Taiwan is preparing its public for a potential conflict with China with a newly updated handbook that gives a new focus on civil resilience.

00:08A new civil defense handbook wrote out by Taiwan's military hopes to provide the answers.
00:25Taiwan has published similar handbooks in the past,
00:28aimed at preparing the public for war.
00:31But the latest one shifted the focus
00:33to building resilience across society as a whole,
00:36while also providing guidance on natural disasters as well,
00:40something some residents say is essential.
00:43I think it's important to think about wars and
00:46some of the necessary tools of the war.
00:50I think that's enough,
00:52because the war is the most important thing to fight.
00:55But if you don't have this information,
00:58you don't know how to change the crisis.
01:01In terms of climate change,
01:03I think Taiwan's education is very good.
01:05But I don't know where the war is.
01:08The handbook also highlights the need to spot misinformation,
01:22warning that Chinese-owned apps like DeepSeek and TikTok
01:25could put personal data and privacy at risk,
01:28information that could be weaponized in wartime.
01:31It also warns that in the events of a military invasion,
01:34any claim that the government has surrendered
01:36or that Taiwan has been defeated is false.
01:39But to some Taiwanese people,
01:41the definition of surrender can be controversial.
01:44The government plans to distribute an initial 5,000 copies
02:00at three supermarkets chains across Taiwan.
02:03An online version will also be available.
02:06While Taiwan hopes conflict never comes,
02:09the handbook is a reminder that
02:11readiness begins with a plan if it does.
