00:25Gaya na lang ng mga ayudang AICS at Tupad at Medical Assistance ng DOH.

00:31Hindi rin daw tinanggal ang mga alokasyong hindi malinaw at madaling maabuso

00:34tulad ng confidential funds at unprogrammed appropriations.

00:39Ang BARC na tinutukoy ng grupo ang committing sumisilip sa budget bago ito ipasa.

00:44Sabi naman ni House Appropriations Committee Senior Vice Chairman Albert Garcia,

00:49walang pork barrel o anuman discretionary funds ang mga mababatas.

00:53Ang mga ayuda ay parte raw ng budget ng iba't ibang ahensya,

00:57kaya ang mga ahensya ang magpapatupad nito.

00:59Kung may naman sa Unprogrammed Appropriations,

01:02sinabi ni Garcia na marami pa silang inaayos.

01:05Ayon kay House Appropriations Committee Chief Person Mika Swansing,

01:09tinanggal na nila sa Unprogrammed Appropriations ang pondo

01:12para sa local infrastructure projects.

01:15One of the safeguards that we can put in pertaining to Unprogrammed Appropriations

01:22would be to remove infrastructure from the allowable or authorized disbursements under SAGIP,

01:30some of which are flood control projects.

01:33Sabi po nila sir, yun daw pong Unprogrammed Appropriations ay isa rin form of pork

01:39at ang panawagan ko nila ay tag na rin.

01:45Ayaw ko lang ipre-empt, no?

01:46But we're making adjustments pagdating sa Unprogrammed Appropriations.
