
06:54market.
06:55And from
06:56our
06:56portfolio
06:57start-up
06:58Garderob,
06:59he got
06:59investment
07:00from the
07:00European
07:01fund.
07:02The main
07:02advantage of
07:03the
07:03kazakhs
07:04start-ups
07:05in the
07:06world,
07:06and
07:06start-ups
07:08with
07:08artificial intelligence,
07:09that
07:09kazakhs
07:10start-ups
07:10are
07:10not
07:11They are absolutely
07:48Thank you so much for your insights.
07:53That's all for now.
07:54See you in the next episode of EastWestConnect.
