00:00And Jason, let's talk a little bit about October.
00:03And in October, Russia assumes the presidency of the Security Council.
00:09They are, of course, a close ally of Iran.
00:12So is the timing key here for the E3 bloc?
00:16Well, I think that's why the E3 wanted to start the process at the end of August,
00:21because next month in September, South Korea will be the president of the Security Council.
00:28And that's a more receptive power to these initiatives than Russia would be.
00:36But let's not forget that it was Russia that originally basically came up with the snapback
00:43sanctions mechanism during the Iran nuclear deal negotiations between 2013 to 2015.
00:49It was Sergei Lavrov, who was still foreign minister, who developed this concept.
00:54So the whole point of the snapback sanctions mechanism is that it is not subject to the veto
01:01of a permanent member of the Security Council.
01:04And so that is why the E3 is invoking it.
01:07And Russia, Iran, China and other powers don't have the standing legally to block the
01:14the reimposition of all these UN sanctions.
