00:30In the name of God, most compassionate, most merciful, the Syrian story is filled with emotions and it mixes pain with hope.
00:44The Syrian story is a story of struggle between good and evil and between the weak right cause that has no supporter except God.
00:56Our story is one of the lessons of history and it is an embodiment of noble human meanings and values.
01:06In this eternal struggle between good and evil, we find the Syrian story that tells a new chapter of the struggle,
01:16one filled with creativity and determination and patience and torture and pain and sacrifice
01:23and clinging on to noble customs and values and hard work and relying on God.
01:33All these are tools for truth against injustice and falsehood.
01:39Your Excellencies, Mr. Secretary General, Madam President of the General Assembly,
01:45Your Excellencies, may the peace of God be upon you.
01:47I come to you from Damascus, the capital of history and the cradle of civilizations,
01:54a beautiful country that has taught the world the meaning of civilization and the value of human beings
01:59and coexistence to be a beacon for the world.
02:05Syria, however, for 60 years fell under a repressive rule that disregarded the value of the territory it ruled over.
02:15For long years, we've suffered injustice and deprivation and oppression.
02:20Then we rose in claiming our dignity.
02:27The previous regime has used the worst kind of torture against our people,
02:34chemical weapons and bombardment and torture in prison and displacement and sectarian strife
02:43and used drugs against our people and the world.
02:45It has torn our country apart and brought forth fighters from around the world.
02:58The former regime killed around a million innocent people and displaced thousands and millions
03:05and demolished two million homes.
03:10Ladies and gentlemen, the unarmed people were attacked using chemical weapons.
03:19Our women and children have inhaled toxic gases, all this to silence truth.
03:25And with all this criminality, there was no language for solution.
03:32Despite the office, this people had no means and choice but to organize itself
03:38and to organize militarily, to oust a criminal regime.
03:45It was a military operation that was filled with mercy and good and that prioritized tolerance
03:55and that did not target civilians.
03:58It targeted justice without vengeance.
04:02We restored our right and we became victorious for sake of our grievances.
04:09We were victorious for the mothers of martyrs and for all of you, people of the world,
04:15for the future of our children and yours.
04:18And we paved the way for the return of refugees and we destroyed the trafficking of drugs.
04:29Accordingly, Syria has transformed from an exporter of crisis to an opportunity for peace
04:36for Syria and the region, ladies and gentlemen.
04:42This unique Syrian achievement and the solidarity between our peoples
04:47have led us to try to uproot sectarianism and to fight against attempts to divide our country once again.
04:57But the Syrian people are aware enough to understand and to resist.
05:04We formed commissions for fact-finding and granted access to UN fact-finding missions.
05:14I guarantee to bring to justice everyone accountable and responsible for bloodshed.
05:22And in this context, Israeli strikes and attacks against my country continue
05:27and Israeli policies contradict the international supporting position for Syria which threatens
05:37new crises and struggles in our region for this purpose and in face of this aggression.
05:47Syria is committed to dialogue and we are committed to the disengagement of forces agreement of 1974.
05:53And we call on the international community to stand beside us in the face of these attacks.
05:59Ladies and gentlemen, from the very moment the former regime fell,
06:05we set out a clear strategic policy built upon three pillars.
06:10Balanced diplomacy, security, stability and economic development.
06:15We filled the power vacuum, called for an inclusive national dialogue
06:20and announced a government of competence for this purpose and in face of this aggression.
06:28Syria is committed to dialogue and we are committed to the disengagement of forces agreement of 1974.
06:35And we call on the international community to stand beside us in the face of these attacks.
06:41Ladies and gentlemen, from the very moment the former regime fell,
06:46we set out a clear strategic policy built upon three pillars.
06:51Balanced diplomacy, security, stability and economic development.
06:57We filled the power vacuum, called for an inclusive national dialogue
07:01and announced a government of competence.
07:03We strengthened the principle of participation
07:05and established a national commission for transitional justice
07:08and another for the missing, ensuring justice and fairness.
07:12We are now proceeding toward electing representatives of the people in the Legislative Council.
07:18We restructured civil and military institutions, dissolving all previous formations.
07:24Through intensive diplomatic activity, Syria restored its international relations
07:29and forged regional and global partnerships
07:32and achieved the gradual lifting of most sanctions.
07:35And we call now for the complete lifting of sanctions
07:38so that they no longer shackle the Syrian people.
07:43Investment laws have been amended
07:45and major regional and international companies have already begun entering the Syrian market,
07:51contributing through investment and reconstruction.
07:54Syria today is rebuilding itself through establishing a new state,
07:57building institutions and laws that guarantee the rights of all without exception.
08:03A land of ancient civilization and culture deserves to be a state of law,
08:10protecting everyone, safeguarding rights, guaranteeing freedoms
08:14and fostering life to flourish while turning the page of a wretched past.
08:19We are determined to restore Syria's glory, dignity and honor.
08:23And in continuation of the Syrian story,
08:25I declare before you today the triumph of truth over falsehood.
08:29Truth has come and falsehood has perished.
08:32Syria is reclaiming its rightful place among the nations of the world.
08:38This announcement is the echo of a great people's will,
08:42a people who forged glory throughout the ages,
08:45who rose again from beneath the rubble to restore their rights and freedom and dignity
08:50on behalf of the Syrian people.
08:52I extend gratitude to everyone who stood by the Syrian cause,
08:57who aided Syrians in their tragedy,
09:00and who welcomed them in their countries,
09:01and to all nations and peoples who rejoiced in the victory of the Syrian people's will.
09:07And I particularly thank Turkey, Qatar, the Kingdom of Saudi Arabia,
09:11and all Arab and Islamic states, the United States of America, and the European Union.
09:15And before I conclude, let me affirm the suffering Syria endured,
09:20we wish upon no one.
09:23We are among the peoples most deeply aware of the horrors of war and destruction.
09:28For this reason, we stand firmly with the people of Gaza.
09:31For this reason, we stand firmly with the people of Gaza,
09:43its children and women, and all peoples facing violations and aggression.
09:47We call for an immediate end to the war.
09:49In conclusion, the Syrian story has not come to an end.
09:52It continues to write a new chapter entitled
09:55Peace, Prosperity, and Development.
09:58And may the peace of God be upon you.
