00:00I ask the unanimous consent that the quorum call be vitiated.
00:03Without objection.
00:04Mr. President, I spent the last four weeks traveling all around the great state of Wyoming from Cheyenne to Cody.
00:10Visited with people and families from all across the state.
00:14I was at our state fair in Douglas, the Dubois Firefighters Picnic, the River Festival and Shrimp Fest in Green River, Wyoming, and pancake festivals in Newcastle and Matitsi.
00:25And one year ago at events like this all around Wyoming, Wyoming families told me that they were very concerned because America, as they saw it, was heading in the wrong direction.
00:39They were really stressed about paying high prices a year ago.
00:43They were very angry about the wide open southern border.
00:46They were very anxious about what could have been a $4 trillion tax increase had the Democrats gotten their way.
00:56Well, Democrats have been the party of high prices and open borders, so it's no surprise that people in my home state, and in yours, Mr. President, were so very concerned.
01:06They were concerned because they saw our country and their future.
01:10They were less safe and less prosperous.
01:13They were facing a grim reality.
01:16But, oh, what a difference a year makes.
01:19Today, America is heading in the right direction.
01:22America is back on track.
01:24It's what I heard in every corner of Wyoming and what Americans are seeing all across the nation.
01:31Labor Day, just this past weekend, gas prices were at a five-year low for Labor Day gas prices.
01:38Small business optimism is at the highest in five months.
01:42Half a million new jobs have been created.
01:45Real wages continue to go up.
01:47inflation is staying low, and we are repeatedly beating the economists' expectations.
01:57Here in Washington, D.C., a city known for its crime, now this city is safer and cleaner, thanks to President Trump's common-sense policies.
02:07The American people were right to trust President Trump and Republicans in Congress to get America back on track.
02:15This is the beginning of the great American comeback.
02:20Mr. President, the Republicans' working families tax cuts law is going to continue to make historic progress.
02:28Wyoming families are going to be saving $2,400 this year because of the tax cuts.
02:33Now, that's according to a new analysis by the Tax Foundation.
02:38That's money back in people's pockets, paychecks, purses.
02:42That's where it belongs.
02:44This law cuts tax on tips.
02:47No tax on tips puts an extra $1,300 back into the pockets of waiters, barbers, bartenders.
02:55The law also cuts taxes on overtime.
02:58No taxes on overtime puts an extra $1,400 back into the paychecks of nurses, firefighters, police officers.
03:07The child tax credit is higher.
03:09This saves working families $2,200 per child per year.
03:14Seniors are going to pay less in taxes this year because of a new $6,000 deduction on Social Security benefits.
03:22The bottom line is this.
03:25Americans are going to keep more of what they earn.
03:28This is going to send less of the hard-earned money to Washington, D.C.
03:33And Wyoming people clearly understand the meaning of wasteful Washington spending.
03:40At the Wyoming State Fair in Douglas, I join Wyoming families in celebrating our state's rich heritage and history.
03:47Republicans' new law supports our farmers and ranchers.
03:53The law's disaster assistance helps families whose grazing lands are destroyed by wildfires or by drought.
04:00Its full expensing of up to $2.5 million for new equipment is also going to help grow businesses.
04:06The change in our law to the death tax, well, that's going to ease families' burdens and our worries,
04:13specifically providing certainty for families into the future.
04:18These policies make our farmers and our ranchers more prosperous and help feed the nation.
04:25Mr. President, not a single Democrat voted for these popular policies,
04:30policies that are making America safer and more prosperous.
04:33Not a single one.
04:37Every single Democrat voted instead to raise taxes by $4 trillion.
04:42That had been the largest tax increase in American history.
04:46So it's no surprise Democrats are putting the fear before the facts when it comes to this law.
04:53Just yesterday, Senator Schumer came to the floor and falsely claimed that the law doesn't help our rural hospitals.
05:00I need to set the record straight on that, Mr. President.
05:04Republicans created a $50 billion hospital, rural hospital fund.
05:13Specifically, rural hospitals.
05:14You're from a rural hospital state, Mr. President, as am I.
05:18I'm a doctor.
05:19I practiced medicine in Wyoming for over two decades.
05:21I was president of our Wyoming State Medical Society, was chief of staff of the hospital, which I practiced.
05:29I am in close contact with the hospitals and the doctors in my state.
05:34Since Obamacare became law over a decade ago, more than 100 rural hospitals have closed across the country.
05:42Many more are now at risk today.
05:44Today, this $50 billion rural hospital fund, it means real relief for our nation's rural hospitals.
05:53Yet every Democrat in this body voted against helping rural hospitals.
06:02Every one of them.
06:03Democrats in this very body even introduced legislation in July to eliminate this $50 billion rural hospital fund.
06:12Senator Schumer came to this very floor, and he bragged about the introduction of this bill that would hurt rural hospitals.
06:21At the same time, Democrats voted to continue to give free, free taxpayer-funded health care to illegal immigrants.
06:29That compounded the disaster of four years of Joe Biden's open border policies.
06:35Well, President Trump took immediate action, action to secure the border, action to end the chaos, action to protect American citizens.
06:46This message is now clear around the world.
06:50Don't come here and expect to get through our border if you're illegally trying to come here.
06:57Illegal crossings are now at record lows.
06:59For three months in a row, zero illegal immigrants were released into our country.
07:06Zero.
07:07Republicans in Congress went even further with our recent bill.
07:11We are finishing the wall at the southern border, hiring more border agents, and investing in immigration and customs enforcement.
07:18From cutting taxes to securing the border, America is safer, stronger, and more prosperous today than it was a year ago.
07:28So, this is all the result of the work of President Trump and Republicans in Congress.
07:35The people of Wyoming feel the difference, and they're not alone.
07:39People all across America see that our nation is getting back on track.
07:44Thank you, Mr. President.
07:47Mr. President, I ask unanimous consent to waive the mandatory quorum calls with respect to the Lollanahan and our two nominations.
07:55Without objection.
07:56Thank you, Mr. President.
