00:01:53which restricts the ability now of universities, research institutions and non-profits
00:01:58to hire an unlimited number of foreign workers.
00:02:02So it's not just a cap on the number of H-1B visas that can be given.
00:02:07It is also a cap on various universities,
00:02:09how much a particular university then can hire or give to foreign workers.
00:02:18So putting a specific cap, as of now there are yearly limits
00:02:22and not everyone counts against the cap.
00:02:26But some people, and then there are those who are cap exempt,
00:02:30like universities, non-profits.
00:02:34And what Tom Cotton's bill is asking or seeking is
00:02:37that there needs to be a cap on universities as well as non-profits.
00:02:43The bill will also change the 1.3 rule,
00:02:46which in today's times means that H-1B visa holders can often extend the visa or switch employers.
00:02:57But once this bill gets in, if at all it becomes a legislation,
00:03:04then you will have people who are already in the U.S.
00:03:09might have to go through the lottery system all over again.
00:03:13So the extensions that you can get after already winning the lottery
00:03:18and getting an H-1B and being in the United States of America,
00:03:22this bill effectively will do away with that clause
00:03:26and that H-1B for three years must be counted under that cap
00:03:32is what Tom Cotton's bill says.

00:04:55In this case, we're looking at Senate Democrats who have voted down the funding bill.
00:05:02And this was amid all the threat by Donald Trump that he is going to make democratic states really pay for
00:05:13if this bill does not go through.
00:05:15It's a 55 to 45 vote, which means that the federal funding for seven weeks now have fallen short.
00:05:24And this practically means the closure of spending in healthcare sphere.
00:05:39And if there is no federal spending in the healthcare department,
00:05:46then healthcare benefits and priorities will get shoved,
00:05:51which could practically mean government closure,
00:05:56where a lot of the federal workers will either be furloughed or laid off,
00:06:01which means they'll have to take time off because the government will not have money to pay their salaries.
00:06:08So, this is the healthcare system coming to a jolt and halt should the government not go ahead
00:06:17and find a way to get this entire bill or all the funding and spending through.

00:34:23However, Trump's pharma tariffs pose a direct threat to major Indian drug makers.
00:34:28Under the new regime, only companies with US-based manufacturing facilities will be exempt.
00:34:33While generic medicines are technically spared for now,
00:34:36there's growing concern that Washington could soon extend the levy
00:34:39to complex and branded generics as well.
00:34:42Now, Trump was blunt saying that he loves tariffs,
00:34:45adding that US was becoming rich as hell
00:34:47and that other countries took advantage of US for years.
00:34:50Trump and Pfizer have struck a deal to lower US drug prices,
00:34:54granting the pharma giant a key exemption from the new tariffs.
00:34:58Under the agreement, Pfizer will reduce drug prices,
00:35:01offer most favoured nation pricing to Medicaid,
00:35:05and invest $70 billion in US manufacturing and research.
00:35:09In return, the company receives a three-year grace period,
00:35:12shielding it from the very tariffs now impacting Indian pharmaceutical firms.

00:35:21but from India's perspective,
00:35:23it's a protectionist measure that threatens to disrupt pharma exports
00:35:26and also squeeze profit margins
00:35:28and tilt the playing field in favour of US-based giants like Pfizer.
00:35:32This is a critical step forward to our work
00:35:37and to improve healthcare and hard-working low-income Americans,
00:35:40especially low-income Americans,
00:35:42will be helped so greatly.

00:37:14to the parliamentary panel had responded that there is not much impact
00:37:23that could come on India as a pharma market, as a pharma export market.
00:37:28Because if you look, most of our exports are mainly on the generic aspect of it
00:37:33and not branded or patent, which the U.S. administration's executive order lists.
00:37:38Now, India almost exports close to 40 percent of these generic medicines.
00:37:44And currently, we are not in the loom and gloom area.
00:37:49But the generics do provide us a cushion on the fact that they are not going to be
00:37:56tariffed at 100 percent as per the latest executive order.
00:38:00But however, this does not mean that there cannot be a future risk owing to the fact
00:38:06that U.S. administration has also said that they want to work on increasing domestic production
00:38:11of APIs, which could actually harm the Indian market in the long run.
00:38:15So while there is no direct impact of exports on pharma from today,
00:38:19except the speciality drugs, which will definitely impact a couple of companies.
00:38:24And because the country of origin of each product is going to matter a lot,
00:38:30as per Nomura, a couple of companies, including that of India,
00:38:34Sun Pharma could be hit because they almost export close to $1 billion of this to the U.S.
00:38:43when it comes to the speciality drugs.
00:38:44So right now, we are safe, but the future is uncertain.
00:38:47And that's why India will have to derive its own export measures on this.

00:38:53Karishma, also Donald Trump claims that he's imposing tariffs in order to make health care
00:38:57cheaper in America.
00:38:58But is imposing tariffs enough to bring the drug prices down?

00:39:32it is not going to be an easy way out of them, at least in the short run.
00:39:37However, I think with their agreed arrangements with certain countries,
00:39:40for example, with EU, they have a 15 percent tariff cap when it comes to pharma.
00:39:45So, the 100 percent does not imply to them.
00:39:47So, that will cushion the blow that Donald Trump is already giving.
