00:41and Gentlemen, A very good morning to all of you. On behalf of the Government of Andhra
00:47Pradesh, it is an honour and a privilege to extend a warm welcome to each one of you to
00:53this dynamic and picturesque city of Vishakhapatnam for the 28th National E-Governance Conference.
01:00We take immense pride in hosting this distinguished event, jointly organized by Department of Administrative
01:05Reforms and Public Reviences and the Ministry of Electronics and Information Technology, Government
01:11of India, in partnership with the Information Technology, Electronics and Communication Department,
01:18Government of Andhra Pradesh. This conference brings together thought leaders, policy makers,
01:25innovators and practitioners from across the country. I extend my heartfelt greetings to this
01:30august gathering. The theme for this year, Vikasid Bharat, Civil Services and Digital Transformation,
01:37AgriStack, Cybersecurity and E-Governance, and Benchmarking and Advancement of Service Delivery.
01:44These are all central to accelerating sustainable policy service delivery and citizen empowerment.
01:50Complementing to the plenary sessions, this conference will also host focused breakout sessions,
01:57providing opportunities for in-depth discussion and collaborative ideation. Andhra Pradesh has
02:02a proud legacy of being at the forefront of technology-led governance.

02:23real-time governance systems to digitizing land and service delivery platforms, from deploying
02:30hardware systems to leveraging analytics for decision-making, Andhra Pradesh has consistently
02:34sought to align governance with innovation. Initiatives such as WhatsApp Governance, Manamitra,
02:40Data Lake Implementation, CCTV projects, AWARE, RTGS Lens, AI-enabled government website search,
02:48and chart-board solutions are emblemic of our commitment to innovation and transparency.
02:53We are also advancing frontier technologies through initiatives like Radhantata Innovation Hub
02:58and the Emerging Quantum Valley, which aims to position Andhra Pradesh as a nucleus for cutting-edge
03:04research, innovation, and digital entrepreneurship. Yet, while technology opens up unprecedented possibilities,
03:10it also brings responsibilities. Digital systems must be inclusive, ensuring that no citizen
03:16is left behind due to geography, literacy, or access. They must be secure, protected, and
03:22the integrity of public platforms. They must be ethical, guided by principles of transparency,
03:29accountability, and fairness. And they must be adaptive, capable of evolving with technological
03:36change. The public sector today stands at an inflection point. Technologies such as artificial
03:43intelligence, data analytics, secure cloud platforms, and next-generation connectivity presents
03:51unparalleled opportunities to improve decision-making, personalized services, and enhance responsiveness.
03:56At the same time, these technologies raise complex questions of ethics, equity, and security.
04:03It is therefore essential that the civil service evolve not merely as adopters of technology, but also
04:12as architects of frameworks that ensure technology is applied responsibly, transparently, and inclusively.
04:18We are indeed fortunate to have with us today as the Chief Guest, our Honorable Chief Minister, Srinara
04:25Chandrababhanya Adhigaru, a leader whose vision for technology-driven governance has inspired an entire
04:31generation of administrators and policymakers across the country. His pioneering emphasis on technology
04:37adoption has been instrumental in positioning Andhra Pradesh as a leader in governance reforms. We are also honored by the
04:44presence of our guest, Afanat. And we also extend a warm welcome to the Secretaries from Government of India, whose vast
04:53experience and insights will enrich our deliberations. I am confident that the discussions over these two days will generate valuable
05:00insights and actionable strategies for advancing e-governance and strengthening the role of civil service in
05:07building a Vikasit Bharat. Once again, I extend a warm welcome to each one of you to this landmark conference. May our
05:15deliberations be rich in ideas, grounded in practicality and bold in ambition, lighting the path towards a
05:22governance framework that is innovative, inclusive, transparent and transformative. Thank you.
05:29Thank you, sir. Thank you very much. Now I invite the Additional Secretary, Minister of Electronics and Information
05:34Technology, Government of India, and the Director General, National Informatics Centre, NIC, Shri Abhishek Singh, sir, to please
05:40come forward and give his message.
05:45Thank you. Most respected Honourable Chief Minister Shri Chandra Babu Naidu Ji, Secretary DIRPG, Chief
05:52Secretary Andhra Pradesh, my colleagues Bhaskar, Puneet and Sarita, distinguished dignitaries, colleagues and friends.
06:00It is my honour and privilege to be here today at the 28th National E-Governance Conference and to be
06:06speaking in this August gathering. At the outset, I would like to extend my heartfelt thanks to the Government of
06:13Andhra Pradesh for graciously hosting this important national conference. Andhra Pradesh has always been a
06:20front-runner in digital transformation and e-governance. And it is only befitting that we are gathered here in
06:26Vishakhapatnam to deliberate on the future of digital governance in India. I would also like to take an
06:32opportunity to congratulate all the National E-Governance Award winners today. This year, selecting the awardees was
06:38very challenging for the jury for which I was fortunate to be part of. It was really an enlightening learning experience
06:45to learn about all the innovation that is going on across India. Over the past decade, under the vision of Digital India,
06:52our country has witnessed a remarkable transformation in how governance is delivered. Today, citizens across the length and
06:59breadth of India benefit from seamless access to government services, whether through Aadhaar-enabled
07:06platforms, UPI, DigiLocker, or E-Office. These initiatives have not only improved transparency and efficiency,
07:14but have also brought government closer to every citizen, fulfilling the spirit and dream of good governance.
07:21Andhraar Pradesh has been a leader and trendsetter in this journey. From pioneering digital service delivery to adopting
07:28emerging technologies, the state has consistently demonstrated how innovation can be harnessed for governance. One example I
07:37must highlight today is the leadership the state of Andhraar Pradesh has shown in getting the mobile app for E-Office developed by
07:45NIC and adopting it. This step will make governance faster, more responsive, and more citizen-centric.
07:52I am delighted to share that this mobile app will soon be extended to all states and union territories, enabling
07:59officials across India to work more efficiently, anytime, anywhere. The National Informatics Centre has been a
08:06proud partner to both all departments of Government of India and the State Government.
