00:31Republicans and Democrats continue to trade blame as they struggle to break the deadlock.
00:36Meanwhile, the Trump administration has also frozen $26 billion in funding for Democratic-leaning states.
00:43This included $18 billion for transit projects in New York
00:46and $8 billion for green energy programs in states like California and Illinois.
