00:00Call? No, we are not. Thank you, Mr. President. Mr. President, over the August recess, I traveled
00:06across Illinois to find out what folks were thinking. There was one answer I heard more
00:12than any other. It was a concern about the health care cuts contained in the so-called
00:17Big Beautiful Bill. You remember that was the Trump budget that passed the Senate here
00:23with a party-line vote. Their concerns, I think, are justified. This bill will cut Medicaid
00:30by $1 trillion over the next 10 years. It will cause up to 17 million people to lose their
00:37health care. I just learned this afternoon that premiums paid for dental insurance are likely
00:45to go up as much as 90% because of the big, beautiful Trump budget bill. 90%. It's likely
00:53that 4 million Americans will lose dental insurance on top of the health insurance losses I just
00:59mentioned. This means millions of Americans will no longer be able to afford prescriptions,
01:05hospital visits, surgeries. It's going to take its toll on America's population. And it won't
01:12just be the uninsured who are affected. I've heard from hospitals across my state that these
01:17health care cuts will force them to close. Republicans tried to use the August recess to convince Americans
01:24that these cuts are worth it because they'll see big tax breaks in economic growth. But they're
01:30wrong. Working families making less than $35,000 a year will see a tax break of $150 a year,
01:39$3 a week. Most of the tax breaks will go to billionaires making much more money like Elon Musk
01:48who could see tax breaks of more than $300,000, $6,000 in tax cuts a week, $3 a week for working
01:58families at the low end, $6,000 a week for the richest people in Illinois in the nation. Republicans claim to be
02:08the party of fiscal responsibility. And over the next decade, this big, beautiful Trump budget law
02:14will add a whopping $3.4 trillion to the national debt. This president is going to take the prize
02:21again. In his first term in office in four years, he added more debt to the United States Treasury than
02:28any president in history. Now he's going to break his own record. That means that while corporations and the
02:34ultra-wealthy received giveaways, working families will see higher inflation and prices due to this
02:41foolish trade war the president has initiated. Combined with health care cuts, working class families
02:47are going to be the losers. You know what I think? Instead of playing golf one day, the president should
02:53spend a day with real families in America. Take it most families now are preparing for the school year to
03:00start. Last month, students across Illinois returned to the classroom for the start of the school year.
03:06A new school year comes with a new list of school supplies. Backpacks, binders, notebooks, pens, pencils,
03:13tech, and more. For working families, especially those with several children, and for the teachers who
03:19go above and beyond by dipping into their own pockets to help the kids, that tab can add up quickly.
03:25And thanks to Donald Trump's numerous trade wars, families and teachers are actually feeling the
03:30squeeze in households across America. That's because prices on school supplies have risen under
03:36Donald Trump by more than 12%, $73 million compared to last year. Donald Trump campaigned on lowering
03:44costs on day one. Remember when he said that over and over again? And he promised his tariffs would
03:49somehow liberate American taxpayers. That's in reality, his misguided tariff wars have led to fear,
03:56higher uncertainty, and higher prices for American consumers. You wonder where he comes up with these
04:01numbers for tariffs. It sounds like it's a free association every morning. Should it be $25, maybe $50?
04:07Let's try $40. No, let's do $35. This sort of uncertainty is leading to chaos across the world.
04:14It's not just school supplies. Costs are up across the board on nearly everyday products. I'll show you.
04:21I go to my local supermarket in Springfield to make sure that I'm in touch with what real prices are,
04:27at least for a number of food items. Fresh vegetables are up more than 16% since June.
04:34Coffee is up nearly 30%. A carton of eggs is more expensive than it was last year. And that's not all.
04:41The cost to repair your car, to heat or cool your home, to pay for formula, diapers, and clothes for your
04:46kids, all up thanks to this president's policies. American businesses who Trump claims to be helping
04:53cannot plan because of the chaotic tariffs and their jarring impact on supply chain.
04:59President Trump's reckless tariffs, the highest rates in nearly a century, are projected to cost
05:05American families thousands of dollars. These tariffs are sales taxes that consumers across America have
05:12to pay. That's not liberation. That's a tax increase on every American family, and that's the president's
05:18plan. But the impact of these tariffs stretched beyond prices. It's also hitting American manufacturing.
05:25The uncertainty of Trump's tariffs have frozen the job market, driving investment away from U.S.
05:30factories and workers. Under this administration, the United States is set to lose nearly $500 billion
05:36by 2029 in manufacturing investment. Remember these tariffs we're supposed to create new manufacturing?
05:43We're still waiting. That hurts long-time manufacturing powerhouses, like the cities of Peoria,
05:48Decatur, and Rockford that I represent. They rely on good-paying manufacturing jobs to foster local business
05:54growth, support families, and drive innovation. Now, some targeted tariffs in areas where there's
06:00unfair foreign competition can be warranted, but that's not what's happening. What we have is chaos.
06:07Everyone knows the sloppy approach by this administration is bad for the American people,
06:13and yet another example of executive overreach by the president, which is why the courts have ruled
06:18these tariffs illegal. But instead of respecting the courts, President Trump has doubled down.
06:24On a truth social post, he said, quote, without tariffs, Trump said, our country would be completely
06:31destroyed, and our military power would be instantly obliterated, unquote, from the president.
06:38The problem is these tariffs, as we've shown, are already destroying the economy. And on the issue of
06:43military readiness and foreign policy, imagine what happened this week. The leaders of China and Russia
06:49and India and North Korea all decided to have a summit meeting in China to announce some new
06:56arrangement where they were going to work together. Donald Trump has brought our adversaries together
07:01in a way I never dreamed was possible. Trump's tariffs are reshaping the global order in a dangerous
07:07and unprecedented way. Just last week, Vladimir Putin of Russia and President Xi of China, our biggest
07:15adversaries were seen smiling with Prime Minister Modi during this trilateral meeting.
07:20President Trump's tariff policies have pushed India away from us and toward our rivals.
07:26Tariffs were supposed to strengthen our hand. Instead, they're weakening our position around the globe.
07:31These tariffs mean higher prices, less opportunity, and a weaker standing abroad.
07:36It's time to put American families and workers first and reverse course on this failed policy.
07:42I yield the floor.
