00:01Wir befinden uns eine große Veränderung in Transnationales,
00:07Terrorismus, Terrorismus, der nexus zwischen den beiden.
00:12Und es ist wirklich wichtig, dass wir alle arbeiten zusammen.

00:55The Baku Security Forum is an international event
00:57that defines global and regional threats and risks
00:59and studies ways of its mitigation.
01:01This annual gathering of security experts
01:03and heads of many intelligence services
01:05representing countries from all continents of the world.
01:08Their attendance demonstrates clearly
01:10that the Forum is a place of mutual trust and cooperation.
01:13This is the third Baku Security Forum attended by special services
01:18from over 80 countries.
01:20All focused on navigating an increasingly fragmented global security landscape.
01:26The Forum was organized by the State Security Service of the Republic of Azerbaijan
01:31and topics of discussion included terrorism, cyber security, disinformation
01:36and the importance of cross-border collaboration and unification.
01:40You know, if the terrorists themselves are able to cooperate,
01:43if you look at ISIS or Daesh or Al Qaeda,
01:49there are a group of international terrorists that are able to cooperate together
01:54and disrupt governments and peace-loving global citizens.
02:02Therefore, it is imperative for us as governments to be able to do the same.
02:06Otherwise, they will be able to overcome us and disrupt and destroy and kill people
02:13with wanton disregard of authority.
02:18So, cooperation is key and very important.
02:22And there is no other way to be able to overcome these threats.
02:27Proper organization or the interaction of security agencies
02:31is not limited to reducing the consequences of emergencies,
02:34but it is also crucial in terms of improving the well-being of citizens
02:38and ensuring the security and legitimacy interests of the State.
02:42by supporting the implementation of humanitarian measures.
02:46The UN represented at the forum for the first time,
02:49reflecting the importance of international conversations,
02:52paving the way for real-world impact.
02:55From a United Nations perspective,
02:57attending events such as this provide us an opportunity to engage
03:02with a critical part of the security apparatus,
03:04namely heads of counter-terrorism and security agencies.
03:07It allows us to understand from their perspective
03:11the threats they face, challenges, but also allows us to discuss with them
03:17any capacity-building gaps they may have.
03:21It certainly helps us to build our strategies based off that information
03:26and there is nothing better than doing it face-to-face.
03:28The forum also paved the way as a platform for constructive dialogue
03:32between countries that have been party to conflicts such as Azerbaijan and Armenia.
03:36It was a sentiment echoed by the directors of the National Intelligence Service of Kenya and Argentina.
03:42I mean, if you can't talk and sit down,
03:44there's no way then you'll be able to solve the many myriad problems that we are facing,
03:49the many security challenges, whether it's Ukraine-Russia war or what's happening in Gaza
03:55or in Sudan and other African countries.
03:59It's only through dialogue and forums like this that solutions can be found.
04:05And it's the only way that we can get best practices and also learn from each other
04:11on how best to solve these problems that we are facing globally.
04:15In three days, we were able to have access to meetings with many of these countries.
04:21In three days or two days, we achieved what normally takes two years.
04:26Relationships are strengthened.
04:28Trust is strengthened.
04:30Countries or services with which we would never have had so many relationships.
04:35From geopolitical tensions and renewed debates on multilateralism and security priorities,
04:41the conversations here reflected both the urgency and complexity of today's global security challenges.
