00:00never get the coast back to where it was.
00:04And his response was, well, if that's all we do, we will have failed.
00:09Instead, we're going to invest and make the coast as great as it can be.
00:16And when you go up and down this coastline, when you look at the people and
00:21the industries that are here in our state today, 20 years later, it is incredible.
00:30The greatest people on earth, the greatest economy on earth,
00:35the greatest place to live on earth, all because of the work of everyone in Mississippi.
00:44While today is a solemn reminder of unthinkable tragedy,
00:49it is also a reminder of the good things that can come from Mississippians working together
00:56for the greater good.
00:58In the days that followed, Mississippians did what Mississippians do best.
01:04We showed up, and Mississippians showed out.
01:08Neighbors helped neighbors.
01:11Literally tens of thousands of volunteers from all over our state and
01:16all over our nation showed up to help.
01:19Today, we thank those volunteers.
01:22And one of the things that makes me most proud to be a Mississippian is we remember
01:30those individuals who came here in the immediate aftermath.
01:34And every single time there's a storm or a calamity or a disaster around our nation,
01:40Mississippians give back.
01:44And we show up because we know what it means to give because of the volunteers that came here.
01:51We began rebuilding one home, one church, one school, and one business at a time.
02:00Our state's people were certainly tested, but if you take a look around this beautiful place
02:10now, it's hard to imagine that Hurricane Katrina impacted us in the way that it did.
02:18We have built bigger and we have built better since Katrina made landfall.
02:25We erected bridges and we repaved roads.
02:29We constructed classrooms and we beautified our beaches.
02:33We said to the world, we will not allow any storm to keep us down.
02:40We're going to get up and we're going to stand taller than ever before.
02:45And that is exactly what Mississippians did.
02:53Throughout it all, our faith was tested.
02:57It would have been easy for many of you to sit around and ask, why did this happen to us?
03:08But you never did.
03:11Without it all, and despite the destruction, we thank the Lord for his many blessings.
03:19In the 46th chapter of Psalms, it says, God is our refuge and strength and ever-present
03:26help in trouble.
03:29Therefore, we will not fear.
03:32Though the earth give way and the mountains fall into the heart of the sea.
03:36Though its waters roar and foam and the mountains quake with their surging, the Lord Almighty
03:45is with us.
03:48Throughout it all, we knew God was with us.
03:53And thanks to him, when you look around Mississippi today, you see a meteoric rise to greatness.
04:01We're attracting record capital investment in our state.
04:06More of our people are working in Mississippi today than ever before.
04:10The nation is saying our kids are making miracles happen in the classroom.
04:15And they are proving to the world that Mississippi is not making news, we're making history.
04:24Katrina taught us a lot, but it didn't teach us about ourselves.
04:32We knew who we were all along.
04:35And we knew what we were capable of.
04:39We answered a once-in-a-generation call to service.
04:43And time and time again, we did whatever was needed to help our state recover.
04:50When I think about Hurricane Katrina, I can't help but think about something that as I look
04:59back on it seems extraordinary, I think about Ely's mom, who lived in Ocean Springs and happened
05:10to be a principal in an elementary school right here in Gulfport.
05:19Not long after the storm, Governor Barber made it a priority, correctly so, understanding that
05:26to get our people back, our schools had to be open.
05:31So not long after the storm hit, literally within a few days, we were at a place up in
05:41Jackson that sold campers, motorhomes.
05:44And she bought one.
05:45And she drove it down here.
05:47And she parked it on the grounds of that elementary school.
05:52And she lived there for months and months so that kids could get back in school.
06:00Now that seems extraordinary to me today, as it did to myself then, but as I look back
06:05on it, it really wasn't an extraordinary happening.
06:10It was actually quite ordinary because that's what people all along this coastline were doing
06:17to get ourselves back, to get life back to some semblance of normalcy.
06:25And it proved every single time that when you worry not about yourself, but about helping
06:34others, we will always emerge stronger.
06:38We will always emerge better.
06:40And we will always emerge tougher together.
06:47We know that Katrina's 30th and 40th and 50th anniversary, Mississippi and her people
06:53will still be here.
06:55And they will be a beautiful sight to see.
06:59Each day is a gift.
07:02And we never know what tomorrow might bring.
07:06That's why when Mississippi is challenged, we will always rise boldly to the occasion.
07:14Looking ahead, may we continue to not only invest in Mississippi strength, but also keep
07:20our sights set on what really matters in this life, our love of God and our love of family.
07:30Because at the end of the day, that's really what it's all about.
07:46I want to close by thanking every single one of you for being here today.
07:50I'd especially like to thank Governor Barber, Director Gabbard, the mayor, and the TAG, Bobby
07:59Ginn, for joining us.
08:02Let today be a reminder that Mississippi's story is not about survival, it's about victory.
08:11Let today be a reminder that God will always be with Mississippi, serving as a beacon lighting
08:16our way through the storms and guiding us back into calm waters.
08:22And let today be a reminder that regardless of the mission set in front of us, no matter
08:28how big or how small, Mississippi can and Mississippi will accomplish it.
08:38Because after all, that's just what Mississippians do.
08:43Thank y'all, and may God continue to bless this great state and this great nation.
08:51Ladies and gentlemen, Mr. James Coleman, Camp Shelby Holistic Health Coordinator, will now narrate
09:17the story of the storm.
09:37Good morning.
09:41Peace is the story.
09:46The story of the storm and the story of triumph.
09:52It's a story that begins in late August 2005 as Tropical Depression 12 forms over the Bahamas,
10:02where it rapidly intensifies into a Category 1 storm.
10:08Now Hurricane Katrina makes landfall in South Florida, leaving 1 million Floridians without
10:17power and over $630 million in damage.
10:25But Katrina was not done.
10:29Hurricane Katrina then moves across the Florida Peninsula and intensifies with the warm waters
10:35of the Gulf of Mexico and now moves into a Category 5 hurricane.
10:42The date?
10:45August 28th.
10:47Just one day before landfall.
10:52Over the four days leading to the landfall, residents of the Mississippi Gulf Coast were cautiously
10:58optimistic that maybe, just maybe, the storm would turn as they anxiously watched Katrina strengthen
11:07and head toward our beloved coastal communities.
11:11Monday, August 29th, 2005, at approximately 0610 AM, the eye of Hurricane Katrina makes landfall near
11:24the mouth of the Mississippi River in southeast Louisiana as a Category 4.
11:32Meteorological experts surmised that, given the intense fury of Katrina, that once it made landfall,
11:39the coastline then transformed it into a Category 3.
11:45Then, at approximately 1,100 with sustained winds of 120 miles per hour, Hurricane Katrina then slams
11:54into the Mississippi Gulf Coast.
11:57The National Weather Service reported estimates of upper-level winds at 132 miles per hour,
12:0490 percent reaching landfall.
12:09Then, there was the storm surge as it hit the Florida Panhandle and the Mississippi Gulf Coast
12:19with nearly 30-foot-high winds and rains and water lines that went up to six miles inland.
12:28The eastern side of Katrina produced tornadoes well into Alabama, Georgia, and Florida.
12:36And the coastal region was pelted with up to 12 inches of rain, hail, and flooding.
12:44As the storm continued north, it caused even more destruction, and all 82 of our counties
12:50were adversely affected.
12:55The unthinkable destruction of Hurricane Katrina left us with more than $125 billion in destruction
13:03across the Gulf Coast.
13:05And as it's been mentioned earlier, we lost 238 lives.
13:12But as the Governor said, however, this is not the totality of Mississippi's story.
13:21In 2005, there were no greater people than the residents of the Mississippi Gulf Coast.
13:30Beyond the trauma, beyond the loss, beyond the devastation, a godly purpose emerged,
13:39personified by strength as Mississippians embarked upon our journey of recovery,
13:47epitomizing hope and resilience.
13:51Yes, the unprecedented challenges in aftermath of Katrina, yes, did galvanize us in our opportunities
14:00and sustainability for recovery.
14:03But our state did not sit and wait for a response.
14:08We did not wait.
14:09We did not ask for anyone else to fix our problems.
14:14We put our hands to the plow.
14:17We made things happen.
14:21Though they were misplaced and without homes, like all of us throughout the state, there's
14:2951,000 members of the Mississippi Army National Guard that were the tip of the spear in our state's
14:39recovery.
14:40At this time, I would like to recognize the members of our Mississippi Army National Guard
14:46and let you know that we as a state commend you for taking point and taking the leadership
14:52in our state's recovery.
14:54In the book of 2 Corinthians, chapter 4, verse 17, it reads,
15:23For our momentary light affliction is producing for us an absolute, incomparable, eternal way to
15:37glory.
15:40Hurricane Katrina took us by surprise and took our breath, but only for a moment.
15:48Hurricane Katrina helped us to see the best in who we are as Mississippians, as a region,
15:53as a country.
15:56History will remember Katrina for the profound loss and destruction it caused.
16:03But our history, our history will remember that Katrina showed the world who we are as Mississippians.
16:13A state that went through the storm.
16:16But emerged in triumph.
16:18God bless you and God blessed America.
