00:34At the outset, the United Arab Emirates
00:37condemns in the strongest words
00:38the Israeli blatant attack on Qatar yesterday.
00:43This is a flagrant violation of the sovereignty of Qatar
00:46and an attack on the international law and the UN Charter.
00:51Mr. President, peacekeeping remains a key pillar
00:54in the work of the UN.
00:56It is a symbol of multilateral cooperation
00:59and reflects the common objectives
01:03to maintain international peace and security.
01:06Eight years after the establishment of the UN,
01:09it's more than ever now the need to maintain peace
01:13and develop peace operations to face the current realities.
01:19We will focus on four points.
01:21First, increase the effectiveness of peace operations
01:24by drawing a flexible, precise, and adaptive peace of mandates.
01:31And we should have mechanisms of monitoring
01:33to ensure the full implementation of these mandates
01:35within the timeframe.
01:37This is consistent with UN-80.
01:40It is a crucial step to ensure the optimal use of resources
01:47and optimize the impact on the ground.
01:54Second, peace operations should be seen as a key pillar
01:58within the sustainable peace that includes conflict prevention,
02:03resolution, and peace building.
02:04Here, I would like to refer to Security Council Resolution 2286
02:11on reconciliation, peace, and security.
02:14It stressed this approach as it connected these phases
02:18to ensure the success of peace operations.
02:21We would like to seize this opportunity to express our appreciation
02:25to the Department of Peace Operations,
02:27and we stress that effort should continue to implement the mandates
02:32and ensure they are consistent with the broader system of sustainable peace.
02:37Third, comprehensive initiatives for capacity building
02:42should be enhanced either through programs or using developing technologies
02:47like AI, which will ensure the success of peace operations
02:50and maximize their impact.
02:53We are hosting initiatives like the heads of police components
02:59in peace operations.
03:02We have organized this for four years,
03:03and the upcoming one will be held on October.
03:06Such initiatives build the capacities of those working in peace operations
03:11and ensure more sustainable results.
03:14Fourth, effective strategies cannot be found without the engagement
03:20of local communities, including women and youth,
03:23as key participants in peace operations.
03:26The initiative of Sheikh Fatma bin Mubarak for peace and security
03:31launched in cooperation with UN women is an example of that.
03:36This initiative trained many female workers in peace operations,
03:41in conclusion, the UAE stresses that the continued reform of peace operations
03:47is an investment in a more safe and secure future.
03:50UAE reiterates its commitment to supporting efforts to enhance peace operations
03:56and ensure they are consistent with efforts of security and development.
