00:05nagkasundo na ang mga party leader ng Kamara na nai-rekomenda

00:07ang pagbabalik ng 2026 National Expenditure Program

00:11sa Department of Budget and Management.

00:18We have decided as a group to recommend the return of the 2026 National Budget

00:27to the DBM.

00:30Sama-samang humarap ang mga party leader ng Kamara.

00:33Ito ay para i-anunsyo ang kanilang rekomendasyon

00:36na ibalik muna sa Department of Budget and Management

00:39ang 2026 National Expenditure Program.

00:42Ayon kay House Deputy Speaker Ronaldo Puno,

00:46Chairman ng National Unity Party, maraming problema ang NEP.

00:50Ayusin dapat muna ito ng DBM kesa naman sila ang masisi.

00:54Kapag naaprobahan ang rekomendasyon,

00:56ititigil muna ang budget deliberations ng Kamara

00:59hanggang maibalik sa kanila ang budget proposal.

01:02We do not know how to deal with it.

01:06We have to practically redo the entire submission to us.

01:12And we do not want to be suspected of any untoward action.

01:18We do not want it to appear that we are not accepting the rightful recommendations of the DBM.

01:29And on the other hand, we do not want to be accused of also of replacing or amending by IRATA

01:41a huge portion of the National Expenditure Program that they have submitted to us.

01:48Gate ng mga mambabatas, hindi lang proposed budget ng DPWH ang may problema.

01:54May mga nasirip din sila sa iba pang ahensya.

01:56In the Department of Public Works, for example,

01:59just in our National Unity Party,

02:01I've reported to you already previously

02:03that maybe 90% of the district budgets were really mangled.

02:08There are already other things we are coming up with in other agencies.

02:12I will advance to you the information that in the Department of Agriculture,

02:18there are indications of similar problems,

02:22specifically with reference to farm-to-market roads

02:26in the amount of something like 10 billion pesos.

02:29And we are getting reports that these were also peddled to certain parties.

02:53We have a one-month break, October 10 until November 11.

02:58We can forego of that para sa bayan.

03:02It's doable.

03:03Walang uwian, magdamag.

03:06So I think we're prepared for that.
