01:30Nais ni Sen. President Tito Soto na magkaroon ito ng kapangyarihan mag-file ng kaso,
01:34mag-freeze ng mga asset at mag-recommendan ng whole departure order.
01:38So isyo naman ni dating Chief Justice Renato Puno,
01:40bigyan ng proteksyon ng mga membro nito laban sa harassment at pang-impluensya para tunay itong maging independent.
01:46It is respectfully suggested that the bill should not only give the commission
01:53the power to investigate but also the power to file the appropriate charges
02:02and the power to prosecute them.
02:05Not just to investigate, not just to glorify the researchers.
02:10Pero nagpaalala si dating Sen. President Franklin Drilon,
02:14bagamat kailangan ng isang ad hoc committee dahil sa tindi ng problema,
02:17hindi ito dapat maging permanente at hindi nito dapat kunin
02:21ang kapangyarihan ng ombudsman o ng Commission on Audit.
02:23We should not just keep on adding the officers but strengthen the ombudsman
02:32because constitutionally that is the agency that was created for this problem.
02:38Remember that we abhorred the arrest and seizure order or ASSO issued by the Secretary of National Defense
