00:56As the leader of the democratic forces in Venezuela,
01:01María Corina Machado
01:02is one of the most extraordinary examples
01:07of civilian courage in Latin America
01:10in recent times.
01:13Ms. Machado has been a key unifying figure
01:17in a political opposition
01:19that was once deeply divided
01:22and a position that found common ground
01:26in the demand for free election
01:29and representative government.
01:32This is precisely what lies at the heart of democracy.
01:38Our shared willingness
01:40to defend the principles of popular rule
01:44even though we disagree.
01:48At the time when democracy is under threat,
01:52it is more important than ever
01:54to defend this common ground.
01:59Venezuela has evolved
02:01from a relatively democratic
02:04and prosperous country
02:06to a brutal and authoritarian state
02:10that is now suffering a humanitarian
02:12and economic crisis.
02:16Most Venezuelans live in deep poverty,
02:20even as the few at the top enrich themselves.
02:24The violent machinery of the state
02:27is directed against its own population.
02:32Nearly 8 million people
02:35have left the country.
02:37The opposition has been systematically suppressed
02:42by means of election rigging,
02:44legal prosecution and imprisonment.
02:47Venezuela's authoritarian regime
02:51makes political work
02:53extremely dangerous.
02:56As the founder of Sumate,
02:58an organization devoted
03:00to democratic development,
03:02Ms. Machado stood up
03:04for free and fair elections
03:06more than 20 years ago.
03:09As she said,
03:11it was a choice
03:12of ballots over bullets.
03:17In political office
03:19and in her service
03:20to organizations since then,
03:23Ms. Machado has spoken out
03:24for judicial independence,
03:27human rights
03:27and popular representation.
