00:00Development aspirations and the use of peaceful nuclear energy is something that we support.
00:09And it gives me great pride to say that Russia is the only country in the world to possess
00:14competences along all the components of the technological chain in nuclear energy.
00:19And thanks to our security and safety as well as resilience to external influence, the Russian
00:26designed MPPs enjoy the highest demand across the world.
00:30I will also add that we are also developing projects in small and modular reactors, both
00:37ground-based and floating MPPs.
00:39The head of Ross Atom has just spoken about that.
00:42And very soon, we will produce them on a commercial scale.
00:47We believe that the nuclear, peaceful nuclear energy technologies constitute a foundation
00:53for broad-based international cooperation for bringing countries together.
00:58Russia is interested in fostering stable long-term environment for projects in nuclear.
01:04Our country's absolute priority is ensuring nuclear security and safety for both nuclear
01:12installations and facilities, regardless of where they are located.
01:16Thus, it is important to further improve the security guidelines and reliability guidelines
01:25at every stage of nuclear cycle, starting from uranium extraction to operation of reactors
01:34to treatment of spent nuclear fuel and radioactive waste.
01:38And we need to regulate this field in such a way to strike the optimal balance between the
01:44the development of base fuel and nuclear energy and reinforcing the non-proliferation regime.
01:49It is evident that the construction of MPPs requires significant funds.
01:55And that means that the risks and benefits have to be well-balanced between the major participants
02:00of such projects.
02:01I refer to states, investors, and consumers.
02:05I believe we need to build modern funding models for MPP constructions.
02:11We need to engage international financial institutions as well as development banks in such projects.
02:18And I would like to add in that regard that at the beginning of this year, the NDB established
02:24by BRICS countries has reaffirmed its willingness to fund nuclear projects.
02:28And at the end of last year, at Russia's initiative, a new mechanism for coordinating BRICS countries was
02:35established, namely the BRICS nuclear energy platform.
02:39The thing is, one-fourth of uranium deposits is accounted for by deposits of metals where
02:47uranium is but an associated component.
02:51And that is where I'm moving on to.
02:54This is the most important thing.
02:55By 2030, as soon as 2030, in Tomsk region in Russia, we plan to launch the world's first nuclear
03:05power system with a closed nuclear fuel cycle.
03:09What does it signify?
03:10This is a revolutionary invention by Russian engineers and scientists.
03:15It means that almost all of the volume of fuel, 95 percent of spent nuclear fuel, will be reused
03:24multiple times in reactors.
03:27This mechanism will allow us to almost fully address the problem of the pile-up of radioactive waste.
03:37And most importantly, it will help us address the issue of securing supplies of uranium.
03:44To invite scientists from different countries to cooperate with us because this is the advent
03:51of a new era.
03:53Dear friends, our meeting here, the Global Atomic Forum, is scheduled to take place because there
04:01are two important dates.
04:02We're celebrating, first, the 80th anniversary of the Russian nuclear industry as well as the
04:07Nuclear Industry Workers' Day, which is celebrated annually in our country on September the 28th.
04:14And I'll remind you, we've just talked about that with colleagues, but I'd like to say that
04:19in a broader audience.
04:20The first decision happened on September the 28th, 1942, in the Soviet Union.
04:31Back then, the Great Patriotic War was in full swing.
04:37The outcome had not been certain yet.
04:41That was still the most dramatic stage of the Great Patriotic War, because the Battle of
04:47Stalingrad was in full swing, it was still ongoing, and the State Defense Committee made
04:58a decision on starting working on uranium.
05:04And I would like to sincerely offer my congratulations to the Russian nuclear industry workers,
05:11scientists, and the veterans, as well as the guests of the forum, and on your behalf, the
05:17professionals from former USSR republics that are brought together by the traditions of the
05:23great Soviet Ministry of Medium Machine Building.
05:26These traditions have to be kept up.
05:27I would like to wish you every success for the benefit of the citizens of our countries,
05:33Poland, without exaggeration, for the benefit of humanity at large.
05:37It's not a question who will build the MPP.
05:40We will build it ourselves.
05:44And now we are already involved in the construction of the MPPs in other countries in the world.
05:51So I'll reiterate, there will be many MPPs, but what Russia is doing today would be impossible
06:01for any other country.
06:03It is a great thing that Russia is implementing today, and for that it is honored and respected
06:09in the world.
