02:38and ensuring the security and legitimacy interests of the State
02:42by supporting the implementation of humanitarian measures.

02:54From a United Nations perspective,
02:57attending events such as this provide us an opportunity
03:01to engage with a critical part of the security apparatus
03:05namely heads of counter-terrorism and security agencies

03:11the threats they face, challenges
03:14but also allows us to discuss with them
03:17any capacity-building gaps they may have.
03:20It certainly helps us to build our strategies

03:26and there is nothing better than doing it face-to-face.

03:30as a platform for constructive dialogue
03:32between countries that have been partied to conflicts
03:35such as Azerbaijan and Armenia.

03:39of the National Intelligence Service of Kenya and Argentina.

03:47the many myriad problems that we are facing
03:49the many security challenges
03:51whether it's Ukraine-Russia war
03:54or what's happening in Gaza
03:56or in Sudan and other African countries
03:59it's only through dialogue and forums like this
04:03that solutions can be found
04:05and it's the only way that we can get best practices
04:08and also learn from each other
04:11on how best to solve these problems
04:14that we are facing globally.

04:18to meetings with many of these countries.
