Permeable soils and giant tunnels: Lisbon is becoming a ‘sponge city’

Lisbon has invested €250 million in a major drainage plan that combines large-scale infrastructure with green solutions to reduce flood risks and position the city as a European leader in climate resilience.

00:00We want to have a city that is future-proven and future-protected for the climate change.
00:09The city was built from hills, like seven hills of Lisbon, so we've been suffering by floods like every year.
00:16And last two years ago we had two big floods of 100-year rain floods, but they happen in one week, two of those.
00:24And so that's when we decided really to start these works.
00:27There's nothing like this, you're talking about a tunnel of 5.5 meters of diameter and 5 kilometers to the river.
00:34I think this will be major in all Europe as an example of that adaptation.
00:38And then on the side, we have done a lot of mitigation.
00:41We have this objective, it's a very clear objective of being carbon neutral by 2030.
00:46We've signed a contract with the European Union.
00:49The buses have to be totally free of fossil fuels by 2030.
00:53The tunnel has to be done, the public transportation, the climate shelters.
00:59And I'm really a believer that politics is changing and now you really have to involve citizens.
01:04And if you don't do that, they will react against you.
01:07It's not you that you are the boss or the visionary.
01:10That's in the past.
01:11You have to include them and you have to let them be the visionaries.
